Abstract: The article analyses human capital concept in Europe and Russia, then it compares level of development of human capital in SMEs in different countries as Russia, Italy and BRICS. The first part of the article explains the importance that human capital covers in overcoming economic crisis; the second part gives and overview about human capital situation in Russia and other countries. The Human Capital Report made by the Economic World Fund is considered very important for the mathematical analysis.

Abstract: Internet is an important instrument for small businesses if it will be use correctly, otherwise it can be a very dangerous problem; in all cases Internet has start a process of renovation that is changing at all the way of doing business. Essay will study Internet and its different approaches with small businesses; it takes in consideration some aspects as piracy and forgery, social networks and websites. Essay will give a prospective of this phenomenon in different countries, at first in Russia but will be analyzed also situation in Europe and USA Aim of the essay is to analyze how Internet can influence life of small businesses, into a good and bad way, the it will study the possible developments of this new market sector. In the end is important to underline, that essay will take in consideration benefits of using Internet in terms of services received, for example with banks or with national institutes, therefore not only in terms of sales potential and communication with customers.

Abstract: Since 2000, the Russian Federation has started a gradual process of market opening that actually is not completed; anyway, this process has facilitated procedure of creation of a small and medium business made by foreigners in Russia. Main factors that influence positively volume of foreign investments in Russia are the taxation level that actually is 15% and the amount of time necessary to open a society (5 working days); furthermore, Russian market guarantees a highly skilled and educated workforce. Unfortunately, in the Russian Federation, there are no incentives or concessions for the opening of a new small-medium business, and it can represent a problem for a foreign investor who wants to open a new company. This study attempts to address main positive and negative factors of the Russian market that can influence a foreign investor who is interested to start a new activity in the Russian Federation. It examines law system that regulates economic sector in Russia, but it also uses direct experiences of foreigners who have already opened a small-medium business or an individual enterprise in Russia. Moreover, the article studies possible variants to make Russian market more open and favourable to foreign investors.

Abstract: This book was first published in 1982. Unemployment is perhaps one of the most serious social problems. In economic terms the cost of unemployment, both to the individual and to the collective, is extremely high. But unemployment has other effects too. In this book Marie Jahoda looks beyond the obvious economic consequences, to explore the psychological meaning of employment and unemployment. The book is an accessible and nontechnical account of the contribution which social psychology can make to understanding unemployment and clearly reveals the limitations of an exclusive concentration on its economic aspects. Professor Jahoda shows that the psychological impact is hugely destructive, throwing doubt on the popular diagnosis that the work ethic is disappearing. She also analyses the experience of unemployment in the context of the experience of employment and argues that one of the socially destructive consequences of large-scale unemployment is that it detracts from the need to humanise employment.

Abstract: In today's interconnected era, intrusion detection system (IDS) has the potential to be the frontier of defense against cyberattacks and plays an essential role in achieving security of networking resources and infrastructures. The performance of IDS depends highly on data features. Selecting the most informative features eliminating the redundant and irrelevant features from network traffic data for IDS is still an open research issue. The key impetus of this paper is to identify and benchmark the potential set of features that can characterize network traffic for intrusion detection. In this correspondence, an ensemble approach is proposed. As a first step, the approach applies four different feature evaluation measures, such as correlation, consistency, information, and distance, to select the more crucial features for intrusion detection. Second, it applies the subset combination strategy to merge the output of the four measures and achieve the potential feature set. Along with this, a new framework that adopts the data analytic lifecycle practices is explored to employ the proposed ensemble for building an effective IDS. The effectiveness of the proposed approach is demonstrated by conducting several experiments on four intrusion detection evaluation datasets, namely KDDCup'99, NSL-KDD, UNSW-NB15, and CICIDS2017. The obtained results prove that the proposed approach contributes more potential features compared to the state-of-the-art approaches, leading to achieve a promising performance gain in the detection rate of 3.2%, the false alarm rate of 38%, and the detection time of 12%. Furthermore, ROC and statistical significance are analyzed for the identified feature subset to strongly conform its acceptability as a future benchmark for building an effective IDS.

Abstract: The current state of economic development and innovations’ support often brings small and medium enterprises (SMEs) at the forefront of government fiscal policy. Various policy measures targeted at SMEs’ support and development necessarily include measures on promotion of innovations within small business. However, despite substantial efforts undertaken by the authorities to increased financial injections into this area, development of innovations by small businesses faces many obstacles. Statistics on the registered small and medium enterprises shows that the sharp rise of entrepreneurship observed in the early 1990s changed for the stagnation towards the end of the decade and sluggish dynamics of the present time. Unfortunately, as practice shows, measures taken so far do not stimulate significant changes in the development of small business. Moreover, differentiation of small businesses between regions is only increasing, as it is manifested through substitution of divergence for convergence.
