Abstract: . This article addresses the impact of the current neoliberal political context for Indigenous governance in Canada. While some observers have argued correctly that the neoliberal context provides new opportunities or points of entry in the political opportunity structure for “self-government” initiatives (Helvin, 2006; Scott, 2006; Slowey, 2008), I examine to what extent recent decentralizing initiatives, generally viewed as “concessions” made by the state to meet the demands of Indigenous peoples, must be evaluated as part of a broader governmental strategy of neoliberalism. This strategy is not simply about meeting the demands of Indigenous peoples but also about meeting the requirements of the contemporary governmental shift towards “privatization” within liberal democratic states. As such, I argue that certain manifestations of Indigenous self-government are vulnerable to criticisms launched against practices of privatization, practices which include a variety of policies designed to promote a shifting of contentious issues out of the public sphere and thereby limiting public debate and collective—that is, state—responsibility.Resume. Le present article analyse d'un oeil critique l'impact du contexte politique neoliberal actuel sur la gouvernance autochtone au Canada. Certains auteurs ont avance avec raison que le contexte neoliberal donnait aux peuples autochtones de nouveaux points d'entree pour leurs initiatives d'autogouvernance (Helvin, 2006; Scott, 2006; Slowey, 2008). Toutefois, j'examine ici dans quelle mesure les tentatives recentes de decentralisation, souvent comprises comme des «concessions» faites par l'Etat pour repondre aux revendications des peuples autochtones, doivent etre evaluees dans le cadre plus vaste d'une strategie de neoliberalisme du gouvernement. Cette strategie ne vise pas uniquement a repondre aux besoins des peuples autochtones, mais aussi a permettre au gouvernement de s'orienter vers la «privatisation» qui distingue l'Etat liberal democratique contemporain. A ce titre, je soutiens que certaines manifestations d'autogouvernance des Autochtones peuvent se preter aux memes critiques que les pratiques de privatisation, qui comprennent diverses politiques visant a retirer de la place publique certains sujets controverses afin de limiter le debat public et la responsabilite collective, c'est-a-dire celle de l'Etat.

Abstract: The localisation of tumour deposits by a 131 I labelled monoclonal antibody to carcinoembryonic antigen (CEA) has been evaluated in 24 patients with primary gastric, oesophageal and colorectal cancer and in 26 patients with clinically suspected recurrent gastric and colorectal cancer. Seventeen of 20 primary sites and 6/15 associated secondary sites were correctly identified by external scanning. Measurement of radiolabelled antibody in the resected specimens demonstrated a 2.6-3.3 fold increase in comparison with the surrounding normal tissue (P less than 0.01). The antibody scans were compared with computerised tomography (CT) in the detection of recurrent disease. The respective sensitivities and specificities for the two investigations were 61% and 33% for antibody scanning and 64% and 100% for CT. Assessment of the distribution of labelled antibody demonstrated rapid clearance with less than 2% detectable in serum samples at 24 h. The implications of these findings together with the mechanisms of excretion are discussed.

Abstract: This article examines how language and discourse have framed the issue of accountability in Indigenous child welfare devolution in Manitoba. Devolution has been officially presented by the province as a structure and process of collaborative governance – a form of governing that requires horizontal accountability among equal partners. Our examination of the accountability structures and processes reveals that, despite the rhetoric, there is continuing heavy insistence on vertical accountability to the provincial government. At best, the idea of collaborative governance is an illusion; at worst, it has serious negative impacts on Indigenous autonomy and on standards of accountability. Sommaire Cet article examine comment le langage et le discours ont formule la question de la responsabilisation dans le transfert des responsabilites de la protection de l'enfance autochtone au Manitoba. Le transfert des responsabilites aux autorites locales a ete officiellement presente par la province comme une structure et un processus de gouvernance collaborative – une forme de gouvernance qui exige une responsabilisation horizontale entre partenaires egaux. Notre examen des structures et processus de responsabilisation revele qu'en depit de la rhetorique, on continue a insister lourdement sur la responsabilisation verticale envers le gouvernement provincial. Dans le meilleur des cas, l'idee de gouvernance collaborative est une illusion; au pire, elle a de serieuses repercussions negatives sur l'autonomie des Autochtones et sur les normes de responsabilisation.

Abstract: This project outlines the existence of neoliberal multiculturalism and identifies the implications and limitations of its practice. Neoliberal multiculturalism involves the institutionalization of group autonomy by the state to download responsibility to jurisdictions that have historically lacked sufficient fiscal capacity and have been hampered by colonialism in the development of the political capacity necessary to fully meet the requirements entailed by the devolution. At the same time, this practice releases the formerly responsible jurisdiction from the political burden of the policy area(s) despite its continued influence and effect. As demonstrated by my analysis of the Indigenous child welfare devolution that has occurred recently in Manitoba, neoliberal multiculturalism therefore involves a certain kind of “privatization”—that is, it involves the appearance of state distance from said policy area. This practice problematizes the traceability of power and decision making while at the same time it co-opts and in many ways neutralizes demands from critics of the state by giving the appearance of state concession to these demands. In response to the dangers of neoliberal multiculturalism, I situate multiculturalism in a robustly political model of democratic multi-nationalism (characterized by both agonism and deliberation) in order to combat multiculturalism’s tendency simply to rationalize “privatization” and to enhance democratic accountability. My approach goes beyond dominant constructions of group autonomy through group rights by emphasizing that autonomy is a relational political practice rather than a resource distributed by a benevolent state.
