A lo largo del articulo se presentan algunos de los marcos juridicos nacionales e internacionales sobre esta problematica y se introduce el tema de los derechos de las personas con discapacidad.

Abstract: Colombia has one of the largest populations of internally displaced individuals by an armed conflict. However, there is no data demonstrating its effect on health, particularly in adolescents. To describe the prevalence and associations of mental illness in the adolescent population displaced by violence in Colombia. We conducted a secondary analysis of the 2015 National Mental Health Survey (NMHS), which provides data of mental health issues (SRQ), mental health disorders (CIDI-CAPI) and sociodemographic characteristics. Of the 1754 adolescents interviewed 5.3% (95% CI 4.1 to 6.9) mentioned a change in residence due to violence. Among them 38.5% lived in poverty compared to 23.6% of those non-displaced by the conflict. Suicidal thoughts and suicide attempt were present in 19.8% and 9.1% of displaced adolescents respectively, compared to 5.8% and 2.1% of non-displaced adolescents. The prevalence of post-traumatic stress disorder (PTSD) and any mental health disorder (measured with the CIDI-CAPI) was higher in the displaced population 12.3%, 11% respectively, in contrast to 2.1% and 7% of those non-displaced. Finally, anxiety and depressive disorders were more common among displaced adolescents. A higher prevalence of mental health conditions and disorders is observed among displaced adolescents.

Abstract: This article provides a different methodological proposal to disability research grounded in the intersectional perspective since other forms of research, such as the dogmatic perspective of law, have shown limited results in terms of full recognition of people and groups exposed to multiple situations of inequality, specifically in the case of people with disability. We propose a methodological route that links disability to the intersectional perspective, and finally we assess an example of a process that accounts for the importance of a robust analysis to advance in critical understanding of this challenging and interesting field of study.

Abstract: Background Taking the standardised Colombian high-school leaving test (Saber 11) is obligatory for students to graduate from high school and is also used for rating students applying to Colombian universities; it has been adapted for evaluating young people having hearing physical, visual and auditory disabilities Objectives Describing and characterising the profile of students suffering from disability (SWD) who presented the standardised Colombian high-school leaving test in 2009 Methods A descriptive secondary analysis was made of the standardised Colombian high-school leaving test database concerning SWD who took the test in 2009 A disability certificate must have been obtained beforehand and presented during registration for the test The prevalence of SWD taking the test was calculated, their scores were recorded and univariate statistics were used for the social, demographic and economic characterisation of their profile Results 529,651 students took the test for the first time in 2009; 02% (842) of these students claimed to have some type of disability during registration 350% (295) of these had a motor disability, 349% (294) had a hearing disability and were assisted by a sign language interpreter, 191% (161) were visually impaired and 115% (97) had a hearing disability but did not receive assistance from a sign language interpreter Most SWD achieved mid-ranging scores; the visually-impaired scored higher points than the rest of the SWD Conclusion This study suggested that very few SWD were presenting the standardised Colombian high-school leaving test Cognitive impairment could not be measured by this type of standardised test

Abstract: "Rights of Inclusion" provides an innovative, accessible perspective on how civil rights legislation affects the lives of ordinary Americans. Based on eye-opening and deeply moving interviews with intended beneficiaries of the Americans with Disabilities Act (ADA), David M. Engel and Frank W. Munger argue for a radically new understanding of rights - one that focuses on their role in everyday lives rather than in formal legal claims. Although all 60 interviewees had experienced discrimination, none had filed a formal protest or lawsuit. Nevertheless, civil rights played a crucial role in their lives. Rights improved their self-image, enhanced their career aspirations and altered the perceptions and assumptions of their employees and coworkers - in effect producing more inclusive institutional arrangements. Focusing on these long-term life histories, Engel and Munger incisively show how rights and identity affect one another over time and how that interaction ultimately determines the success of laws such as the ADA. For anyone concerned with rights, disability and the law, "Rights of Inclusion" should be a landmark work.

Abstract: The development of COVID-19 vaccines does not imply the end of the global pandemic as now countries have to purchase enough COVID-19 vaccine doses and work towards their successful rollout. Vaccination across the world has progressed slowly in all, but a few high-income countries (HICs) as governments learn how to vaccinate their entire populations amidst a pandemic. Most low- and middle-income countries (LMICs) have been relying on the COVID-19 Vaccines Global Access (COVAX) Facility to obtain vaccines. COVAX aims to provide these countries with enough doses to vaccinate 20% of their populations. LMICs will likely encounter additional barriers and challenges rolling out vaccines compared HICs despite their significant experience from the Expanded Programme on Immunisation (EPI). This study explores potential barriers that will arise during the COVID-19 vaccine rollout in lower-middle-income countries and how to overcome them. We conducted sixteen semi-structured interviews with national-level stakeholders from Ghana and Bangladesh (eight in each country). Stakeholders included policymakers and immunisation programme experts. Data were analysed using a Framework Analysis technique. Stakeholders believed their country could use existing EPI structures for the COVID-19 vaccine rollout despite existing challenges with the EPI and despite its focus on childhood immunisation rather than vaccinating the entire population over a short period of time. Stakeholders suggested increasing confidence in the vaccine through community influencers and by utilising local government accredited institutions such as the Drug Authorities for vaccine approval. Additional strategies they discussed included training more health providers and recruiting volunteers to increase vaccination speed, expanding government budgets for COVID-19 vaccine purchase and delivery, and exploring other financing opportunities to address in-country vaccine shortages. Stakeholders also believed that LMICs may encounter challenges complying with priority lists. Our findings suggest that COVID-19 vaccination is different from previous vaccination programs, and therefore, policymakers have to expand the EPI structure and also take a systematic and collaborative approach to plan and effectively rollout the vaccines.
