Theoretical and methodological foundations of the organizational and economic support of ecologically safe agricultural land use

Abstract: З огляду на дві парадигми екологічної безпеки, а також виходячи із специфічних особливостей сільськогосподарської галузі, запропоновано розуміння її сутності в аграрному секторі як стану агроекосистем, за якого забезпечується запобігання виникненню небезпеки для здоров'я людей та деградації природних ресурсів і біорізноманіття від можливого негативного впливу екодеструктивних чинників на навколишнє природне середовище, а також стійкість до екологічних загроз та ризиків. З метою організації екологобезпечних аграрних землеволодінь і землекористувань, які демонструють ознаки складних систем обов’язковою умовою є врахування екологічних небезпек (загроз, ризиків) та формування заходів протидії їм при організації використання, охорони та відтворення земель в сільському господарстві. Зважаючи на це, запропоновано методологію організаційно-економічного забезпечення екологобезпечного аграрного землекористування базувати на системному підході та принципах об'єктно-орієнтованого моделювання, тобто розглядати цей процес на основі окремих взаємопов’язаних «модулів». Враховуючи, що проблема організаційно-економічного забезпечення екологобезпечного аграрного землекористування передбачає застосування міждисциплінарних підходів до проведення досліджень, визначено універсальний методологічний базис для організації цього процесу, виходячи з основних концептуальних засад. Зокрема, завдяки застосуванню методів моделювання зручно вивчати не безпосередньо об’єкт дослідження, а уже відповідну модель, що певною мірою відображає усі необхідні елементи та нюанси самого об’єкта. Важливим елементом, що базується на концептуальних засадах є обґрунтований методичний інструментарій функціонування організаційно-економічного механізму забезпечення екологобезпечного аграрного землекористування. З метою формування законодавчих, фінансово-економічних, організаційно-управлінських, техніко-технологічних і інших умов, орієнтованих на ґрунтовне відтворення та поліпшення якісних характеристик земельних угідь, забезпечення екологобезпечних умов у процесі господарювання, відповідний оціночно-організаційний інструментарій землекористування повинен передбачати існування причинно-наслідкових взаємозв’язків еколого-економічних складових у ході організації використання земель у сільськогосподарській сфері.

Modeling and Assessment of Flooding Risks Based on a Digital Terrain Model

Abstract: SUMMARY It was emphasized that flooding is a dangerous natural phenomenon that damages economic infrastructure, people’s lives and health, and the environment as a whole. It has been proven that the preliminary identification of the risks of flooding in the future reduces the potential negative impact of flooding of territories. The risks of land flooding were considered using the example of Skolivska urban territorial community of Lviv region. A digital relief matrix of the estuarine section of the Opir River in the city of its confluence with the Stryi River in the region of the studied area was created. Three different scenarios of zones of probable flooding of the territory are calculated. The number of agricultural land plots for the respective target uses of land within the studied territory, which have the risk of flooding under various scenarios, was determined.

On the question of the development of rural areas in Ukraine

Abstract: The article explores the development of rural areas in Ukraine. In particular, the existing general problems of rural development were identified, the ways and prospects of their solution were outlined. It is determined that the key components of rural development are production (agricultural activities and other activities not related to agriculture), social (welfare, improving the quality of human capital in rural areas, preservation of traditions, moral and spiritual values), environmental conservation of natural resources of rural areas, environmentally friendly land use). It is substantiated that the interaction of these components will allow to form a social and economic environment for sustainable development of rural areas. The article states that the successful development of rural areas is to use an integrated approach to solving problems and conscientious fulfillment of obligations, which will increase the efficiency of community budgets and stabilize the social and economic situation of communities, regions and the country as a whole.

Study of Problematic Issues in Establishing the Borders of Territorial Communities and Entering Data About Them into the State Land Cadastre

Abstract: SUMMARY Studies have shown that the land management project provided for at the legislative level regarding the establishment of territorial boundaries of territorial communities has general requirements, but does not take into account the specifics of the establishment of the boundary when it is entered into the State land cadastre. Stages of work execution in the development of a land management project regarding the establishment of boundaries of the territories of territorial communities are proposed. Emphasis is placed on which existing and conditional boundaries must be taken into account when establishing the boundary of the territory of the territorial community. It is emphasized the need to provide at the legislative level the possibility of determining a part of the boundary of the territory of a territorial community, taking into account the presence of various economic and legal issues and the impossibility of establishing the entire border of the communities that were affected during military operations.

Improvement of the organizational and economic mechanism for the formation of environmentally safe land use

Abstract: The organizational and economic mechanism of ecologically safe land use is an effective tool for the interest of landowners and land users in compliance with the requirements of environmental standards. The use of such a mechanism contributes to the effective management of land resources at various levels. The article proposes an improved structure of the organizational and economic mechanism for the formation of ecologically safe agrarian land use. Given the specifics of land use, two more instrumental blocks of a cross-functional nature, namely: regulatory and land management, are allocated at the same level as the organizational and economic blocks. For each of the named instrumental blocks, specific tools are defined that allow to ensure the formation of ecologically safe land use. It has been established that any organizational and economic mechanism, in a broad sense, is a certain set of action tools and the necessary forms, methods and levers of their functioning, while simultaneously understanding the mechanism exclusively as a set of tools. Implementation of the developed organizational mechanism for the formation of ecologically safe agrarian land use is carried out by improving the structural scheme, the essence and toolkit of which is transformed depending on the tasks and functions of the main instrumental blocks. It is justified that all four instrumental blocks should be based on consideration of four dimensions: legal, spatial, ecological and social.

Scientific principles of classification of regime-forming objects (on the example of water objects)

Abstract: The study of scientific works, normative legal acts related to issues of classification of regime-forming objects, restrictions on the use of land and land plots made it possible to identify problems related to regime-forming water objects that need to be solved. In accordance with this, the conceptual apparatus related to regime-forming water objects was considered, their list was standardized taking into account the current legal acts and the need for their classification was substantiated. As a result, a classification of regime-forming water objects is proposed, which will allow to further form the limits of restrictions along and around these objects and to develop a classification of restrictions on the use of land and land plots. According to the proposal of the author's team, this classification can become an analogue for the classification of other objects, such as: an object of main pipelines, an energy object, an object of cultural heritage, military objects. It is justified that the creation of a single structure of classification is not possible, since each of these objects, when classified from general to specific, will have different levels of classification and require the development of individual approaches to their classification.

The essence and role of environmentally friendly agricultural land use in agriculture

Abstract: The article deals with the relationship between economic development and environmental security.With regard to agricultural land use, ensuring environmental security involves optimizing the organization of land use and land use process on the basis of environmental restrictions on environmental pollution and agricultural products. First of all, according to environmental constraints, the possibilities of exploitation of natural resources and taking into account the peculiarities of agroecosystems (natural and climatic conditions, water resources, terrain, land and soil structure, land erosion, etc.) are determined to address food security. On their basis, ecologically balanced operation of agroecosystems is carried out through the formation of ecologically safe land uses, which provide for the optimization of economic activity of agricultural producers, taking into account environmental constraints. The article clarifies the essence and significance of ecologically safe agricultural land use in agriculture, proposes an approach to defining the essence of ecologically safe agricultural land use as a process of land use in the agricultural sector of the economy, which prevents the danger to human health, degradation of land resources, as well as their resilience to environmental threats and risks. The role of ecologically safe agrarian land use in ensuring sustainable development of rural areas and directions of influence of interaction of ecological and economic components of safety of agrarian land use are defined.
