Preface The use of fire models currently extends beyond the fire research laboratories and into the engineering, fire service and legal communities. Surveys [1, 2] of available fire models show a significant increase in number over the last decade. Sufficient evaluation of any model is necessary to ensure that users can judge the adequacy of its technical basis, appropriateness of its use, and confidence level of its predictions. This document provides the theoretical basis for the Fire Dynamics Simulator (FDS) and a summary of the work performed to evaluate the model. This guide is based in part on the " Standard Guide for Evaluating the Predictive Capability of De-terministic Fire Models, " ASTM E 1355 [3]. ASTM E 1355 defines model evaluation as " the process of quantifying the accuracy of chosen results from a model when applied for a specific use. " The model evaluation process consists of two main components: verification and validation. Verification is a process to check the correctness of the solution of the governing equations. Verification does not imply that the governing equations are appropriate; only that the equations are being solved correctly. Validation is a process to determine the appropriateness of the governing equations as a mathematical model of the physical phenomena of interest. Typically, validation involves comparing model results with experimental measurement. Differences that cannot be explained in terms of numerical errors in the model or uncertainty in the measurements are attributed to the assumptions and simplifications of the physical model. Evaluation is critical to establishing both the acceptable uses and limitations of a model. Throughout its development, FDS has undergone various forms of evaluation, both at NIST and beyond. This guide provides a survey of work conducted to date to evaluate FDS. Roughly half of the referenced studies were aimed primarily at model evaluation, the other half describe limited work to validate FDS for a specific use. Fibre types, fibre characteristics and their effects on the properties of cement-based materials are reviewed. Factors affecting the fresh and hardened properties of cement-based composites reinforced with plant-based natural fibre are discussed. Measures to enhance the durability properties of cement-based composites containing plant-based natural fibres are appraised. Significant part of the paper is then focused on future trends such as the use of plant-based natural fibres as internal curing agents and durability enhancement materials in cement-based composites. Finally, applications and recommendations for future work are presented.

Report of the Technical Investigation of the Station Nightclub Fire

The National Institute of Standards and Technology (NIST) is conducting a multi-year study, with the support of the National Institute of Justice (NIJ) and the NIST Office of Law Enforcement Standards (OLES), to examine the repeatability of fire patterns. The primary objective of the study is assessing the repeatability of fire patterns on gypsum board exposed to a limited range of source fires. The focus of this paper is an overview of the uncertainties of the measurements. The study required the use of a variety of measurements to determine the repeatability of the source fires in terms of heat release rate, temperature, heat flux, and flame height. Replicate source fire experiments were conducted in an oxygen consumption calorimeter in order to examine the repeatability of the fires in terms of the heat release rate. The flame movement and height for each fire were recorded with photographs and videos. The fire pattern experiments were conducted in a three-walled structure with a full floor and partial ceiling constructed from wood framing and lined with painted gypsum board. The source fires were positioned against the rear wall, midway along its length. Replicate experiments were conducted with each fuel. The fire patterns were documented and analyzed for repeatability. The fire pattern height results are then compared to the mean flame height results to examine the level of agreement.

A study was conducted to develop a sprinkler fire suppression algorithm for use with sprinkler activation time models. Large-scale experiments were performed to determine the heat release rate (HRR) of selected office fuel packages with and without sprinklers operating. Eight different fuel packages were evaluated. The results from these experiments were used to develop a time dependent HRR reduction factor.The sprinkler fire suppression algorithm consists of multiplying the HRR reduction factor by the HRR at the time of sprinkler activation, Qact, yielding an expected upper bound to the HRR at a given time after sprinkler activation, Q( t), for office furnishing fires that are not heavily shielded.This sprinkler fire suppression algorithm can be thought of as a "zeroth order" fire suppression model for "light hazard" occupancies with a sprinkler spray density of 0.07 mm/s (0.1 gpm/ft2) or greater.

A fire occurred on the night of Feb. 20, 2003, in The Station nightclub at 211 Cowesett Avenue, West Warwick, Rhode Island. A band that was on the platform that night, during its performance, used pyrotechnics that ignited polyurethane foam insulation lining the walls and ceiling of the platform. The fire spread quickly along the walls and ceiling area over the dance floor. Smoke was visible in the exit doorways in a little more than one minute, and flames were observed breaking through a portion of the roof in less than five minutes. Egress from the nightclub, which was not equipped with sprinklers, was hampered by crowding at the main entrance to the building. One hundred people lost their lives in the fire. On Feb. 27, 2003, under the authority of the National Construction Safety Team (NCST) Act, the National Institute of Standards and Technology (NIST) established a National Construction Safety Team to determine the likely technical cause or causes of the building failure that led to the high number of casualties in that fire. This report documents the procedures, findings, and issues that were raised by the investigation. Volume I contains the main report and Volume II contains appendix material. The investigation concluded that strict adherence to 2003 model codes available at the time of the fire would go a long way to preventing similar tragedies in the future. Changes to the codes subsequent to the fire made them stronger. By making some additional changes – and state and local agencies adopting and enforcing them – we can strengthen occupant safety even further. Ten recommendations to improve model building and fire codes, standards and practices (as they existed in February 2003) resulted from the investigation, including (i) urging state and local jurisdictions to (a) adopt and update building and fire codes covering nightclubs based on one of the model codes and (b) enforce those codes aggressively; (ii) strengthening the requirements for the installation of automatic fire sprinklers; (iii) increasing the factor of safety on the time for occupants to egress; (iv) tightening the restriction on the use of flexible polyurethane foam -and other materials that ignite as easily and propagate flames as rapidly as non-fire retarded foam -as an interior finish product; (v) further limiting the use of pyrotechnics; and (vi) conducting research in specific areas to underpin the recommended changes.
