Abstract: The relay system (10) obtains voltage and current values from a power line and uses a first sampling element to sample the voltage and current values at selected intervals of time. The resulting sampled signals are used for power system-wide protection, control, monitoring and metering. The sampled signals are then resampled at a rate which is a selected multiple of the power system frequency. The results of the resampling are used by processing circuitry for protection functions including fault determinations.

The local IED may be adapted to receive power system data from the remote IED, time align the local and remote synchronized power system data, and perform math operations on the local and remote power system data.

Abstract: Current transformer (CT) secondary currents for the windings of a power transformer are used to produce a differential current. An operating current value is obtained from the differential current value. A restraining current value is obtained from processed winding current values. Second and fourth harmonic values of the differential current are obtained and are summed with a restraining current quantity which is a result of the restraining current multiplied by a slope characteristic factor. If the operating current value is greater than the sum of the restraining current quantity and the second and fourth harmonic values, an output signal is produced which may be used as a trip signal unless it is blocked by selected blocking signals generated by another portion of the system.

Abstract: An apparatus and method estimates a plurality of synchronized phasors at predetermined times referenced to an absolute time standard in an electrical power system. The method includes acquiring and determining a frequency of a power system signal, sampling the power system signal at a sampling interval rate based on a frequency of the power system signal to form signal samples, and generating a plurality of acquisition time values based on an occurrence of each of the signal samples at a corresponding plurality of different times referenced to the absolute time standard. The method further includes adjusting a phasor of each of the signal samples based on a time difference between a corresponding selected acquisition time value and a predetermined time referenced to an absolute time standard to form the plurality of synchronized phasors.

Abstract: Disclosed herein are various embodiments of systems and methods for calculating a fault location in electric power delivery system based on a traveling wave created by an electrical fault in the electric power delivery system. According to one embodiment, an intelligent electronic device may be configured to detect a transient traveling wave caused by an electrical fault. A first traveling wave value of the transient traveling wave may be determined and a corresponding first time associated with the first traveling wave may be determined. The IED may receive a second time associated with a second traveling wave value of the transient traveling wave detected by a remote IED. The distance to the remote IED may be known. An estimated fault location may be generated based on the time difference between the first time and the second time. Additional methods of calculating the fault location may also be employed.

Abstract: Systems and methods are described for a power aggregation system. In one implementation, a service establishes individual Internet connections to numerous electric resources intermittently connected to the power grid, such as electric vehicles. The Internet connection may be made over the same wire that connects the resource to the power grid. The service optimizes power flows to suit the needs of each resource and each resource owner, while aggregating flows across numerous resources to suit the needs of the power grid. The service can bring vast numbers of electric vehicle batteries online as a new, dynamically aggregated power resource for the power grid. Electric vehicle owners can participate in an electricity trading economy regardless of where they plug into the power grid.

The smart grid as presently disclosed includes using sensors in various portions of the power utility grid, using communications and computing technology, such as additional bus structures, to upgrade an electric power grid so that it can operate more efficiently and reliably and support additional services to consumers. The smart grid may include distributed intelligence in the power utility grid (separate from the control center intelligence) including devices that generate data in different sections of the grid, analyze the generated data, and automatically modify the operation of a section of the power grid.

The monitoring may comprise making a plurality of measurements of the voltage during a time interval and averaging the plurality of voltage measurements. In addition, the method may include transmitting an alert message upon power up after the outage to indicate a power restoration local to the device.
