Abstract: While electoral management bodies have received an increasing amount of scholarly consideration recently, less attention has been paid to the institutions in charge of imparting electoral justice. These institutions are an integral column of the system of electoral integrity and the final check for achieving credible elections. This article offers an updated and systematic description of the institutions of electoral justice in all the presidential democracies around the world (19 countries in the Americas, eight in Africa, and four in Asia), based on an analysis of the accumulated total of 966 years of electoral legislation. Abstract: Este estudio esboza la logica y consecuencias de la teoria clasica de gobernabilidad electoral. Al responsabilizar al poder ejecutivo de la administracion de las elecciones y al poder legislativo de la certificacion de los resultados, esta teoria presupone que los representantes del pueblo generan resultados electorales ampliamente aceptables. Este estudio argumenta que la teoria clasica no funciona cuando el mismo partido controla el poder ejecutivoy el poder legislativo. El desarrollo politico de varios sistemas presidenciales ofrecen apoyo tentativo a estas hipotesis. Solamente cuando los partidos delegan la gobernabilidad electoral a tribunales autonomos es cuando los conflictos en torno a los resultados electorales no provocan inestabilidad politica. Comparaciones entre los sistemas basados en la division de poderes de los Estados Unidos y America Latina tambien sugieren que el desarrollo politico entre el norte y el sur son mas parecidos de lo comunmente aceptado.

Abstract: Democratic countries vary widely in the extent to which the administration of the electoral process facilitates voter participation, showing a great deal of variation in everything from voter registration to the casting of ballots. This book is the first systematic study to investigate why it is easier to vote in some democracies than in others. It develops the concept of election administration inclusiveness, which considers all of the administrative requirements and procedures that a citizen confronts in exercising his or her right to vote. It then draws on in-depth case studies from Central America and data from Latin America more broadly to address how political parties and other actors interact in constructing election administration rules and procedures. Using a theoretical framework centred on electoral threat, party capacity, and electoral management body composition, the author identifies multiple pathways to inclusive and restrictive election administration. This book will be of key interest to students and scholars of elections, democracy studies, Latin American politics, and more broadly comparative politics and law.

Abstract: Este artículo describe el desarrollo del concepto de integridad electoral a partir de sus antecedentes en la literatura y discute algunas de las alternativas metodológicas para su medición. El tema de la integridad electoral se presenta en estrecha conexión con el debate sobre las instituciones de gobernabilidad electoral, al mismo tiempo que incorpora a las y los actores políticos en los análisis. El artículo recurre a ejemplos de América Latina para demostrar las limitaciones de las medidas de integridad electoral a través de datos de percepción. Además, las encuestas realizadas a expertos/as y votantes dan cuenta de percepciones divergentes, cuyas consecuencias deben ser consideradas tanto por investigadores/as como por usuarios/as de las encuestas.
