This chapter continues our review of the main approaches. We discuss three of them: the focus on narratives, actor-network theory and pragmatic sociology. Narrative approaches, actor-network theory, and pragmatic sociology have not always been included in the body of practice theoretical thought, although as we demonstrate, they are an essential part of it. The chapter starts with an approach that puts emphasis on narrative as the concept that binds practice across time and space. Narratives can be understood as configuration devices by which actors make sense of the world and order it through storytelling practices. Actor-network theory foregrounds the practices of making relations as well as the importance of non-human, or material aspects. Drawing on the works of theorists such as Latour, Law, or Callon, scholars emphasise performativity and contingency. For them, international politics is a world continually in the making that requires significant effort and maintenance work. Our final approach is pragmatic sociology, following the work of Boltanski, Chiapello and Thevenot. This pragmatic approach is particularly interesting in the way that it considers issues such as creative capacity, the uncertainty of situations, and the fragile notion of order.

Approaches in International Practice Theory II

ABSTRACT Since visuality in the (self-)representation of politicians and other influential figures has become an important part of political storytelling, we propose to use visual narrative analysis (VNA) as a systematic approach for its better understanding. VNA is particularly suited for this performative strand of interpretive analysis, as it does not study images in isolation but in the broader context of political narratives. By analysing different layers of communication (images, narratives, competing narratives) VNA enables us to identify internal contradictions that undermine political efforts of self-representation in contexts of global governance (e.g. multilateral diplomacy) and render them unstable and contestable. By analysing competing (self-)representations at a G7 meeting in 2018, we show how VNA can be applied fruitfully to the study of international politics and, second, how VNA can explain some of the reasons why one image became iconic (Angela Merkel as female leader of the liberal world), i.e. appealed to a wider audience, and others (focusing on Emmanuel Macron or Donald Trump) did not. While our article is primarily a demonstration of the methodological benefits of VNA for various research contexts in world politics, it also contributes to conceptual debates on the combination of visuality, narratives and emotions in changing practices of political storytelling.

Sichtbarkeit wird gegenwartig als nutzliche analytische Kategorie in den Internationalen Beziehungen (IB) entdeckt. Im Feld der Critical Security Studies zeigte sich, dass moderne Herrschaftstechniken im Kontext des War on Terror im Spannungsfeld zwischen Sichtbarkeit vs. Unsichtbarkeit ausgefuhrt werden und anhand von visuellen Artefakten und Praktiken auch analysiert werden konnen. Allerdings verdeutlichte die Transformation des War on Terror hin zu einer unsichtbaren Form eines globalen Uberwachungsregimes die Schwierigkeit offentlicher Kritik, da die sichtbare Angriffsflache verloren ging. In diesem Beitrag argumentiere ich am Beispiel der Ausstellung „Terror Incognitus“ von Edmund Clark, dass es insbesondere der Konzeptkunst gelingen kann, den versteckten War on Terror sowohl in einer aufklarerischen Tradition sichtbar zu machen als auch seine Einbettung in unserem Alltag spurbar werden zu lassen. Dabei schlage ich erstens einen praxistheoretischen Zugang vor, der die getrennten Spharen von Politik und Kunst uberwindet und anhand der Ausstellung zeigt, dass „Sehen als Praxis“ eine aktive und emanzipatorische Wirkung entfalten kann. Zweitens zeige ich den methodischen Mehrwert von Bildanalysen anhand einiger exemplarischer Bilder Clarks, in denen menschenleere Orte die Imagination des Betrachters aktivieren und das unbehagliche Gefuhl erzeugen, seit geraumer Zeit stiller Zeuge eines inhumanen politischen Unternehmens zu sein. Drittens wird bei Terror Incognitus im Anschluss an Uberlegungen der Akteur-Netzwerk-Theorie deutlich, dass sich kunstlerische Strategien der Kritik mit Recherche und Wissenschaft verbinden und erst die vielfaltigen Ubersetzungen die materielle Logistik eines geheimnisumwobenen Krieges fur den Betrachter vorstellbar werden lasst.
