Abstract: In recent years, the use of Unmanned Aerial Systems (UAS) has become commonplace in a wide variety of tasks due to their relatively low cost and ease of operation. In this paper, we explore the use of UAS in maritime Search And Rescue (SAR) missions by using experimental data to detect and classify objects at the sea surface. The objects are chosen as common objects present in maritime SAR missions: a boat, a pallet, a human, and a buoy. The data consists of thermal images and a Gaussian Mixture Model (GMM) is used to discriminate foreground objects from the background. Then, bounding boxes containing the object are defined and used to train a Convolutional Neural Network (CNN). The CNN achieves the average accuracy of 92.5% when evaluating a testing dataset.

Abstract: Unmanned Aerial Vehicles (UAVs) have recently been used in a wide variety of applications due to their versatility, reduced cost, rapid deployment, among other advantages. Search and Rescue (SAR) is one of the most prominent areas for the employment of UAVs in place of a manned mission, especially because of its limitations on the costs, human resources, and mental and perception of the human operators. In this work, a real-time path-planning solution using multiple cooperative UAVs for SAR missions is proposed. The technique of Particle Swarm Optimization is used to solve a Model Predictive Control (MPC) problem that aims to perform search in a given area of interest, following the directive of international standards of SAR. A coordinated turn kinematic model for level flight in the presence of wind is included in the MPC. The solution is fully implemented to be embedded in the UAV on-board computer with DUNE, an on-board navigation software. The performance is evaluated using Ardupilot's Software-In-The-Loop with JSBSim flight dynamics model simulations. Results show that, when employing three UAVs, the group reaches 50% Probability of Success 2.35 times faster than when a single UAV is employed.

Abstract: Self-localization of smart portable devices serves as foundation for several novel applications. This work proposes a set of algorithms that enable a mobile device to passively determine its position relative to a known reference with centimeter precision, based exclusively on the capture of acoustic signals emitted by controlled sources around it. The proposed techniques tackle typical practical issues such as reverberation, unknown speed of sound, line-of-sight obstruction, clock skew, and the need for asynchronous operation. After their theoretical developments and off-line simulations, the methods are assessed as real-time applications embedded into off-the-shelf mobile devices operating in real scenarios. When line of sight is available, position estimation errors are at most 4 cm using recorded signals.

Abstract: A detailed review of the education sector in Australia as in the data provided by the 2006 edition of the OECD's annual publication, 'Education at a Glance' is presented. While the data has shown that in almost all OECD countries educational attainment levels are on the rise, with countries showing impressive gains in university qualifications, it also reveals that a large of share of young people still do not complete secondary school, which remains a baseline for successful entry into the labour market.

Abstract: Recursive algorithms where random observations enter are studied in a fairly general framework. An important feature is that the observations may depend on previous ?outputs? of the algorithm. The considered class of algorithms contains, e.g., stochastic approximation algorithms, recursive identification algorithms, and algorithms for adaptive control of linear systems. It is shown how a deterministic differential equation can be associated with the algorithm. Problems like convergence with probality one, possible convergence points and asymptotic behavior of the algorithm can all be studied in terms of this differential equation. Theorems stating the precise relationships between the differential equation and the algorithm are given as well as examples of applications of the results to problems in identification and adaptive control.

Abstract: As rates of new coronavirus disease 2019 (COVID-19) cases decline across Europe owing to nonpharmaceutical interventions such as social distancing policies and lockdown measures, countries require guidance on how to ease restrictions while minimizing the risk of resurgent outbreaks. We use mobility and case data to quantify how coordinated exit strategies could delay continental resurgence and limit community transmission of COVID-19. We find that a resurgent continental epidemic could occur as many as 5 weeks earlier when well-connected countries with stringent existing interventions end their interventions prematurely. Further, we find that appropriate coordination can greatly improve the likelihood of eliminating community transmission throughout Europe. In particular, synchronizing intermittent lockdowns across Europe means that half as many lockdown periods would be required to end continent-wide community transmission.

Abstract: The article aims at describing processes of building Business Intelligence (BI) systems. Taking the BI systems specifics into consideration, the authors present a suggested methodology of the systems creation and implementation in organisations. The considerations are focused on objectives and functional areas of the BI in organisations. Hence, in this context the approach to be used while building and implementing the BI involves two major stages that are of interactive nature, i.e. BI creation and BI "consumption". A large part of the article is devoted to presenting objectives and tasks that are realised while building and implementing BI.
