The Cold War and the United States Information Agency: American propaganda and public diplomacy, 1945–1989

The domestic policies and excesses of American anti-Communism in the early Cold War, dominated by the image of Senator Joseph McCarthy, have been the subject of controversy and a great deal of historical research. No less significant and much commented on at the time was the influence of McCarthyism on foreign relations and perceptions of the United States abroad. This article deals with the British government's responses to the anti-Communist fervor in the United States in the late 1940s and early 1950s. Britain was itself grappling with the challenges posed by the Cold War, including those relating to security and civil liberties in a democratic society. The impact of American anti-Communism was felt strongly in that context. The article draws extensively on recently released files from the British security services and other British government agencies.

The British Government and the Challenge of McCarthyism in the Early Cold War

Israeli rule over the territories it occupied in the June 1967 war has been the subject of animated international debate in the past half century. This article explores the policy-making process behind Israel’s immediate postwar propaganda and public diplomacy, or “hasbara” in Hebrew, intended to put before foreign audiences the necessity and legitimacy of the occupation. Based on unpublished archival sources, this paper will delineate and analyze the Israeli government’s numerous difficulties in explaining the occupation, faced by media and other reports of Palestinian postwar hardship and resistance to Israeli rule, as well as the harsh measures enforcing Israeli military control and the beginning of Israeli settlement. It also demonstrates the problem of conflicting demands placed on the Israeli government by its domestic audience. In November 1945, British army shooting during street riots and search operations in Palestine resulted in the death of 13 Jews and the injuring of dozens The most costly in casualties caused by army fire during the whole Jewish insurgency, these incidents have nevertheless not received detailed attention in literature on the British army's counterinsurgency campaign in postwar Palestine This article outlines British military use of firepower to control civilian crowds and the difficulties involved during these incidents, contributing to the debate on the army's principal of ‘minimum force’ It also highlights the serious problem of legitimizing opening of fire on unarmed protestors, epitomized in the army's fabricated account justifying shooting at a large crowd rushing a military cordon at Givat Hayim

‘Troops were then forced to fire’: British army crowd control in Palestine, November 1945

Against the background of the currently contentious issue of attitudes towards Israel and Zionism in the international media, this article sheds light on the Jewish Agency's press and propaganda work in Palestine and abroad during two crucial years leading up to the establishment of the state of Israel. Previously unexplored, the Agency's media activity, mainly directed towards the Anglo-American press and run by a group of exceptionally talented individuals, was eventually regarded as a most effective propaganda tool in Palestine and abroad during the Zionist political and insurgent conflict with the British Government and mandatory authorities. External circumstances and appropriate Jewish Agency policies overall, also contributed significantly to the success of the press work in gaining international legitimacy and media support during that period.
