Abstract: The link between protected areas and tourism is as old as the history of protected areas. Though the relationship is complex and sometimes adversarial, tourism is always a critical component to consider in the establishment and management of protected areas. These guidelines aim to build an understanding of protected area tourism, and its management. They provide both a theoretical structure and practical guidelines for managers. The underlying aim is to ensure that tourism contributes to the purposes of protected areas and does not undermine them.

Abstract: The main purpose of these Guidelines is to assist protected area managers and other stakeholders in the planning and management of protected areas, visitor recreation and the tourism industry, so that tourism can develop in a sustainable fashion, while respecting local conditions and local communities. A key message is the importance of managing resources and visitors today, so that tomorrow’s visitors can also experience quality sites, and the conservation values that these places represent. The Guidelines also have a number of more detailed objectives: � To discuss the role of visitor management, including techniques that control and limit impacts of use, while allowing maximum enjoyment of as many visitors as can be accommodated within the limits set by environmental and social conditions; � To outline approaches to the planning and development of tourism infrastructure and services in protected areas; � To provide guidance on the definition, measurement, management and use of park tourism data; � To outline ways of enhancing the quality of the tourism experience; � To describe positive examples, through a variety of case studies, of how tourism can effectively contribute to the conservation of natural and cultural diversity; and � To give positive examples, again through the use of case studies, of how tourism can contribute to the development of local communities. This is a handbook, not a cookbook. The major questions and issues involved in managing tourism in protected areas are developed for the reader, but the publication does not set out to provide all the detailed answers. Thus a framework is provided to establish principles and guide decisions. There is no “one-size-fits-all” answer to the challenge of tourism in protected areas – indeed an attraction of visiting protected areas is to see how each park manager has developed his or her local situation in a way that projects its uniqueness, while contributing to the common endeavour of conservation. To a large extent, management must be responsive to local conditions. It may appear that protected area managers have a relatively simple job in achieving the task of conservation and visitor use, but in fact it is not easy at all. Managers have the challenging responsibility of balancing the many competing pressures thrust upon them. This challenge grows and becomes more complicated with increasing numbers of visitors, changes in patterns of visitor use, and the emergence of an ever more critical public demanding higher standards in conservation management. The challenge of protected area management, especially that of dealing with the pressures of recreation and tourism, will only be met effectively through building partnerships between all the interested parties. It is hoped that this document, by being available to protected area managers as well as other important stakeholders, such as local communities, tour operators and conservation groups, will help build such partnerships.

Abstract: Non-indigenous animal species threaten biodiversity and ecosystem stability by damaging or transforming habitats, killing or out-competing native species and spreading disease. We use World Heritage Area Kakadu National Park, northern Australia, as a focal region to illustrate the current and potential threats posed by non-indigenous animal species to internationally and nationally recognised natural and cultural values. Available evidence suggests that large feral herbivores such as Asian swamp buffalo, pigs and horses are the most ecologically threatening species in this region. This may reflect the inherent research bias, because these species are highly visible and impact primary production; consequently, their control has attracted the strongest research and management efforts. Burgeoning threats, such as the already established cane toad and crazy ant, and potentially non-indigenous freshwater fish, marine invertebrates and pathogens, may cause severe problems for native biodiversity. To counter these threats, management agencies must apply an ongoing, planned and practical approach using scientifically based and well funded control measures; however, many stakeholders require direct evidence of the damage caused by non-indigenous species before agreeing to implement control. To demonstrate the increasing priority of non-indigenous species research in Australia and to quantify taxonomic and habitat biases in research focus, we compiled an extensive biography of peer-reviewed articles published between 1950 and 2005. Approximately 1000 scientific papers have been published on the impact and control of exotic animals in Australia, with a strong bias towards terrestrial systems and mammals. Despite the sheer quantity of research on non-indigenous species and their effects, management responses remain largely ad hoc and poorly evaluated, especially in northern Australia and in high-value areas such as Kakadu National Park. We argue that improved management in relatively isolated and susceptible tropical regions requires (1) robust quantification of density–damage relationships, and (2) the delivery of research findings that stimulate land managers to develop cost-effective control and monitoring programs.

Abstract: Born in the 1970s, a period when the Australian state needed to resolve land use conflicts in the then relatively remote Alligator Rivers region of Australia’s Northern Territory, Kakadu has become the nation’s largest and most famous national park. Aside from its worthy national park attributes and World Heritage status, it is also noted for its joint management, the sharing of management between the state and the traditional Aboriginal owners of the area. As an experienced park manager working in this park more than two decades after its declaration in 1979, I found joint management hard to comprehend and even harder to manage. In this thesis I explore this phenomenon as practice: how joint management works now, and how it came to be as it is. The work explains how the now accepted ‘best model’ for joint management – a legal arrangement based on land ownership by Aboriginal people, lease back to the state under negotiated conditions, a governing board of management with an Aboriginal majority, and regular consultation does not, on its own, satisfy either partner. Instead, I show that traditional owners and white actors representing the state must negotiate contradictions on many levels: between conservation and recreation; histories, race and world views of actors; state power fields and those derived from land ownership; and powerful social structures and forces that draw the partners together and push them apart. In revealing the forces that divide white and Aboriginal actors, and thus threaten the fragile edifice of joint management, I also show that there are structures and activities in place that can be boosted. Chief among these is the under-celebrated ‘joint discourse’ that derives from the two partner groups working together in Kakadu’s famous bush more closely as equals. Simple and humble measures might be taken to strengthen the structures around joint discourse and I suggest these should succeed where increasing bureaucracy has demonstrably failed.

Abstract: In recent decades, various forms of co-management of national parks and other protected areas by governments and Indigenous people have come to the fore. This has occurred as Indigenous peoples have progressively demanded greater access to and decision- making power over their traditional lands. The response of governments has also seen the aligning of a number of policy approaches that have contributed to an increase in attention to co-management. In this paper, we are concerned with the regulatory and non-regulatory ‘formal institutions’ defined by Maclean et al. (2012: 21) as ‘the rules, regulations and social norms that are formalised in conventions, strategies, policy and plans’ that frame the entrance to co- management arrangements. The paper first provides an overview of these institutions in Commonwealth, state and territory jurisdictions, and discusses a number of evolving pathways to co-management in Australia, in particular native title. It then makes some jurisdictional comparisons of these institutional arrangements, questioning their relative value and whether their diversity is creating significant inequities among Aboriginal people.
