Abstract: This study aimed to investigate the existing situation of EMIS in Pakistan to identify issues and problems to prepare a set of recommendations to policy makers for enhancing the efficiency and effectiveness of EMIS.The main objectives of this study were to assess the existing institutional infrastructure of EMISs in Pakistan, and to examine data management processes.The study also tried to assess EMIS data utilization by decision makers at various administrative levels in decision making to identify data gaps. The qualitative research method using case study approach was adopted.Multiple data collection sources such as review of related documents, interviews, and focus group discussions were used. Data was collected from 267 respondents across three levels of government i.e. federal, provincial and districts. Both structured and open-ended questions were used to get information from the respondents. The study found that most of EMISs in Pakistan were established in 1990 as a result of successful experience of a pilot EMIS project in the Province of NWFP. These EMISs were established as development projects and mostly sponsored by donors. Presently most of EMISs are funded by government. EMIS management structure varied significantly across the provinces.Annual data collection was only confined to public schools and carried out by provincial EMISs through district education management.The annual data collection was facilitated and coordinated by the district EMISs however, all major decisions relating to data management were taken by provincial EMISs.There was variation in the availability of resources in terms of human, financial and IT infrastructure among provinces and districts.Adequate professional staff and computer equipment were available in majority of the provinces however, most of the districts were deficient in these resources.Punjab and Sindh EMISs were well resourced This study aimed to investigate the existing situation of EMIS in Pakistan to identify issues and problems to prepare a set of recommendations to policy makers for enhancing the efficiency and effectiveness of EMIS. Associate Professor, Department of Education, Bahauddin Zakariya University, Multan, Punjab, Pakistan PAPER INFO ABSTRACT Received: January 30, 2021 Accepted: March 01, 2021 Online: March 15, 2021 The utility of information communication technologies [ICTs] in educational planning and management has rapidly increased due to its efficiency and effectiveness. This descriptive study is, therefore, mainly focused on comprehensive analysis of the applicability of EMIS in secondary schools in fulfilling its objectives as perceived by head teachers, using the technology, organization, and environment (TOE) framework as a guideline. A self-developed questionnaire was designed on a 5-point scale, comprising five factors with 37 close-ended items, was administered to head teachers, all 1704 secondary school head teachers’ from 11 districts of Southern Punjab constituted population. Four hundred and twenty-six (i.e., 25% of the population) secondary school head teachers (246 male, 180 female), representing both urban and rural areas, were randomly selected using proportionate stratified random sampling technique and 322 participants (76% of sample) finally responded. Both descriptive and inferential statistics were utilized to analyze the data. Results revealed that EMIS was perceived certainly useful to enhance administrative performance of secondary school head teachers. This study, however, recommended for the top and middle level management to provide the required human and financial resources to secondary schools for effective utilization of EMIS data.

Abstract: Following a period of little change, new didactic approaches coupled to social and technological developments have recently triggered several fundamental modifications in Dutch secondary education. These modifications have extensive consequences for the accommodation of secondary education. The majority of existing buildings is quite conventional in spatial terms and is characterized by limited flexibility and transformability. The paper is a description of a modular yet coherent information system that supports decision taking concerning the transformation of existing buildings. The system consists of spatial and topological representation of a building and its brief, as well as a matching system that connects the two.The purpose of the system is to support the management of the building transformation by providing appropriate input to design and decision activities, as well as by accommodating their output. This is achieved by providing a responsive context for the analysis and evaluation of design decisions from the major viewpoints and with respect to primary aspects. Continuity is a major consideration in this context: appropriate information and feedback should be available throughout the design and construction process but also after completion (in anticipation of further transformations, as well as for monitoring building performance).
