While the majority of existing studies on the determinants of post-entry firm growth focus on the role of the founders or on the impact of firm-specific characteristics, possible effects of the characteristics of a start-up’s workforce have been widely neglected to date. In this paper we examine the role of initial worker and job characteristics (e.g., qualification, age, workload, marginal employment) of start-ups for their post‐entry employment growth. The analyses are based upon a capacious panel dataset comprising a representative 50 % sample of establishments in Germany. Our empirical results show that, inter alia, high-skilled and young workers are conducive to growth in terms of both the number of employees and full-time equivalents. With respect to flexible work forms, however, establishments using part-time employment show higher post‐entry growth only in terms of total hours worked, but a significantly lower growth with respect to the number of employees.

Die Grundungsforderung der Bundesagentur fur Arbeit ist im Rahmen der aktiven Arbeitsmarktpolitik im Rechtskreis SGB III nach wie vor eines der bedeutsamsten Instrumente. Zum 1. August 2006 loste der Grundungszuschuss (§ 57 SGB III) seine beiden Vorganger, das Uberbruckungsgeld und den Existenzgrundungszuschuss („Ich-AG“) ab. Ziel der Reform war neben der Erhohung der Transparenz und Ubersichtlichkeit vor allem eine Entlastung der Arbeitsverwaltung und eine effizientere Ausgestaltung des Forderinstruments. Die Ergebnisse der vorliegenden Studie zeigen, dass das neue Programm wie erwartet ahnliche Teilnehmerstrukturen wie das Uberbruckungsgeld aufweist und somit nicht mehr die Breite der beiden Vorgangerprogramme abdeckt. Die degressive Transferentzugsrate hat entgegen der Erwartungen keinen masgeblichen Einfluss auf den Zeitpunkt der Grundungsentscheidung. Eine vertiefende Betrachtung des Fordergeschehens zeigt ebenfalls, dass sich der Grundungszuschuss durch beachtliche Verbleibsquoten (75–84 %) in Selbstandigkeit auszeichnet, die zum Teil deutlich uber denen der Vorgangerprogramme liegen. Im Hinblick auf die vieldiskutierten Mitnahmeeffekte im Bereich der Grundungsforderung, deuten deskriptive Auswertungen darauf hin, dass Mitnahmeeffekte im Zusammenhang mit dem Grundungszuschuss eine geringere Bedeutung haben als vielfach angenommen.

"This report presents results from a qualitative study on the implementation of a startup subsidy for unemployed welfare recipients (the so-called 'Einstiegsgeld'). Our central findings are: - After the introduction of Einstiegsgeld in 2005 the inflow into the start-up subsidy reached an early peak in the years 2006 and 2007 at more than 32 thousand programme starts annually. In relation to an annual stock of 2.5 to 2.8 million unemployed welfare recipients in these years, the inflow was rather small. Since 2007, there has been a continuous decline of the inflow into the start-up subsidy. This does not only reflect a reduction in the stock of eligible welfare recipients. Based on results of this study we can assume that this development is partly caused by changes of the jobcenters' selection processes, which became stricter after their initial experience with the Einstiegsgeld programme. - Within these jobcenters there are three main mechanisms of selecting participants into the programme: (1) The jobcenters' decisions depend on the approval of the welfare recipients' business plan by external experts. (2) Jobcenters have implemented stepwise selection procedures for granting Einstiegsgeld to welfare recipients. This leads to a relatively high number of 'voluntary' drop-outs and thus reduces the number of applications for the subsidy. (3) Finally, often some case-workers in the jobcenters have gained specialized knowledge on entrepreneurship issues that helps them to guide the process of selecting welfare recipients for the start-up subsidy. - Jobcenters and their employees confront three main problems when they take decisions about granting the subsidy: (1) Assisting the potential entrepreneurs and selecting them for the subsidy is much more complicated and less common than job placements are. Employees face new and challenging tasks, e.g. when it comes to assessing the prospects for success of an envisaged business formation. (2) Due to the fact that the nascent entrepreneurs are welfare recipients and that the start-up subsidy takes place in an institutional context, the relation between jobcenter and potential entrepreneurs is restricted in certain ways. For example, welfare recipients are likely to withhold information that may be relevant for their entrepreneurial undertaking simply because it might threaten their entitlements to benefits. (3) The cooperation of jobcenters with local experts on entrepreneurship is central to the administration of the Einstiegsgeld. However, experts and jobcenters tend to focus strictly on their respective areas of discretion. Thus, each of them misses out part of the story: Jobcenters do not take responsibility for the economic assessment of the experts and the experts do not take into account the fact that their clientele are not only potential entrepreneurs but at the same time welfare recipients. - Since the administration of the Einstiegsgeld is complex and challenging an internal division of labour seems to be an adequate strategy for jobcenters. While all jobcenters have thought about such a specialization at some point in time not all of them made a decision for specializing some of their staff for the handling of Einstiegsgeld. When making their decisions jobcenters have to balance pros and cons: Advantages of specialization are the greater experience and relevant knowledge that specialists possess and that can help to implement Einstiegsgeld effectively. However, specialization may not be appropriate, because of a relatively low number of cases and thus the danger to overinvest organizational resources in a relatively small scheme." Eine Implementationsstudie zur Handhabung des Einstiegsgeldes in den Jobcentern

Little is known about the individual location behaviour of self-employed entrepreneurs. Population geography has not researched this issue and entrepreneurship literature has given it little attention. This paper examines whether self-employed entrepreneurs are ‘rooted’ in place and also whether those who are more rooted in place are more likely to enter self-employment, thereby shedding new light onto the place embeddedness of self-employment. Drawing on data from the German Socio-Economic Panel Study (SOEP) 1996–2009 it shows that self-employed entrepreneurs as compared with employees are not more rooted in place and that those who are more rooted in place are not more likely to become self-employed. In contrast to expectations drawn from previous literature, flows into self-employment are positively associated with inter-regional moves. The only finding that supports the assumption of ‘place inertia’ of entrepreneurship is that starting a business is less likely to be linked with internal migration than job changes in the wage and salary sector. It concludes that mobility and immobility and individual and household constraints and preferences are important for understanding those who become self-employed. At the same time, the people–place relations of self-employment are important to understand migration and the functioning of labour markets. More generally, this paper underpins the importance of demographic phenomena for economic outcomes and thus the need for population geography to engage with other disciplines, in this case economic geography and entrepreneurship research.

Despite the fact that female start-ups out of unemployment show higher survival rates than their male counterparts, female entrepreneurs gain considerably lower incomes. We analyse this phenomenon with a semi-logarithmic OLS-regression based on a modified Mincer-type earnings function. Gender disparities are partially significant in double-income-households with three or more members. For women in West Germany contributions to the household income are decreasing with the size of the household. Consequently, insufficient social security and the risk of poverty at the old age cannot be denied. Evidently, a wholesale evaluation of start-up schemes should consider more than mere survival in the market. In order to provide social protection against the risk of unemployment in case of business failure, Germany introduced a voluntary extended unemployment insurance for self-employed persons in 2006. We discuss the concept of this insurance and its crucial features. Based on survey data we furthermore analyse whether adverse selection processes occur. Summing up we conclude that the insurance option is a reasonable supplement of the existing socio-political schemes and is used mainly in line with the objectives. Mit einer zielgruppenspezifischen Ansprache könnte man mehr Exis­ tenzgründer dazu bewegen, sich „etwas mehr Sicherheit“ zu leisten. Mit dem Wandel der Erwerbsformen ver­ ändert auch der traditionelle Mittelstand in Deutschland sein Gesicht: Seit Ende der 1990er Jahre gibt es immer mehr Selbstständige mit arbeitnehmerähnli chen Eigenschaften. Allerdings gelten Arbeit­ nehmerschutzrechte für sie häufig nicht und ihre soziale Absicherung ist oft unzu­ reichend. Zusammenfassung Zwischen dem Jahr 2003 und Mitte 2006 wurden mit dem Existenzgrundungszuschuss fur eine Ich-AG (vormals § 421 I SGB III) rund 400.000 vormals Arbeitslose bei der Grundung des eigenen Unternehmens unterstutzt. Der Zuschuss diente vor allem der sozialen Absicherung wahrend der Startphase und war fur die Forderdauer an eine Pflichtmitgliedschaft in der gesetzlichen Rentenversicherung gebunden. Mit Hilfe eines Referenzszenarios vergleichen wir die Leistungen der gesetzlichen Rente mit einem rein privatwirtschaftlichen Ansparmodell zur Altersvorsorge. Unter bestimmten Voraussatzungen kann die gesetzliche Rente durchaus konkurrenzfahig sein. Sie zeichnet sich vor allem aus durch hohe Sicherheit, wenig administrativen Aufwand und Flexibilitat hinsichtlich der Beitragshohe. Pitfall or Parachute?
