Abstract: The military decision-making process is a proven analytical process for designing operations, troops’ movements, logistics or air defense planning. The hybrid FAHP-MABAC model is tested for obtaining/selecting the results for an optimal firing position of the guided anti-tank missile battery (GAMB).This study provides a multi-criteria decision-making (MCDM) model so that the confidence interval of fuzzy numbers describes the comparison in pairs whose degree is not determined before the comparison. By using mathematical expressions the confidence interval is brought into direct connection with the degree of certainty of decision-makers/expert of the comparison performed. In the group decision-making, the confidence intervals differ depending on the decision-maker/expert’s opinion. Finally the sensitivity analysis is used to determine how sensitive a decision model is. The suggested model is expected to contribute to the development of the science of military-operations as well as to prove itself useful to the actors related to defense.

Abstract: Purpose. The aim of this study was to examine the usefulness and accuracy of Data Mining techniques on the example of testing the presence of impact evaluation of the quality of the land on the level of income of agricultural holdings on the basis of test samples. Methodology. The study was analysis conducted on a random sample for identifying key factors in the research of impact evaluation of the quality of the land on the level of income of agricultural holdings, on a data set of 179 examples, where the input consists of various variables: factor of erosivity, the power of the land, reducing the pH value, presence of organic matter, then target discrete variables with two descriptive values: at a expected yield and real yield. Results and Conclusions. The results obtained from the experiments agree confirmed a physical and chemical factors properties largely determines the classification results.

Abstract: Razvoj karijere oficira je veoma složen proces i determinisan je brojnim ciniocima. Osnovni problem ovog istraživanja je bio kakav uticaj imaju pojedine determinante na proces razvoja karijere oficira, kao sto su: normativno-pravne pretpostavke; razliciti subjekti upravljanja ljudskim resursima i planiranje, selekcija, skolovanje, usavrsavanje i raspoređivanje oficira. Takođe je istraženo kakvi su efekti pravilnog razvoja karijere oficira i da li postoje razlike u proceni uticaja pojedinih determinanti na razvoj karijere oficira. Shodno tome, osnovni cilj ovog istraživanja je bio da se ispita kakav uticaj ostvaruju neke determinante na razvoj karijere oficira, kakvi su efekti pravilnog razvoja karijere oficira i da li postoje razlike u proceni uticaja pojedinih determinanti na razvoj karijere oficira. Osim opsteg cilja, za ovo istraživanje definisano je pet zadatka istraživanja, i to: 1) Utvrditi da li normativno-pravne pretpostavke u znacajnoj meri obezbeđuju uspesan razvoj karijere oficira; 2) Utvrditi kakav je uticaj razlicitih subjekata upravljanja ljudskim resursima na razvoj karijere oficira; 3) Utvrditi kakav je uticaj planiranja, selekcije, skolovanja, usavrsavanja i raspoređivanja oficira na razvoj njihove karijere; 4) Utvrditi kakvi su efekti pravilnog razvoja karijere oficira i 5) Utvrditi da li postoje razlike između pojedinih kategorija oficirskog kadra po pitanju procene pojedinih cinilaca na uspesnost razvoja karijere oficira uzimajuci u obzir njihova personalna, statusna i andragoska obeležja. Rezultati istraživanja su pokazali da ispitivane determinante, osim prve, ostvaruju znacajan uticaj na razvoj karijere oficira i da pravilan razvoj karijere oficira u znacajnoj meri utice na optimalno koriscenje ljudskih resursa, motivisanost staresinskog kadra za postizanje odlicnih rezultata i napredovanje u struci, kao i na izgrađivanje operativnih sposobnosti Vojske. Takođe, utvrđene su znacajne razlike između pojedinih kategorija oficirskog kadra po pitanju procene pojedinih cinilaca na uspesnost razvoja karijere oficira, uzimajuci u obzir njihova personalna, statusna i andragoska obeležja.

Abstract: It is necessary for the design of the organisational structure of cybersecurity systems or information security systems to meet the basic goals of the organization. Thus, although cybersecurity is only an element of information security, it is its most important part. For that reason, it is essential for the organisational structure to be constantly perfected. The analysis of strengths, weaknesses, opportunities, and threats (SWOT) is one of the methods which can use to create the strategy for securing cyberspace. The basic idea of SWOT analysis is to enable the development behavior of the organization by finding key factors of the problem. The use of multiple criteria decision making (MCDM) in the second decade of the 21st century, some of the lacks has eliminated. The complexity of such decisions indicates that the use of crisp data is not suitable. This paper presents one way of a modification of the Saaty-s scale. To determine the criteria weights and alternative values, fuzzy numbers are used. The confidence interval of a fuzzy number is different from one comparison to another in pairs performed by decision-makers/experts. After the application of the AHP method in this way, the values of the functions criteria for each considered alternative are obtained. The Hybrid method which includes SWOT analysis and the Fuzzy Analytic Hierarchy Process FA'WOT, it was used to create the development strategy for cybersecurity management bodies. This paper is a part of the research project „Hybrid Warfareexperience and perspectives“ run by the Strategic Research Institute, University of Defence in Belgrade.

Abstract: This paper presents a new approach to the treatment of uncertainty and imprecision in multi-criteria decision-making based on interval rough numbers (IRN). The IRN-based approach provides decision-making using only internal knowledge for the data and operational information of a decision-maker. A new normalized weighted geometric Bonferroni mean operator is developed on the basis of the IRN for the aggregation of the IRN (IRNWGBM). Testing of the IRNWGBM operator is performed through the application in a hybrid IR-DEMATEL-COPRAS multi-criteria model which is tested on real case of selection of optimal direction for the creation of a temporary military route. The first part of hybrid model is the IRN DEMATEL model, which provides objective expert evaluation of criteria under the conditions of uncertainty and imprecision. In the second part of the model, the evaluation is carried out using the new interval rough COPRAS technique.

Abstract: Making a decision in everyday life always comes with uncertainty and responsibility. To reduce the risk to a minumum and in order to make a right decision a person can use methods of multicriteria analysis in combination in fuzzy logic. A married couple, representing decision makers in this case study, have purchased an apartment and it needs to be completely refurbished including outside carpentry. Aim of this study is to select the most suitable manufacturer of PVC carpentry for apartment refurbishing. A total pool of 14 quantitative and qualitative criteria is used as a base for selection of the most suitable of seven available manufacturers. For this case study we will use one of newer methods of multicriteria analysis of fuzzy Evaluation Based on Distance from Average Solution (fuzzy EDAS) method. Having reached the results, an analysis of sensitivity has been conducted showing stability of results where manufacturer number 4 represents an optimal solution in 13 experimental sets out of 14 total.DOI: http://dx.doi.org/10.5755/j01.ee.29.3.16818

Abstract: This study aims to introduce a series of novel distance measures of an intuitionistic fuzzy set and an extended Multi-attributive Border Approximation Area Comparison method to address multi-criteria group decision-making problems. To aggregate the intuitionistic fuzzy information, we propose two aggregation operators, namely, the intuitionistic fuzzy Dombi generalised $$ \lambda $$-Shapley Choquet arithmetical average operator and intuitionistic fuzzy Dombi generalised $$ \lambda $$-Shapley Choquet geometric average operator. These aggregation operators consider the importance of combinations and correlations among combinations of input arguments. Furthermore, an illustrative example of a human resource management problem is presented to verify the effectiveness of the proposed method, and sensitivity and comparison analyses are conducted to demonstrate the technique’s stability and advancements. Finally, conclusions are drawn.
