Abstract: Agriculture is a vital development tool for achieving the Millennium Development Goal that calls for halving by 2015 the share of people suffering from extreme poverty and hunger. That is the overall message of this year's World Development Report (WDR), the 30th in the series. Three out of every four poor people in developing countries live in rural areas, and most of them depend directly or indirectly on agriculture for their livelihoods. This report provides guidance to governments and the international community on designing and implementing agriculture for development agendas that can make a difference in the lives of hundreds of millions of rural poor. The report highlights two major regional challenges. In much of Sub-Saharan Africa, agriculture is a strong option for spurring growth, overcoming poverty, and enhancing food security. Agricultural productivity growth is vital for stimulating growth in other parts of the economy. But accelerated growth requires a sharp productivity increase in smallholder farming combined with more effective support to the millions coping as subsistence farmers, many of them in remote areas. Recent improved performance holds promise, and this report identifies many emerging successes that can be scaled up. In Asia, overcoming widespread poverty requires confronting widening rural-urban income disparities. Asia's fast-growing economies remain home to over 600 million rural people living in extreme poverty, and despite massive rural-urban migration, rural poverty will remain dominant for several more decades. For this reason, the WDR focuses on ways to generate rural jobs by diversifying into labor intensive, high value agriculture linked to a dynamic rural, non-farm sector. In all regions, with rising land and water scarcity and the added pressures of a globalizing world, the future of agriculture is intrinsically tied to better stewardship of natural resources. With the right incentives and investments, agriculture's environmental footprint can be lightened and environmental services harnessed to protect watersheds and biodiversity.

Abstract: Interest in farmland is rising. And, given commodity price volatility, growing human and environmental pressures, and worries about food security, this interest will increase, especially in the developing world. One of the highest development priorities in the world must be to improve smallholder agricultural productivity, especially in Africa. Smallholder productivity is essential for reducing poverty and hunger, and more and better investment in agricultural technology, infrastructure, and market access for poor farmers is urgently needed. When done right, larger-scale farming systems can also have a place as one of many tools to promote sustainable agricultural and rural development, and can directly support smallholder productivity, for example, throughout grower programs. However, recent press and other reports about actual or proposed large farmland acquisition by big investors have raised serious concerns about the danger of neglecting local rights and other problems. They have also raised questions about the extent to which such transactions can provide long-term benefits to local populations and contribute to poverty reduction and sustainable development. Although these reports are worrying, the lack of reliable information has made it difficult to understand what has been actually happening. Against this backdrop, the World Bank, under the leadership of Managing Director Ngozi Okonjo-Iweala, along with other development partners, has highlighted the need for good empirical evidence to inform decision makers, especially in developing countries.

Abstract: In every region of the world, the intensification of crop-based agriculture has been associated with a sharp increase in the use of chemical fertilizer. Given the generally low levels of fertilizer use in Africa, there can be little doubt that fertilizer use must increase in Africa if the region is to meet its agricultural growth targets, poverty reduction goals, and environmental sustainability objectives. For this reason, policies and programs are needed to encourage fertilizer use in ways that are technically efficient, economically rational, and market-friendly. Including this introduction, this report contains eight chapters. Chapter 2 sets the stage by discussing agriculture's role in the overall economic development process and explaining why agricultural development often leads to patterns of growth that are strongly pro-poor. Chapter 3 briefly recounts the history of fertilizer promotion efforts in Africa. Chapter 4 outlines the reasons for low fertilizer use in Africa. Chapter 5 examines factors that influence fertilizer demand and identifies entry points at which public interventions can strengthen effective demand at the farm level. Chapter 6 examines the factors that determine the supply of fertilizer and identifies entry points for public interventions to improve fertilizer supply. Chapter 7 identifies potential entry points at which public investments may be effective for fostering desirable change in a country's fertilizer sector. Chapter 8 summarizes the main points made in the report and concludes the discussion.

Abstract: A doubling in global food demand projected for the next 50 years poses huge challenges for the sustainability both of food production and of terrestrial and aquatic ecosystems and the services they provide to society. Agriculturalists are the principal managers of global useable lands and will shape, perhaps irreversibly, the surface of the Earth in the coming decades. New incentives and policies for ensuring the sustainability of agriculture and ecosystem services will be crucial if we are to meet the demands of improving yields without compromising environmental integrity or public health.

Abstract: This paper is a re-make of Chapters 1-3 of the Interim Report World Agriculture: towards 2030/2050 (FAO, 2006). In addition, this new paper includes a Chapter 4 on production factors (land, water, yields, fertilizers). Revised and more recent data have been used as basis for the new projections, as follows: (a) updated historical data from the Food Balance Sheets 1961-2007 as of June 2010; (b) undernourishment estimates from The State of Food Insecurity in the World 2010 (SOFI) and related new parameters (CVs, minimum daily energy requirements) are used in the projections; (c) new population data and projections from the UN World Population Prospects - Revision of 2008; (d) new GDP data and projections from the World Bank; (e) a new base year of 2005/2007 (the previous edition used the base year 1999/2001); (f) updated estimates of land resources from the new evaluation of the Global Agro-ecological Zones (GAEZ) study of FAO and IIASA. Estimates of land under forest and in protected areas from the GAEZ are taken into account and excluded from the estimates of land areas suitable for crop production into which agriculture could expand in the future; (g) updated estimates of existing irrigation, renewable water resources and potentials for irrigation expansion; and (h) changes in the text as required by the new historical data and projections. Like the interim report, this re-make does not include projections for the Fisheries and Forestry sectors. Calories from fish are, however, included, in the food consumption projections, along with those from other commodities (e.g. spices) not analysed individually. The projections presented reflect the magnitudes and trajectories we estimate the major food and agriculture variables may assume in the future; they are not meant to reflect how these variables may be required to evolve in the future in order to achieve some normative objective, e.g. ensure food security for all, eliminate undernourishment or reduce it to any given desired level, or avoid food overconsumption leading to obesity and related NonCommunicable Diseases.

Abstract: This paper reviews various studies which have provided a description and possible explanation to patterns of innovation adoption in the agricultural sector. The survey points out that the tendency of many studies to consider innovation adoption in dichotomous terms (adoption/nonadoption) may not be appropriate in many cases where the actual decisions are defined over a more continuous range. More attention needs to be given to the socio-cultural and institutional environment in area studies so that their interrelation with economic factors affecting adoption can be inferred. The presence of several interrelated innovations is another aspect that needs to be considered more carefully in future research, since a number of simultaneous decisions may be involved. Furthermore, the possibility of regular sequential patterns in adopting components of a new technological package should be specifically addressed in future studies. Finally, the impact of differential adoption rates on land holding distribution merits attention in future research.
