A pronounced move from print subscriptions to electronic resources in all types of libraries has fundamentally impacted the library and its users. With the influx of resources such as e-journals; e-books; index, abstract, and/or full-text databases; aggregated databases; and others, the shift to electronic resources is rapidly changing library operational and organizational procedures. "Electronic Resource Management in Libraries: Research and Practice" provides comprehensive coverage of the issues, methods, theories, and challenges connected with the provision of electronic resources in libraries, with emphasis on strategic planning, operational guidelines, and practices. This book primarily focuses on management practices of the life-cycle of commercially acquired electronic resources from selection and ordering to cataloging, Web presentation, user support, usage evaluation, and more.

Electronic Resource Management in Libraries:Research and Practice

Despite Bluetooth's popularity, low cost, and low power requirements, Bluetooth applications remain remarkably unsophisticated. Although the research community and industry have designed games, cell-phone backup, and contextual advertising systems with Bluetooth, few such applications have been prototyped or evaluated on a large scale. Evaluating Bluetooth applications requires recruiting devices in the wild and developing robust software that can adapt to the heterogeneity of these devices. These requirements have limited both the number and the magnitude of the experiments with Bluetooth applications.This paper proposes BlueMonarch, a systemfor evaluating Bluetooth applications in the wild. BlueMonarch emulates a Bluetooth transfer to any device responding to Bluetooth Service Discovery requests; because many cell-phones, laptops, and PDAs in the wild respond to such probes, BlueMonarch enables quick prototyping of Bluetooth applications in the wild, to hundreds of unmodified Bluetooth devices. After we present the feasibility and accuracy of BlueMonarch, we use BlueMonarch to evaluate a content delivery system for Bluetooth. With BlueMonarch, we evaluated our system inside a mall and a subway system; we were able to send tens of megabytes of data to hundreds of Bluetooth devices in just a little over an hour.

BlueMonarch: a system for evaluating bluetooth applications in the wild

There is a need to protect digital information content and the associated usage rights from unauthorized access, use, and dissemination. The protection mechanisms should meet the requirements for the correct management of fine-grained access and usage controls and the protection of user privacy. Digital rights management (DRM) solutions have significant relevance in this context. This paper describes a distributed DRM model for a secure information-distribution system consisting of six trust-building blocks. These are (i) the user application, (ii) the authentication and authorization module, (iii) Rights-Carrying and Self-Enforcing Objects (SEOs), (iv) the privacy enforcement module, (v) theUsage Tracking and Monitoring Proxy (UTMP), and (vi) thesecurity infrastructure. SEOs are information objects that carry access and usage rights and are responsible for the fine-grained enforcement of these rights. The security infrastructure plays a pivotal role in the creation, distribution, storage, manipulation, and communication of information objects across organizational boundaries with the required level of security. Our model was originally developed for an Internet-based learning project in Norwegian schools and meets most of the aforementioned requirements.

Digital libraries : a focus on image repositories : perspectives on an archive creation

E-business, information serving, and ubiquitous computing will create heavy request traffic from strangers or even incognitos. Such requests must be managed automatically. Two ways of doing this are well known: giving every incognito consumer the same treatment, and rendering service in return for money. However, different behavior will be often wanted, e.g., for a university library with different access policies for undergraduates, graduate students, faculty, alumni, citizens of the same state, and everyone else. 
For a data or process server contacted by client machines on behalf of users not previously known, we show how to provide reliable automatic access administration conforming to service agreements. Implementations scale well from very small collections of consumers and producers to immense client/server networks. Servers can deliver information, effect state changes, and control external equipment. 
Consumer privacy is easily addressed by the same protocol. We support consumer privacy, but allow servers to deny their resources to incognitos. A protocol variant even protects against statistical attacks by consortia of service organizations. 
One e-commerce application would put the consumer's tokens on a smart card whose readers are in vending kiosks. In e-business we can simplify supply chain administration. Our method can also be used in sensitive networks without introducing new security loopholes.

The workshop described in this report focused on the management of access to published information resources through research libraries. Topics discussed include privacy, protection of rights, authorization, and authentication.

Enabling Access in Digital Libraries: A Report on a Workshop on Access Management

The Open Archives Initiative [www.openarchives.org] has developed a me tadata harvesting protocol to further its aim of efficient dissemination of content through interoperability standards. In early 2001, at meetings in the U.S. and Europe, the version of the protocol to be used for beta testing was announced. The HTTP-based protocol uses URLs for queries and XML for responses. The default metadata record structure is unqualified Dublin Core using a specified XML Schema. This simple metadata record form is intended to support cross-domain discovery; other record structures for which XML Schemas are defined can also be made available. Developments during the beta test should include the creation of OAI-compliant repositories (data providers) and harvesters (service providers). This panel will explore the purpose and evolution of the Open Archives Initiative from the point of view of various stakeholders, with emphasis on developments during 2001.
