Abstract: This paper investigates the use of a passive control device, namely, a tuned mass damper (TMD), for the mitigation of vibrations due to the along-wind forced vibration response of a simplified wind turbine The wind turbine assembly consists of three rotating uniform rotor blades connected to the top of a flexible uniform annular tower, constituting a multi-body dynamic system First, the free vibration properties of the tower and rotating blades are each obtained separately using a discrete parameter approach, with those of the tower including the presence of a rigid mass at the top, representing the nacelle, and those of the blade including the effects of centrifugal stiffening due to blade rotation and self-weight Drag-based loading is assumed to act on the rotating blades, in which the phenomenon of rotationally sampled wind turbulence is included Blade response time histories are obtained using the mode acceleration method, allowing base shear forces due to flapping motion for the three blades to be calculated The resultant base shear is imparted into the top of the tower Wind drag loading on the tower is also considered, and includes Davenport-type spatial coherence information The tower/nacelle is then coupled with the rotating blades by combining their equations of motion A TMD is placed at the top of the tower, and when added to the formulation, a Fourier transform approach allows for the solution of the displacement at the top of the tower under compatibility of response conditions An inverse Fourier transform of this frequency domain response yields the response time history of the coupled blades/tower/damper system A numerical example is included to qualitatively investigate the influence of the damper Copyright © 2007 John Wiley & Sons, Ltd

Abstract: In this book, Andrew Harvey sets out to provide a unified and comprehensive theory of structural time series models. Unlike the traditional ARIMA models, structural time series models consist explicitly of unobserved components, such as trends and seasonals, which have a direct interpretation. As a result the model selection methodology associated with structural models is much closer to econometric methodology. The link with econometrics is made even closer by the natural way in which the models can be extended to include explanatory variables and to cope with multivariate time series. From the technical point of view, state space models and the Kalman filter play a key role in the statistical treatment of structural time series models. The book includes a detailed treatment of the Kalman filter. This technique was originally developed in control engineering, but is becoming increasingly important in fields such as economics and operations research. This book is concerned primarily with modelling economic and social time series, and with addressing the special problems which the treatment of such series poses. The properties of the models and the methodological techniques used to select them are illustrated with various applications. These range from the modellling of trends and cycles in US macroeconomic time series to to an evaluation of the effects of seat belt legislation in the UK.

Abstract: The Environmental Protection Agency (EPA) provides access to information on a variety of topics related to the environment and strives to inform citizens of health risks. The EPA also has an extensive library network that consists of 26 libraries throughout the United States, which provide access to a plethora of information to EPA employees, scientists, and researchers. The EPA implemented a reorganization project to digitize their materials so they would be more accessible to a wider range of users, but this plan was drastically accelerated when the EPA was threatened with a budget cut. It chose to close and reduce the hours and services of some of their libraries. As a result, the agency was accused of denying users the “right to know” by making information unavailable, not providing an adequate strategic plan, and discarding vital materials. This case study explores the background of the digitization project, the practices implemented, and the critiques of the project.

Abstract: Thirty-three brothels in rural and small-town Nevada, which contain between 225 and 250 prostitutes, are legal or openly tolerated and strictly controlled by state statute, city and county ordinances, and local rules. Twenty-two of the brothels are in places with populations between 500 and 8,000, and the remaining eleven are in rural areas. The legal and quasi-legal restrictions placed on prostitutes severely limit their activities outside brothels. These restrictions in conjunction with historical inertia, perceived benefits of crime and venereal disease control, and the good image of madams contribute to widespread positive local attitudes toward brothel prostitution. Interactions between clients and prostitutes in brothel parlors are also restricted and limited to a few basic types which are largely determined by entrepreneurial philosophy. Abstract: Despite increasing regulatory attention and literature linking roadside air pollution to health outcomes, studies on near roadway air quality have not yet been well synthesized. We employ data collected from 1978 as reported in 41 roadside monitoring studies, encompassing more than 700 air pollutant concentration measurements, published as of June 2008. Two types of normalization, background and edge-of-road, were applied to the observed concentrations. Local regression models were specified to the concentration-distance relationship and analysis of variance was used to determine the statistical significance of trends. Using an edge-of-road normalization, almost all pollutants decay to background by 115−570 m from the edge of road; using the more standard background normalization, almost all pollutants decay to background by 160−570 m from the edge of road.
