This and the subsequent papers in this special issue set out the contours of Marxian urban political ecology and call for greater research attention to a neglected field of critical research that, given its political importance, requires urgent attention. Notwithstanding the important contributions of other critical perspectives on urban ecology, Marxist urban political ecology provides an integrated and relational approach that helps untangle the interconnected economic, political, social and ecological processes that together go to form highly uneven and deeply unjust urban landscapes. Because the power-laden socioecological relations that shape the formation of urban environments constantly shift between groups of actors and scales, historical-geographical insights into these ever-changing urban configurations are necessary for the sake of considering the future of radical political-ecological urban strategies. The social production of urban environments is gaining recognition within radical and historical-materialist geography. The political programme, then, of urban political ecology is to enhance the democratic content of socioenvironmental construction by identifying the strategies through which a more equitable distribution of social power and a more inclusive mode of environmental production can be achieved.

Urban Political Ecology, Justice and the Politics of Scale (Reprint)

Urban planning in many parts of the world reflects an increasing gap between current approaches and growing problems of poverty, inequality, informality, rapid urbanisation and spatial fragmentation, particularly (but not only) in cities of the global South. Given past dominance of the global North in shaping planning theory and practice, this article argues that a perspective from the global South can be useful in unsettling taken-for-granted assumptions about how planning addresses these issues. The article takes a first step in this direction by proposing a ‘clash of rationalities’, between techno-managerial and marketised systems of government administration, service provision and planning (in those parts of the world where these apply) and increasingly marginalised urban populations surviving largely under conditions of informality. It draws together theoretical resources beyond the boundaries of conventional planning theory to understand the nature of this conflict, and the nature of the ‘interface’...

Seeing the State: Governance and Governmentality in India

Ever since participation entered mainstream development discourse, critics have attacked it as form of political control. If development is indeed an ‘anti‐politics machine’ ( Ferguson, 1994 ), the claim is that participation provides a remarkably efficient means of greasing its wheels. But do participatory practices and discourse necessarily represent the de‐politicisation of development? This paper aims to provide an answer in two distinct ways. First, it examines the ‘de‐politicisation’ critique, arguing that, while participation may indeed be a form of ‘subjection’, its consequences are not predetermined and its subjects are never completely controlled. Second, it investigates participatory development's ability to open up new spaces for political action, arguing that celebrations of ‘individual liberation’ and critiques of ‘subjection to the system’ both over‐simplify participation's power effects.
