Abstract: In the academic literature, mainstreaming is conceptualized as a shift in policy focus (from specific to generic), as well as in governance (from state-centric to poly-centric). Whereas mainstreaming has been applied in various areas, such as gender, disability and environment, a more recent application concerns migrant integration, which has so far been under-studied in academic circles. This article provides a critical analysis of mainstreaming as a supposed ‘trend’ in migrant integration policies. It provides a conceptual discussion of what mainstreaming might mean in the field of migrant integration in an effort to connect the concept of mainstreaming as used in other fields to the literature on migrant integration, and notably the emerging concept of interculturalism. Following this, it provides an empirical analysis of shifts in integration governance and policy in Denmark, France, Germany and the UK in an effort to explain whether mainstreaming, as conceptualized, is taking place. Abstract: This chapter explores attempts to mainstream immigrant integration policies at the European Union (EU) level. While the EU has limited competence to influence integration policy in Member States, it can promote mainstreaming through funding, guidance and legislation. These attempts have thus far had limited impact. Having previously made a formal commitment to mainstream integration policies, the European Commission has only recently started to improve coordination across its directorate generals. The chapter also reflects on the impact of the recent refugee crisis. Although the crisis initially diverted political attention from the issue of integration, the longer term implications of the recent arrivals have increased the urgency within the European Commission to develop a more coordinated, mainstreamed approach.

Abstract: Dans la litterature academique, la question de l’inscription d’une question au cœur des politiques (mainstreaming) est definie comme une reorientation des priorites politiques (passage d’un angle specifique a un angle generique), ainsi que dans la gouvernance (la gouvernance centrique devient polycentrique). Si cette tendance a inscrire certaines questions au cœur des politiques s’applique a differents domaines, comme le genre, le handicap et l’environnement, elle s’applique aussi depuis peu a un autre domaine, a savoir l’integration des migrants, une thematique peu etudiee jusqu’a present dans les cercles academiques. Dans le present article, nous proposons une analyse critique de la question de la « tendance » supposee a appliquer le « mainstreaming » (soit l’inscription de differentes questions au cœur des politiques) aux politiques d’integration des migrants. Nous proposons une analyse conceptuelle de ce que suppose le mainstreaming dans le domaine de l’integration des migrants, afin de relier la notion de maintreaming telle qu’elle est utilisee dans d’autres domaines a la litterature sur l’integration des migrants, et notamment au concept emergent d’interculturalisme. Suivra une analyse empirique des evolutions dans la gouvernance de l’integration et dans les politiques en la matiere au Danemark, en France, en Allemagne et au Royaume-Uni, afin de determiner si l’on peut effectivement parler de « mainstreaming » tel qu’on l’entend. Pour conclure, nous verrons que la notion de mainstreaming dans le domaine de l’integration des migrants n’explique qu’en partie les evolutions strategiques. On observe effectivement une evolution marquee vers une gouvernance plus polycentrique et vers des politiques generiques. Ces politiques prevoient cependant rarement des mesures destinees a sensibiliser le grand public a la quesation de la diversite liee a la migration, et elles sont souvent occultees par les discours nationaux plus larges sur l’integration des migrants, ainsi que par les structures de gouvernance preexistantes. L’existence d’une volonte evidente de mettre en place des strategies de remplacement au niveau local indique que les approches en matiere de mainstreaming sont peut-etre une maniere de contourner ces discours et ces structures de gouvernance nationaux.Remarques a l’intention des praticiensOn peut eviter les effets degeneratifs potentiels des constructions fondees sur l’un ou l’autre groupe cible en recourant a des strategies indirectes qui sont definies sur la base d’une region ou des besoins plutot que sur la base de groupes.Le mainstreaming necessite aussi des structures de gouvernance polycentriques, qui permettent la presence de mecanismes de coordination horizontale (interdepartementale, multi-acteurs) et verticale (a niveaux multiples) afin d’eviter le decouplage des politiques.Le mainstreaming ne suppose pas que l’on ferme totalement les yeux sur les groupes ; le mainstreaming n’est jamais aussi efficace que quand il s’accompagne d’une bonne connaissance de ces groupes et de leur prise en consideration, tout en evitant de formaliser les constructions fondees sur des groupes cibles.Le mainstreaming n’est pas qu’une option, c’est aussi une necessite pour les politiques dans les villes extremement diversifiees, ou les distinctions entre les groupes ne sont plus possibles.

Abstract: Topicality. The processes of the reforming and transforming of the state administration system in the country, which have been going on for more than a quarter of a century and do not lead to a significant increase in the level of well-being and do not allow to achieve even the values of indicators of socio-economic development of the 1991th year’s level, determine the relevance of the development of conceptual and scientific- methodological approaches to the organization of management system and public administration in the national economy. The main conceptual idea is to determine the direction of further socio-economic development of society and to regulate the transformation of the national economy management system on the basis of the prevalence of the actual significance and effectiveness of the system of state administration over the fact of its functioning for the sake of its own existence.Aim and tasks. The purpose of the article is to determine the conceptual framework for the regulation of transformation processes in the system of public administration and management in order to effectively influence the changes in national economic system and facilitate its restructuring from the raw material type to the economic system oriented on creation of the maximum possible value added.Research results. The interrelation and interdependency of the power and the system of public administration are analysed. It is defined the character and degree of influence of civil society on political and socio-economical processes which take place in the state. The essence of problems of real democratization processes in society reducing and the emphasis on arising threats that are caused by alignment of the reform processes and the failure of the tasks fulfill for the transformation of the economic system are analyzed and solved.The threat of curtailment of the processes of democratization and attainment of objects of radical socio-economical reforms going on in the country are emphasized. The specific measures on forming of civil society as an active state governor and on creation of effective system of public administration and regulation are justified and proposed. The appropriateness and validity of the proposed regulatory measures has been proved.Conclusions. It is established that one of the necessary and priority tasks is to maintain and create conditions for the rise of civil society sprouts in our country and for developed civil society establishment, which will become the basis and the key to successful implementation of the public administration reform, and will facilitate the efficiency of state power, will increase the welfare of the population. It is also necessary to support political will and aspirations of political elites to build an effective national economic system.

Abstract: The main purpose of this article is to formulate a defence of the emerging intercultural policy paradigm for the benefit of those who are still somewhat reluctant to accept its proper place within the current migration-related diversity policy debate. My defence will take two main lines of argumentation: Firstly, I will state that the increasing intensity of the intercultural policy paradigm must be placed in the present-day post-multicultural period, which recognizes the strengths ​​of the multicultural policy paradigm but also the limits to its process for recognizing differences. The role played by the emerging national civic policy paradigm (a renovated version of assimilation), prioritizing duties before rights, will also be considered crucial to better contextualize interculturalism. Secondly, I will try to identify the main distinctive features of interculturalism, which legitimize its proper place within the diversity debate today. Without rejecting rights-based and duties-based policy approaches, interculturalism places more emphasis on a contacts-based policy approach, aimed at fostering communication and relationships among people from different backgrounds, including national citizens. This approach focuses on common bonds rather than differences. It also views diversity as an advantage and a resource, and centres its policy goals on community cohesion and reframing a common public culture that places diversity within rather than outside the so-called Unity. In reviewing the current literature and the origins of the intercultural policy paradigm, I restate its contribution towards resolving current trends in transnationalism, changing identities, superdiversity and the rise of populist anti-immigrant parties. These are issues the old multicultural project has struggled to deal with, which has provoked the current disillusionment. Lastly, I will propose a research avenue to further consolidate interculturalism as a distinctive and legitimate policy approach.

Abstract: One of the leading theories for understanding the policy process is the theory of social construction and policy design developed by Anne Schneider and Helen Ingram. The theory incorporates the social construction and power of target populations to understand the development and implications of policy design. In order to better understand its empirical breadth, depth, and general utility, our analysis reviews all past publications of the theory, focusing specifically on empirical applications (N = 111), from 1993 to 2013. Based on this review, we find: a recent increase in the number of applications of this theory; that these applications appear across a wide range of outlets, relate to numerous policy domains, and are conducted by a diverse group of domestic and international scholars; that the target population proposition has been applied with greater frequency than the theory’s feed-forward proposition; and that scholars have a notable interest in understanding causal mechanisms leading to changes in the positioning of target populations among advantaged, contender, dependent, and deviant target popu- lation categories. Following a descriptive review of past publications, we offer specific suggestions for theoretical development and future research.

Abstract: to portray. I do not agree that ‘the Muslim’ is becoming increasingly demonized, and I would argue that this is a generalization as unhelpful as the one that is being highlighted by the author against Muslims. I do not agree that migrant workers in the informal economy are always viewed negatively, and where they are I am not aware of the evidence that those from a Muslim background are anymore exploited than others. And I am increasingly sceptical that 9/11 and the War on Terror any longer serve as useful reference points or analytical tools in understanding the contemporary world. But these are personal reflections, and given that this book is certainly intended to promote or provoke debate, then it has served its purpose for this reviewer. Overall this is a neatly produced book. I could not make much sense of the painting on the cover of the paperback version, but it is certainly eye-catching. The book is short and readable, with good local summaries and chapter conclusions helping the reader to navigate. The figures and illustrations are imaginative; it is a shame there are not more. The footnotes are relevant; the index is comprehensive; and the list of references fascinating in their own right given the diversity of sources used. This is one of the more original and memorable books that I have read for a long time.

Abstract: During the last two decades, scholars have pointed to a process of “denationalization,” or the delegation of competencies away from the center of the nation-state—upward, downward, and sideward. At the same time, scholars have observed a transformation of the central state aimed at strengthening its steering capacity by means of integrating sectoral public policies and coordinating administrative units. Little systematic comparative evidence is available regarding this second phenomenon and its relationship with denationalization. The authors contribute to this line of research by presenting a comparative analysis of cross-sectoral reforms concerning public policies and public sector organizations, covering four policy fields in 13 countries, from 1980 to 2014. Using descriptive statistics and Bayesian change point estimation, this article shows that policy integration and administrative coordination reforms configure a powerful trend, which displays considerable variation across time, policy fields, and countries.
