Abstract: This paper unveils that problem grounded Information Communication Technology based solutions (ICTs) can enhance credit facilitation decision making that can ultimately improve financial Performance in Agricultural Cooperatives. This paper is motivated by two issues. Firstly, that the current financial performance measured in terms of loan portfolio, liquidity ratio and non-repayable loans is a result of decisions made in credit facilitation by cooperative managers in Uganda. Secondly that Information Communication Technology can provide an innovative mechanism which is theoretically grounded, and can improve the way of working of credit facilitation in agricultural cooperatives. This innovative ICT mechanism is called a Decision Enhancement Credit Facilitation Approach (DECFA) which is capable of enhancing the decisions of the credit facilitation process. The design of the DECFA was two- folded that is translating credit facilitation decision challenges into credit facilitation decision requirements. The requirements were translated into case scenarios which were presented as user case diagrams. These user case diagrams were translated into suites that were implemented in a studio environment. The design of the user case diagrams was done using the Unified Modified Language (UML). A fully designed DECFA can enhance credit facilitation decisions in agricultural cooperatives and it’s supported by information communication technology.

Abstract: This study is designed to assess the impact of household electricity access on labour market outcomes in Uganda. The quasi-experimental method is applied on a sample of 28,035 households, divided into two counterfactual of treatment (n=8,925) and control (n=19,110) groups. Results strongly show that access to electricity significantly increases wages while decreasing the time spent at work. Specifically, the average wage of the households with access to electricity increased by 155%, 124% and 154% with the Kernel Matching (KM), Nearest-Neighbor Matching (NNM) and Radius Matching (RM) technique, respectively. The average job duration of households with electricity access decreased by 1.34%, 2.01% and 2.5% with KM, NNM and RM technique, respectively. It is recommended that the government of Uganda should increase electricity generation coverage through alternative sources as renewable and nuclear energy and improve the quality of existing energy infrastructures. Abstract: Using recent household survey data, this paper investigates how electrification affects female and male labor supply decisions within rural households in Nigeria. Focusing on matched husband-wife data, we propose to consider dependence in spouses' labor supply decisions and to address adequately zero hours of work using a copula-based bivariate hurdle model. In parallel, we opt for an instrumental variable strategy to identify the causal effect of electrification. Our findings show that such dependence is strongly at work and critical to consider when assessing the impact of electrification on spouses' labor supply outcomes. Electrification is found to increase the working time of both spouses in a separate examination of their labor supply, while the joint analysis emphasizes only a positive effect of electrification on husbands' working time. However, whatever the econometric specification, we find no significant effect of electricity on spouses' employment probability.

Abstract: In Malaysia, SMEs play a vital role and important in Malaysian economy. It is considered to be the backbone of industrial development in the country. SMEs plays important role in generating employment, enhancing the quality of human resources, nurturing a culture of entrepreneurship, supporting the large scale industries and opening up new business opportunities. Currently Malaysian SMEs account for 59% of employments and their contribution to exports is at 19% , and this is expected to grow to 62% of employments with 25% exports contribution by 2020 (Borneo Post, 2012) The emergence of information and communications technologies (ICTs) has affected many industries and organizations. It is undeniable that ICT are transforming the industries and fueling the growth of the global economy. In its effort to transform Malaysia economy from a commodity-based producing nation to being a manufacturer of industrial products and more recently knowledge based economy, the government is putting greater emphasis on ICT. Notwithstanding the many efforts undertaken by Malaysian governments to promote ICT adoption among SMEs across different types of industries, many of them failed to reap this benefit evenly. This problem is prevalent among the SMEs in the Asia Pacific region and Malaysia is no exception. Realizing the prominence of SMEs as a main contributor to the country’s GDP and employment as well as the ICT as an enabler to leapfrog Malaysia to achieve Vision 2020, this study sought to understand and identify the factor that influences the SMEs towards Internet-based ICT adoption in Malaysia. Therefore this study presents extended Technology Acceptance Model (TAM) that integrates Theory of Planned Behavior (TPB) into the research model to examine what determines Internet-based ICT adoption among Malaysian SMEs. The proposed model was empirically tested using data collected from a survey conducted. The study involved 103 SME businesses throughout the state in Malaysia using questionnaire survey instrument. The result of this study supports the theoretical framework as well as clarifies and extend it. The findings also includes some suggestion and recommendation to further promote Internet-based ICT adoption among the SMEs
