Wahlen im globalen Vergleich

Abstract: Die vorangehenden Kapitel haben einen weiten Bogen uber die grosen Regionen der Welt gespannt und dabei zunachst versucht, die Funktion von Wahlen im politischen Gesamtkontext eines Staates oder einer Region zu bestimmen. Deutlich ist dabei geworden, dass es das pragende regionale Muster selten gibt, sondern vielmehr jeder Nationalstaat Eigenheiten und Spezifika aufweist, die in ihrer jeweiligen Kombination wirken und es dadurch unmoglich machen, eine allgemeingultige Rolle von Wahlen zu identifizieren. Wir haben in der Einleitung des Buches bereits auf die vielfaltigen Funktionen von Wahlen und Wahlsystemen in verschiedenen politischen und systemischen Kontexten hingewiesen. Auser Betracht fiel dabei allerdings die Europaische Union, die innerhalb des globalen Vergleichs eine Besonderheit bildet und auf die wir daher aus der komparativen Perspektive noch einmal eingehen wollen. Wahrend in den behandelten Landern die Funktion von Wahlen jeweils als Instrument zur Mobilisierung der Bevolkerung, als Mittel zur Legitimierung bestehender Machtverhaltnisse, als Element einer grundlegenden Neukonstruktion eines politischen Systems, als Qualitatsmerkmal demokratischer Verfahren sowie als Ausdruck der Zurechenbarkeit politischer Entscheidung und der Sanktionierung politischen Handelns durch die Wahlenden dargestellt worden ist, mangelt es dem Europaischen Parlament (EP) an einer Investiturfunktion. EP-Wahlen gehen nicht mit der Bildung der Exekutive einher, und dadurch haben die Mitgliedstaaten immer noch ein groseres Gewicht als die Union, wenn es um die Bestellung einer „europaischen Regierung“ (in diesem Fall die Kommission) geht.

Frauen als Akteurinnen politischen Wandels in islamischen Transformationsstaaten

Abstract: Prozesse von Liberalisierung1 und Demokratisierung2 in der islamischen Welt haben seit einigen Jahren Hochkonjunktur. Gleichwohl erstrecken sich diese Prozesse eher auf die diskursive Ebene als auf realiter vollzogene Reformschritte in den jeweiligen Nationalstaaten. Dort, wo sich die Staaten in einem Prozess des Wandels von einem autoritaren zu einem demokratischen System befinden, treten neue oder erweiterte Partizipationsspielraume zutage. Diese Handlungsspielraume werden zur Artikulation von ehemals wenig beachteten Interessen genutzt und ihre Grenzen werden kontinuierlich getestet. Pluralismus3 wird sichtbar und diejenigen, die den politischen Veranderungsprozess aktiv voranzubringen suchen, konkurrieren in der Mobilisierung von Unterstutzung und Anhangerschaft. Progressive Frauenorganisationen4 beteiligen sich entsprechend am Wettbewerb der Interessenbundelung. Aber auch individuelle, unorganisierte Formen des Gebrauchs von „neuen Freiheiten“ bilden sich heraus. In muslimisch dominierten Gesellschaften fallen sie in besonderer Weise ins Auge, wenn Frauen bewusst aus ihren traditionellen Rollen heraustreten, mit dem gewohnten Frauenbild der „zu Beschutzenden“ brechen und Gleichberechtigung nicht nur vor Gott, sondern auch vor dem Mann fordern. Dass diese Forderung offentlich moglich wird, ist eine positive Folge der Liberalisierungsmasnahmen, die i.d.R. von Staat und Regierung ausgehen. Gleichzeitig treten im Zuge erweiterter Partizipationsspielraume aber auch andere Interessengruppen auf die Buhne, die von einer progressiven Frauenbewegung wenig uberzeugt sind und einem ruckwartsgewandten islamischen Weltbild anhangen.

Vietnam and the Challenge of Political Civil Society

Abstract: The study of contemporary Vietnamese politics has been dominated by two main paradigms: “everyday politics” and civil society. This article argues that “everyday politics” and civil society paradigms have marginalized the study of pro-democracy groups that have contested the hegemonic role of the Vietnam Communist Party. It is argued that political change in Vietnam will be significantly determined by how Vietnam’s one-party state manages the challenges posed by political civil society. Political civil society refers to the network of political groups that coalesced into a nascent social movement known as Bloc 8406. Overseas Vietnamese groups, such as the Viet Tan party, play an increasingly important role in providing financial and moral support for political civil society. The civil society paradigm is criticized for its exclusive preoccupation with so-called “non-governmental organizations” and community-based organizations as the prime agents of political change. The article concludes with an assessment of the future impact of political civil society on Vietnam and likely future scenarios.
