Abstract: If household income is pooled and then allocated to maximize welfare then income under the control of mothers and fathers should have the same impact on demand. With survey data on family health and nutrition in Brazil, the equality of parental income effects is rejected. Unearned income in the hands of a mother has a bigger effect on her family's health than income under the control of a father; for child survival probabilities the effect is almost twenty times bigger. The common preference (or neoclassical) model of the household is rejected. If unearned income is measured with error and income is pooled then the ratio of maternal to paternal income effects should be the same; equality of the ratios cannot be rejected. There is also evidence for gender preference: mothers prefer to devote resources to improving the nutritional status of their daughters, fathers to sons.

Abstract: The relationship between health and economic development is explored focusing on nutrition-based health indicators. The spotlight is placed on the inter-related feedbacks between the influence of health on productivity on one hand and the influence of income on health status on the other. Disentangling causality in these relationships has preoccupied much of the literature; we evaluate different empirical strategies that have been adopted and assess the results. There is now a body of evidence based on careful empirical studies that demonstrates a causal relationship between health and labor productivity; there is also evidence that at least among the very poor additional income is spent on improved nutrition. There are two issues that have received little attention although we argue they are likely to be very important. First measurement of health is discussed in detail. Evidence is presented on how taking into account differences in the extent of measurement error is critical for interpreting the impact of health on wages. The same theme emerges in studies of the effect of income on health (specifically calorie intake). The key role of non-linearities in these relationships is highlighted and we demonstrate that a good deal of the variation in estimates of income elasticities of demand for calories can be ascribed to the role of measurement and functional form. Abstract: This literature review focuses on education and health in its examination of the role that households and families play in choosing how to invest the human capital of their members. The introductory section describes the history of the development of economic models of the household and reviews how theoretical developments have become linked with data collection. The second section of the report looks at the effects of income on nutritional status and the reverse influence of nutrition (health) on labor productivity (income). Despite the controversies existing in the literature and the difficulties in choosing among the array of solutions to defined problems there is little doubt that investments in education and health enhance productivity fertility child health and child educational attainment. In an attempt to shed light on the underlying mechanisms in these relationships Section 3 focuses on the estimation of reduced form demands for human capital and considers the measurement of human capital; the effects of determinants such as education household resources and community resources; endogenous program placement and selective migration; and the possible estimation bias imposed by fertility and mortality selection. Section 4 continues this investigation by considering the process underlying the production of human capital in terms of the empirical issues involved in estimation of static and dynamic production functions as well as applications to child health and applications to educational attainment. Section 5 relates labor productivity to education and considers data issues the functional form of studies ability family background and school quality. Recent developments in modeling household behavior in a dynamic setting are reviewed in Section 6 and Section 7 describes links among individuals households and families. The concluding section notes that continued integration of survey data collection with theoretical frameworks will lead to a substantial improvement in our understanding of the magnitude of the significance of the effects predicted by the theory.

Abstract: Little is known about the long-term effects of participation in Head Start. This paper draws on unique non-experimental data from the Panel Study of Income Dynamics to provide new evidence on the effects of participation in Head Start on schooling attainment, earnings, and criminal behavior. Among whites, participation in Head Start is associated with a significantly increased probability of completing high school and attending college, and we find some evidence of elevated earnings in one's early twenties. African Americans who participated in Head Start are significantly less likely to have been charged or convicted of a crime. The evidence also suggests that there are positive spillovers from older children who attended Head Start to their younger siblings.

Abstract: Data from a national sample of children are used to investigate the effects of participation in Head Start on a range of child outcomes. In order to control for selection into the program comparisons are drawn between siblings and also between the relative benefits associated with attending Head Start on one hand and other preschools on the other. There are large and significant gains associated with attending Head Start as measured by test scores. This is true relative to children who attend no preschool and also relative to those who attend other preschools. There are also important racial differences in these benefits. Both Whites and African-Americans experience initial gains in test scores as a result of participation in Head Start. But among African-Americans the gains are quickly lost whereas for Whites the gains persist well into adulthood. As a result perhaps Head Start significantly reduces the probability that a White child will repeat a grade but has no effect on grade repetition among African-American children. In contrast relative to children who attend no preschool both Whites and African-Americans gain greater access to preventive health services as measured by immunization rates although children who attend other preschools enjoy similar benefits. Abstract: The second edition of this acclaimed graduate text provides a unified treatment of two methods used in contemporary econometric research, cross section and data panel methods. By focusing on assumptions that can be given behavioral content, the book maintains an appropriate level of rigor while emphasizing intuitive thinking. The analysis covers both linear and nonlinear models, including models with dynamics and/or individual heterogeneity. In addition to general estimation frameworks (particular methods of moments and maximum likelihood), specific linear and nonlinear methods are covered in detail, including probit and logit models and their multivariate, Tobit models, models for count data, censored and missing data schemes, causal (or treatment) effects, and duration analysis. Econometric Analysis of Cross Section and Panel Data was the first graduate econometrics text to focus on microeconomic data structures, allowing assumptions to be separated into population and sampling assumptions. This second edition has been substantially updated and revised. Improvements include a broader class of models for missing data problems; more detailed treatment of cluster problems, an important topic for empirical researchers; expanded discussion of "generalized instrumental variables" (GIV) estimation; new coverage (based on the author's own recent research) of inverse probability weighting; a more complete framework for estimating treatment effects with panel data, and a firmly established link between econometric approaches to nonlinear panel data and the "generalized estimating equation" literature popular in statistics and other fields. New attention is given to explaining when particular econometric methods can be applied; the goal is not only to tell readers what does work, but why certain "obvious" procedures do not. Abstract: How we raise young children is one of today's most highly personalized and sharply politicized issues, in part because each of us can claim some level of "expertise." The debate has intensified as discoveries about our development-in the womb and in the first months and years-have reached the popular media. Abstract: A Treatise on the Family. G. S. Becker. Cambridge, MA: Harvard University Press. 1981. Gary Becker is one of the most famous and influential economists of the second half of the 20th century, a fervent contributor to and expounder of the University of Chicago free-market philosophy, and winner of the 1992 Nobel Prize in economics. Although any book with the word "treatise" in its title is clearly intended to have an impact, one coming from someone as brilliant and controversial as Becker certainly had such a lofty goal. It has received many article-length reviews in several disciplines (Ben-Porath, 1982; Bergmann, 1995; Foster, 1993; Hannan, 1982), which is one measure of its scholarly importance, and yet its impact is, I think, less than it may have initially appeared, especially for scholars with substantive interests in the family. This book is, its title notwithstanding, more about economics and the economic approach to behavior than about the family. In the first sentence of the preface, Becker writes "In this book, I develop an economic or rational choice approach to the family." Lest anyone accuse him of focusing on traditional (i.e., material) economics topics, such as family income, poverty, and labor supply, he immediately emphasizes that those topics are not his focus. "My intent is more ambitious: to analyze marriage, births, divorce, division of labor in households, prestige, and other non-material behavior with the tools and framework developed for material behavior." Indeed, the book includes chapters on many of these issues. One chapter examines the principles of the efficient division of labor in households, three analyze marriage and divorce, three analyze various child-related issues (fertility and intergenerational mobility), and others focus on broader family issues, such as intrafamily resource allocation. His analysis is not, he believes, constrained by time or place. His intention is "to present a comprehensive analysis that is applicable, at least in part, to families in the past as well as the present, in primitive as well as modern societies, and in Eastern as well as Western cultures." His tone is profoundly conservative and utterly skeptical of any constructive role for government programs. There is a clear sense of how much better things were in the old days of a genderbased division of labor and low market-work rates for married women. Indeed, Becker is ready and able to show in Chapter 2 that such a state of affairs was efficient and induced not by market or societal discrimination (although he allows that it might exist) but by small underlying household productivity differences that arise primarily from what he refers to as "complementarities" between caring for young children while carrying another to term. Most family scholars would probably find that an unconvincingly simple explanation for a profound and complex phenomenon. What, then, is the salient contribution of Treatise on the Family? It is not literally the idea that economics could be applied to the nonmarket sector and to family life because Becker had already established that with considerable success and influence. At its core, microeconomics is simple, characterized by a belief in the importance of prices and markets, the role of self-interested or rational behavior, and, somewhat less centrally, the stability of preferences. It was Becker's singular and invaluable contribution to appreciate that the behaviors potentially amenable to the economic approach were not limited to phenomenon with explicit monetary prices and formal markets. Indeed, during the late 1950s and throughout the 1960s, he did undeniably important and pioneering work extending the domain of economics to such topics as labor market discrimination, fertility, crime, human capital, household production, and the allocation of time. Nor is Becker's contribution the detailed analyses themselves. Many of them are, frankly, odd, idiosyncratic, and off-putting. …
