TL;DR: In this paper, the authors adopt a resource-based view to analyse how public and private collaborations moderate relations among resources and processes and create public value, and show that collaboration with private organizations negatively moderates the effect of resources on public value creation and positively moderates the impact of processes.
Abstract: Collaborative approaches to public management are generally known to represent sources of public value. However, certain theoretical and empirical gaps in understanding this process of value creation persist. We adopt a resource-based view to analyse how public and private collaborations moderate relations among resources and processes and creation of public value. Our results show that collaboration with private organizations negatively moderates the effect of resources on public value creation and positively moderates the effect of processes on public value creation. Collaboration within the public sector positively moderates the effect of resources but not the effect of processes.

TL;DR: In this article, the authors proposed a theoretical model explaining information technology outsourcing performance in the public sector as well as a set of empirically testable propositions to improve the understanding of key determinants of success.
Abstract: Purpose – The purpose of this article is to propose a theoretical model explaining information technology outsourcing performance in the public sector as well as a set of empirically testable propositions to improve the understanding of key determinants of success. Design/methodology/approach – Based on Fountain ' s technology enactment framework, the authors integrated inter-organizational factors, such as trust, knowledge sharing, and quality of outsourcing interfaces, in the model and added organizational culture alignment between service providers and public administration to enhance Fountain ' s original framework. Findings – The authors proposed 17 empirically testable propositions to establish the relationships between key variables in IT outsourcing projects in the public sector. Research limitations/implications – The proposed model provides guidance for future research aimed at advancing knowledge of IT outsourcing. Originality/value – The contribution lies in the development of specific variabl...

TL;DR: In this article, the authors explore how business organizations design and implement sustainability practices to foster competitive advantage in the hospitality industry, and present both theoretical and practical contributions, integrating and operationalizing a set of key resources (using the VRIO framework) and microfoundations approach to create and maintain a sustainability-based competitive advantage.
Abstract: The purpose of this paper is to explore how business organizations design and implement sustainability practices to foster competitive advantage.,This qualitative study is based on an exploratory multiple case study involving 11 Mexican hotels recognized as “champions” in sustainability. Data gathering took place via in-depth interviews with hotel managers.,The key internal resources and capabilities must be supported by integrated microfoundations. The interaction between attributes of key resources and microfoundations reveals four transversal dimensions, namely, leadership orientation, organizational culture, team-based organizational structures and human resources and control management systems to build a sustainability-based competitive advantage in the hospitality industry.,The implementation of sustainability processes in the hospitality industry depends on the ability of leaders to craft systems, build commitment and align interests and goals consistent with sustainability. Business managers may find some guidance for implementing sustainability-related initiatives from the results of this paper.,This work presents both theoretical and practical contributions, integrating and operationalizing a set of key resources (using the VRIO framework) and microfoundations approach to create and maintain a sustainability-based competitive advantage, in contrast to existing studies where those resources and conditions are examined in a piecemeal fashion.

TL;DR: In this paper, a theoretical framework is developed and proposed to assess modes of value capture of product innovations and two illustrations are provided to show how the framework can work in practice for innovation projects.
Abstract: Purpose – The purpose of this paper is to devise recommendations for firms to formulate modes of value capture for their product innovations, ex ante. More specifically, the research question is: how can innovators try to maximize, ex ante, the appropriation of the rent they can derive from their innovating projects? Design/methodology/approach – A theoretical framework is developed and proposed to assess modes of value capture of product innovations and two illustrations are provided to show how the framework can work in practice for innovation projects. Findings – This paper presents a practitioner's view based on the development of an original concept of rent configuration and appropriable rent. Research limitations/implications – In terms of research limitations, the possible endogeneity of intellectual property protection and the timing of were not considered. Practical implications – The framework allows a set of predictions regarding modes of value capture for product innovators. Originality/value ...

TL;DR: In this paper, the authors empirically study determinants of decision by companies to offshore innovation activities and conclude that the emerging shortage of highly skilled science and engineering talent in the US and the need to access qualified personnel are important explanatory factors for offshoring innovation decisions.
Abstract: This paper empirically studies determinants of decision by companies to offshore innovation activities. It uses survey data from the international Offshoring Research Network project to estimate the impact of managerial intentionality, past experience, and environmental factors on the probability of offshoring innovation projects. The results show that the emerging shortage of highly skilled science and engineering talent in the US and, more generally, the need to access qualified personnel are important explanatory factors for offshoring innovation decisions. Moreover, contrary to drivers of many other functions, labor arbitrage is less important than other forms of cost savings. The paper concludes with a discussion of the changing dynamics underlying offshoring of innovation activities, suggesting that companies are entering a global race for talent.
