Abstract: A novel frequency-domain technique for image blocking artifact detection and reduction is presented. The algorithm first detects the regions of the image which present visible blocking artifacts. This detection is performed in the frequency domain and uses the estimated relative quantization error calculated when the discrete cosine transform (DCT) coefficients are modeled by a Laplacian probability function. Then, for each block affected by blocking artifacts, its DC and AC coefficients are recalculated for artifact reduction. To achieve this, a closed-form representation of the optimal correction of the DCT coefficients is produced by minimizing a novel enhanced form of the mean squared difference of slope for every frequency separately. This correction of each DCT coefficient depends on the eight neighboring coefficients in the subband-like representation of the DCT transform and is constrained by the quantization upper and lower bound. Experimental results illustrating the performance of the proposed method are presented and evaluated.

Abstract: In this paper, a software-based system for the real-time synchronization of images captured by a low-cost camera framework is presented. It is most well suited for cases where special hardware cannot be utilized (e.g. remote or wireless applications) and when cost efficiency is critical. The proposed method utilizes messages to establish a consensus on the time of image acquisition and NTP synchronization of computer clocks. It also provides with an error signal, in case of failure of the synchronization. The evaluation of the proposed algorithm using a precise LED array system (1ms accuracy) proves the effectiveness of this method.

Abstract: In Finland the social and health care sector is undergoing major changes. The percentage of elderly population is growing due to longevity and low birth rates. Twice as many elderly need to be taken care of with the current amount of human and economic resources. New housing options to better support elderly and their family members have to be developed. The aim of the ongoing project is to develop a new model of a service block, with integrated care and housing. Pilot projects are developed in different size municipalities with several stakeholders. Local housing options are studied with attention to the user empowerment. Master level students in architecture will do their thesis in ten of the municipalities. The result of the project is a vision and a new model of elderly housing. The model will adapt to different size municipalities and will promote efficient use of existing infrastructure. It takes into account future resources and trends developed together with the stakeholders. The physical, psychological and social rehabilitation of the resident is a key concept in the model. It will also address the financial sustainability. The results of the project will improve the knowledge base of housing for elderly people. The service block model will be situated in centre of the municipalities near services and public transportation. The project will enhance the social wellbeing and integration of elderly in the society. It will provide the municipalities tools to develop their planning and concrete building projects. It will have societal impact nationally.
