Future-oriented eGovernance : The sustainability concept in eGov research, and ways forward

Even though digitisation efforts within the public sector began over two decades ago, organisations are still struggling to implement e-government services, and most initiatives end in failures As e-government services have evolved and become more comprehensive, the challenges of implementing them have become more extensive as well The aim of this paper is to give an overview of the e-government literature and identify digitisation success factors at different stages of e-government maturity using Lee's synthesised e-government development model (2010) Six categories of success factors were identified across all maturity levels, including external environment, organisation, management, employees, citizens and technology Low level success factors were identified within the organisation and technology categories, whereas high level success factors also were found within the management category Future research focusing on the distinction between low and high level success factors is needed to help practitioners modify their plans and make the right decisions when digitising government services at different levels of e-government maturity

Success factors influencing implementation of e-government at different stages of maturity: a literature review

Hajed AlRashidi I Abstract Governments around the globe were actively implementing e-government initiatives in the past two decades. However, the majority of e-government initiatives fail in achieving their objectives before, during or after implementation. This study is addressing the problem, egovernment initiatives are still more failure than success. Literature indicates differing models that analyse various stages, stakeholders and factors influencing e-government implementation in the public sector. Yet, these models do not explore in particular the important roles and responsibilities of internal stakeholders and influencing factors during different phases of the implementation cycle of the e-government initiative. There is a need for a framework that guides the e-government initiative implementation internally. To achieve the aim of this research, this study should empirically investigate "managing egovernment initiative implementation." Consequently, this thesis results in research that contributes towards successful e-government initiative implementation based on empirical data derived from three case studies. The practical parts of the research are three case studies on e-government initiative implementation, which are analysed using an interpretive and qualitative research approach. Besides document analysis and observation, interview was the main method to collect empirical data for this study. For an accurate result, only managers and above level are selected and interviewed. The study examines the proposed framework in three government organizations in the State of Kuwait by using a qualitative, interpretive, multiple case study research strategy. As a result, this thesis is proposing a framework that can be used to enhance the implementation process of e-government initiative throughout the different phases of the implementation cycle, and contributes to the body of knowledge by extending the literature. The stakeholders, factors and implementation phases are mapped together to ease understanding the implementation process of e-government initiative implementation across the public organizations. The study concludes by identifying internal stakeholders, factors, and providing a holistic framework for e-government initiative implementation. The findings of this research are useful for internal stakeholders in the field, as it enables them to gain a better understanding of their own roles and responsibilities. The role of internal stakeholders and influencing factors during the phases of e-government initiative implementation

Over the past decade, African governments have followed the worldwide trends towards establishing egovernment with the aim of improving public service delivery to citizens through the use of Information and Communication Technology (ICT) As a consequence, authors from academia, government departments and agencies, civil society, industry, non-governmental and international organizations have embarked into e-government research focusing on Africa However, the state of the art of egovernment research in Africa is poorly documented This study analyzes the status of e-government research in Africa A qualitative technique based on online searches and literature reviews is used to collect data that have addressed any aspect of e-government development in Africa Thereafter, the content analysis of the reviewed literature is performed The results of the study show: (1) the growth pattern of Africa e-government research within a period of 10 years from 2002 to 2012, (2) the issues addressed by the researchers on e-government development in Africa, (3) the African countries and regional participation in e-government research in Africa, and (4) the affiliation and expertise of authors undertaking research on e-government in Africa These results provide useful insights that might be of interest to African governments, industry and academia for the future development of e-government on the continent Also included in the paper is an annotated bibliography of e-government research

Cybersecurity concerns among citizens and public administration officials are considered to be one of the major barriers to e-government implementation. While cyberterrorism is on the rise, the operational state of cybersecurity in the public sector appears as a black box and previous literature has scarcely examined how public authorities perceive and cope with cyber attacks. The government of Tanzania adopted an e-Government strategy in 2009 that is aimed at improving efficiency in government and providing better services to citizens. Information security is identified as one of the requirements for the successful e-Government implementation although the government has not adopted any standards or issued guidelines to government agencies with regards to information security. A sustainable information security framework for e-Government – case of Tanzania

e-Government readiness is the measure by which a government is positioned to provide e-services to its citizens. In order to achieve e-readiness, governments must among other factors, set up efficient collaborations between government agencies. Such collaborations should take into consideration information security requirements. Our study looks at e-government readiness in three East African countries namely, Tanzania, Uganda and Rwanda from an Information Security perspective. Data was gathered through questionnaires and by reviewing country and regional e-government polices, as well as evaluating government agency websites. The results of the study are discussed based on findings by other researches on Information Security and or e-government in the East African region.
