Abstract: Artificial intelligence (AI) is the latest trend being implemented in the public sector. Recent advances in this field and the AI explosion in the private sector have served to promote a revolution for government, public service management, accountability, and public value. Incipient research to understand, conceptualize and express challenges and limitations is now ongoing. This paper is the first approach in such a direction; our research question is: What are the current AI trends in the public sector? In order to achieve that goal, we collected 78 papers related to this new field in recent years. We also used a public policy framework to identify future areas of implementation for this trend. We found that only normative and exploratory papers have been published so far and there are a lot of public policy challenges facing in this area, and that AI implementation results are unknown and unexpected; since there may be great benefits for governments and society, but, on the other hand, it may have negative results like the so-called ”algorithmic bias” of AI when making important decisions for social development. However, we consider that AI has potential benefits in the public health, public policies on climate change, public management, decision-making, disaster prevention and response, improving government-citizen interaction, personalization of services, interoperability, analyzing large amounts of data, detecting abnormalities and patterns, and discovering new solutions through dynamic models and simulation in real time.

Abstract: According to the contributions of several authors, the Open Government (OG) concept is maturing and moving toward its consolidation as a new field of multidisciplinary knowledge with its own dynamics. However, little is known about how it is developing that path, if it is really generating its own characteristics and what is its scope in terms of the creation of an academic community. This article makes a systematic review or meta-evaluation of the literature on OG for 5 years (2011 to 2015) of the three magazines most recognized for their production and quality of content in the theme: Government Information Quarterly, Information Polity and eJournal of eDemocracy and Open Government. This article analyzes a total universe composed of 189 articles, classified into different categories that try to answer three research questions: How is the OG analyzed? (Study Design, Research Techniques, Methodological Approach) Where is the OG analyzed? (University Departments, Host Country of the Universities and Institutions, Level of Government, Analyzed Country/Areas) What are the most analyzed topics and the most prominent concepts in the study of OG? (Main Topic, Keywords). Article data reveal the key features of OG analysis: still little quantitative and explicative-correlational studies, very focused on the countries of the Anglo-American area, and with very diverse interests ranging from open data, e-government to social media to co-production. In addition, with the latter, it can be confirmed to what extent a scientific community has been created around the OG as well as establishing some conclusions on the development of OG in the coming years.

Abstract: Open government is definitely not a new concept. For almost a decade, countries around the world have been implementing open government initiatives as a way to increase transparency, improved accountability, fight corruption, or foster economic development. However, there is still no consensus about the constitutive dimensions of open government and how they are perceived by public managers in different contexts. Based on a systematic literature review and a survey administered to Spanish local governments, this paper discusses the concept of Open Government (OG) and its dimensions. According to our results, public managers working on OG initiatives perceive OG through three different lenses: a) democratic values of co-responsibility, b) technological innovation, and c) availability and access to information. This new categorization of OG perspectives provides a valuable contribution to the scientific debate about what OG is and how this new public management strategy is perceived by local government managers.

A more important issue is the lack of theoretical or conceptual application in the text. Theory is mentioned in passing – the analysis of ideological interest is mentioned (p. 30), and moral panic theory is also signposted in the conclusion (p. 166). Aside from these references, there is no attempt to develop a detailed analysis of the ideological processes at work (the occasional mention of neo-liberalism, the Washington consensus and World Bank and International Monetary Fund (IMF) policy do not do this). Neither is there an attempt to apply the stages of any moral panic approach to the data. Moreover, there exists no rigorous application or development of concepts of stereotyping, prejudice, immigrational racism or stigma, which seem to be fundamental to the critique presented. Although more theory would have been satisfying for this reader, the lack of academic or theoretical terminology does render the text highly accessible. The book will be of use to professionals working in the field and should be understandable to policymakers. One last criticism concerns the interview and focus group sample. This might have been added to through the inclusion on white Britons as a focus group. This population may have allowed the study to record the existence of a majoritarian discourse that mirrors media coverage of refugees. Overall, this text is a good example of what social science can add to our understanding of the social world. It takes the dominant ideological myths created on some of the most vulnerable, stigmatised people in society and begins to illuminate the structures that encourage these myths.

Abstract: The purpose of this paper is to introduce the special issue about generation of public value through smart technologies and strategies. The key argument is that smart technologies have the potential to foster co-creation of public services and the generation of public value in management processes, based on the collaborative, social and horizontal nature of these smart technologies. Understanding these processes from a public management perspective is the purpose of this paper and the rest of the special issue.,The approach to this paper is a theoretical and conceptual review, whereas practical implications both for scholars and practitioners arise from the review of the literature and the conceptual approximation to the notion of smartness in technologies and government. This approach is rooted in the potential of the latest smart technologies and strategies to transform public administrations and to better understand and cope societal problems.,The conceptual and theoretical perspective of this paper offers ideas for future developments. The content of this paper shows that new smart technologies and strategies will shape, and will be shaped by, the future of public organizations and management. This paper illustrates the process of change in public value generation over time, as a result of different public management paradigms (from traditional public administration to new public management), but also different types of technologies (from mainframes to websites and social media and beyond). The empirical evidence of the articles of this special issue supports this conclusion; that open and collaborative innovation processes developed under this emergent technological wave could become encouraging transformative practices in the public sector.,The theoretical and conceptual nature of this paper needs further empirical research to validate some of the discussed assumptions and ideas.,Although this paper is oriented to present the main contents of the special issue, it also provides an original approach to the theme of public value generation using smart technologies and strategies in public sector management.

Abstract: The urbanization problems we face may be alleviated using innovative digital technology. However, employing these technologies entails the risk of creating new urban problems and/or intensifying the old ones instead of alleviating them. Hence, in a world with immense technological opportunities and at the same time enormous urbanization challenges, it is critical to adopt the principles of responsible urban innovation. These principles assure the delivery of the desired urban outcomes and futures. We contribute to the existing responsible urban innovation discourse by focusing on local government artificial intelligence (AI) systems, providing a literature and practice overview, and a conceptual framework. In this perspective paper, we advocate for the need for balancing the costs, benefits, risks and impacts of developing, adopting, deploying and managing local government AI systems in order to achieve responsible urban innovation. The statements made in this perspective paper are based on a thorough review of the literature, research, developments, trends and applications carefully selected and analyzed by an expert team of investigators. This study provides new insights, develops a conceptual framework and identifies prospective research questions by placing local government AI systems under the microscope through the lens of responsible urban innovation. The presented overview and framework, along with the identified issues and research agenda, offer scholars prospective lines of research and development; where the outcomes of these future studies will help urban policymakers, managers and planners to better understand the crucial role played by local government AI systems in ensuring the achievement of responsible outcomes.
