Abstract: A considerable body of work highlights the relevance of collaborative research, contract research, consulting and informal relationships for university-industry knowledge transfer. We present a systematic review of research on academic scientists’ involvement in these activities to which we refer as ‘academic engagement’. Apart from extracting findings that are generalisable across studies, we ask how academic engagement differs from commercialization, defined as intellectual property creation and academic entrepreneurship. We identify the individual, organizational and institutional antecedents and consequences of academic engagement, and then compare these findings with the antecedents and consequences of commercialization. Apart from being more widely practiced, academic engagement is distinct from commercialization in that it is closely aligned with traditional academic research activities, and pursued by academics to access resources supporting their research agendas. We conclude by identifying future research needs, opportunities for methodological improvement and policy interventions. (Published version available via open access)

Abstract: The paper re-examines critically the growing literature on localised knowledge spillovers (LKSs), and finds the econometric evidence on the subject still lacking of a firm theoretical background, especially in respect of the more recent developments in the economics of knowledge. Therefore such evidence, and even more the concept itself of LKS, should not be read as supportive of new industrial geographers' work on industrial districts, hi-tech agglomerations and 'milieux innovateur'. On the contrary, it may represent a threat to the necessary efforts for gaining more theoretical rigour and getting more empirical fieldwork done. Abstract: This paper re-examines critically the growing literature on localized knowledge spillovers (LKSs), and finds the econometric evidence on the subject still lacking a firm theoretical background, especially in relation to the more recent developments in the economics of knowledge. LKSs as externalities are too narrow a concept to embrace the wide variety of knowledge transmission mechanisms that may, or may not, spread ideas and expertise while keeping the diffusion process bounded in space. Abstract: This article illustrates the contribution of mobile inventors and networks of inventors to the diffusion of knowledge across firms and within cities or states. It is based upon an original data set on US inventors’ patent applications at the European Patent Office, in the fields of drugs, biotechnology and organic chemistry. The study combines the methodology originally proposed by Jaffe et al. (1993, Quarterly Journal of Economics, 108: 577–598) with tools from social network analysis, in order to evaluate extent of the localization of knowledge flows, as measured by patent citations. After controlling for inventors’ mobility and for the resulting co-invention network, the residual effect of spatial proximity on knowledge diffusion is found to be greatly reduced. We argue that the most fundamental reason why geography matters in constraining the diffusion of knowledge is that mobile researchers are not likely to relocate in space, so that their co-invention network is also localized. In the light of these results, we revisit common interpretations of localized knowledge flows as externalities.

A key issue in economic geography is to determine the impact of geographical proximity on interactive learning and innovation. We argue that the importance of geographical proximity cannot be assessed in isolation, but should always be examined in relation to other dimensions of proximity that may provide alternative solutions to the problem of coordination. We claim that geographical proximity per se is neither a necessary nor a sufficient condition for learning to take place. Nevertheless, it facilitates interactive learning, most likely by strengthening the other dimensions of proximity. However, proximity may also have negative impacts on innovation due to the problem of lock-in. Accordingly, not only too little, but also too much proximity may be detrimental to interactive learning and innovation. Abstract: Over the past decade, there has been growing interest in local industrial agglomeration and specialization, not only by economic geographers but also by economists and by policy-makers. Of the many ideas and concepts to have emerged from this new-found focus, Michael Porter's work on ‘clusters’ has proved by far the most influential. His ‘cluster theory’ has become the standard concept in the field, and policy-makers the world over have seized upon Porter's cluster model as a tool for promoting national, regional, and local competitiveness, innovation and growth. But the mere popularity of a construct is by no means a guarantee of its profundity. Seductive though the cluster concept is, there is much about it that is problematic, and the rush to employ ‘cluster ideas’ has run ahead of many fundamental conceptual, theoretical and empirical questions. Our aim is to deconstruct the cluster concept in order to reveal and highlight these issues. Our concerns relate to the definition of the cluster concept, its theorization, its empirics, the claims made for its benefits and advantages, and its use in policy-making. Whilst we do not wish to debunk the cluster idea outright, we do argue for a much more cautious and circumspect use of the notion, especially within a policy context: the cluster concept should carry a public policy health warning.

Abstract: This paper argues that existing models of urban concentrations are incomplete unless grounded in the most fundamental aspect of proximity; face-to-face contact. Face-to-face contact has four main features: it is an efficient communication technology; it can help solve incentive problems; it can facilitate socialization and learning; and it provides psychological motivation. We discuss each of these features in turn, and develop formal economic models of two of them. Face-to-face is particularly important in environments where information is imperfect, rapidly changing, and not easily codified, key features of many creative activities.
