Der politische Philosoph und Soziologe Raymond Aron (1905–1983) war lange Zeit als politischer Publizist tatig, ehe er 1955 eine Professur an der Sorbonne in Paris ubernahm und dort einige seiner vielen einflussreichen Werke schrieb. Mit „Frieden und Krieg“ erhebt Aron den umfassendsten Anspruch, sich an einer Gesamtdarstellung zur Theorie und Geschichte der internationalen Beziehungen, genauer der internationalen Politik, zu versuchen. Das Werk tragt den Titel „Frieden und Krieg (zwischen den Staaten)“. Aron geht davon aus, dass Krieg und Frieden die beiden grundsatzlich verschiedenen Formen des Zustandes und des Verlaufs internationaler Politik sind.

Rusland hat in den 1990er Jahren immer mehr sein Potential als alternatives Integrationszentrum zu EU und NATO verloren. Die Integrationskonkurrenz zwischen Brussel und Moskau hat sich zu einer Konkurrenz um Mitgliedschaft in der EU und um privilegierte Beziehungen mit dem einzigen dynamischen, Prosperitat, Sicherheit, politische Stabilitat, Freiheiten und Demokratisierung versprechenden Integrationszentrum Brussel reduziert. Gleichzeitig ist die Integrationskraft der EU begrenzt. Wirtschaftlich und institutionell ware die EU zwar von einer Aufnahme der osteuropaischen Nachbarstaaten nicht uberfordert. Politisch ist dies jedoch gegenwartig nicht durchsetzbar. Die bilaterale Demokratisierungspolitik, die mit vagen Beitrittsversprechen operiert, sollte durch eine klare Regionalisierungspolitik erganzt werden, die Demokratie, Rechtsstaatlichkeit und Marktwirtschaft in regionalen Zusammenschlussen an der EU-Ausengrenze fordert.
