Abstract: Ultrasound, closed-circuit television (CCTV) and Panoramo® are capable of inspecting drinking water pipes and joints of any pipe material. The three tools were tested for their accuracy and reproducibility for gap width sizing in double-socket push-fit joints. The tests were performed at laboratory scale (PVC pipes and joints) in the field (asbestos cement pipes and joints) and in three full-scale tests (PVC) inside pipes used to supply drinking water. In the laboratory tests both accuracy and reproducibility were evaluated. In the field and full-scale tests only reproducibility of the tools was tested. CCTV proved to be the most accurate and reproducible for the application. This straightforward approach is considered to be a surrogate measure for joint's condition.

Abstract: Digitalization and knowledge management in the water sector, and their impacts on performance, greatly depend on two factors: human capacity and digital maturity. To understand the link between performance, human capacity, and digital maturity, six AGS water retail utilities were compared with all Portuguese utilities using Portuguese benchmark data (2011–2019). AGS utilities achieved better results, including in compound performance indicators, which are assumed to be surrogates for digital maturity. These compound indicators were also found to correlate positively with better performance. In fact, AGS utilities show levels of non-revenue water (NRW) (<25%) below the national median (30–40%), with network replacement values similar to the national median (<0.5%). These results seem to imply that higher digital maturity can offset relatively low network replacement levels and guarantee NRW levels below the national average. Furthermore, regarding personnel aging index and digital maturity—two internally developed indicators—there was an increase in the digital maturity and aging of the staff, which, again, raises questions about long-term sustainability. The growing performance and the slight increase in digital maturity can be attributed to group-wide capacity building and digitalization programs that bring together staff from all AGS utilities in year-long activities.

Abstract: With the objective of defining parameters that can be used to assess the condition of PVC joints in the field, more than two-hundred destructive tests were done in the laboratory. Two diameters (110 mm and 315 mm) of new PVC double-sockets were tested. The occurrence of leakage during water pressure tests, intrusion during vacuum tests and characterization of joint stiffness during rotation were monitored. The results clearly demonstrate that leakage and intrusion do not occur for typical operational situations (angles below 10 degrees) if the rubber ring is in perfect condition. The joint's stiffness increases with the increase of inner-pipe pressure, diameter and with the level of insertion. Insertion plays the most relevant role. The results also show that the condition of a joint cannot only be defined by its angle, but that an extra parameter is necessary: the level of insertion.

Abstract: In the context of the present work it is hypothesized that the condition of a PVC push-fit joint can be obtained from the analysis of the joint’s gap width. A perfectly jointed and aligned pipe, for example, should have a constant gap for the complete pipe diameter while a bent joint should show variations of the gap width with the diameter. Therefore, laboratory tests were performed to test the applicability of ultrasound in the assessment of PVC push-fit joints which are ubiquitously used in the Netherlands. In those tests the potential of ultrasound to detect changes in geometrical alignment of PVC pipes was evaluated using a specially built metallic loading frame. This frame supported two 2-meters O315 mm PVC pipes connected with a push-fit joint. This pipe could be kept in horizontal position or be bent up to an angle of ca. 5 degrees in 11 uniform steps. Results show that when two pipes have a perfect alignment (zero degrees angle between the pipes) the tested ultrasound tool describes quite adequately the real situation and gives good information about the joint’s real condition. However, when an angle is imposed on a PVC joint the ultrasound results are not consistent with reality. This discrepancy is probably due to both longitudinal and shear ultrasound waves echoing back to the transducer from the PVC wall. The creation of both longitudinal and shear waves occurs when an angle between the ultrasound transducer and the object being studied exists. This factor is known to complicate the resulting ultrasound scans and the interpretation of the results. In conclusion, for this application ultrasound inspection is vulnerable to changes in geometrical alignment of assessed pipes. Even being unanimously considered as a potential technique for the inspection of polymeric pipes, ultrasound tool is not capable of giving results that permit accurate detection of all known failure mechanism of joints.

Abstract: Policy Points: Worldwide, more than 70% of all deaths are attributable to noncommunicable diseases (NCDs), nearly half of which are premature and apply to individuals of working age. Although such deaths are largely preventable, effective solutions continue to elude the public health community. One reason is the considerable influence of the “commercial determinants of health”: NCDs are the product of a system that includes powerful corporate actors, who are often involved in public health policymaking. This article shows how a complex systems perspective may be used to analyze the commercial determinants of NCDs, and it explains how this can help with (1) conceptualizing the problem of NCDs and (2) developing effective policy interventions. Context The high burden of noncommunicable diseases (NCDs) is politically salient and eminently preventable. However, effective solutions largely continue to elude the public health community. Two pressing issues heighten this challenge: the first is the public health community's narrow approach to addressing NCDs, and the second is the involvement of corporate actors in policymaking. While NCDs are often conceptualized in terms of individual‐level risk factors, we argue that they should be reframed as products of a complex system. This article explores the value of a systems approach to understanding NCDs as an emergent property of a complex system, with a focus on commercial actors. Methods Drawing on Donella Meadows's systems thinking framework, this article examines how a systems perspective may be used to analyze the commercial determinants of NCDs and, specifically, how unhealthy commodity industries influence public health policy. Findings Unhealthy commodity industries actively design and shape the NCD policy system, intervene at different levels of the system to gain agency over policy and politics, and legitimize their presence in public health policy decisions. Conclusions It should be possible to apply the principles of systems thinking to other complex public health issues, not just NCDs. Such an approach should be tested and refined for other complex public health challenges.
