Abstract: This paper suggested the improvement of marine environmental impact assessment in eastern coast as analyzing consultation on the coastal area utilization for development of ports and fishing harbors for 3years in the east coast The results of survey are only 3cases, 12cases and 16cases each for ocean currents, wave and sounding data However, for development of ports and fishing harbors in eastern coast, ocean characteristics in eastern coast different than in the West Sea, South Sea is considered to marine environmental impact assessment For development of ports and fishing harbors in east coast where the influences of ocean currents, wind-driven current and waves are dominant, the effect of the current should be considered to improve the reproducibility of tidal current The wave should also be considered as an assessment criteria to obtain the validity of project such as harbor tranquility, functionality of breakwaters and stability In addition, sediment inflow in river and exact water depth data of the ocean should be applied to numerical modeling and set wave-induced current to external force of sediment transport to predict the problems such as the harbor siltation and the coastal erosion considering ocean characteristics in the east coast

Abstract: This thesis explores the characteristics contained in Seong Ho (星湖) Lee Ik(李瀷)’s Kuapienlun(卦變論) and its historical significance. Lee Ik used the views of Cheng I (程頤) and Chu Hsi (朱熹) as the main source in forming his Kuapienlun. In particular, Lee Ik's theory is rooted in Cheng-i's Kuapienlun, which is based on the logic of the parent-six-children kua (父母六子卦) in the dimension of trigram due to 「Shuo Kua Chuan(說卦傳)」, and converted it to something that can also be used for the hexagram. In addition, by expanding the scope of application to the entire sixty four kua and categorizing the sixty four kua into eight categories, a schematic comparable to Chu Hsi's 「Kuapientu(卦變圖)」was attempted. Although he did not adopt the practical method of mutual exchange between bihyo(比爻)s, Lee ik positively accepted Chu Hsi's view of categorizing sixty four kua as 「Kuapientu」. From that point of view, Lee Ik(李瀷)’s Kuapienlun, which had been rooted in Cheng-i's Kuapienlun, which is based on the dimension of trigram, but it was converted into the hexagram and expanded to all sixty four kua, thereby integrating the Chu Hsi's Kuapienlun. Such an integrative aspect, which is also the historical significance of Lee Ik’s Kuapienlun, is inherited and transformed by later scholars such as Sin Hu-dam and Lee Byeong-Hyu. Since Sin Hu-dam already had an opportunity to understand Cheng I’s Kuapienlun by converting it into the hexagram dimension at an early age, although some other interpretations focused on hsing(象) were stated, he actively sympathized and agreed with Seong-ho’s view. On the other hand, Lee Byung-Hyu maintains the theoretical purity of Cheng I's Kuapienlun, and shows a change in reducing the scope of application of Kuapien by emphasizing the sign and the image of exchange. However, in view of the academic spirit of Lee Ik that emphasized skepticism and self-acquirement, this can also be regarded as a positive aspect achieved in the field of Kuapienlun.

Abstract: This study analyzed the 91 cases of the statements for the Sea Area Utilization Consultation according to the developmental projects of ports and fishery harbors for 2012 2014 and the status of the record of document, and suggested the improvement way to go. The marine environmental timpact assessment items both marine chemistry such as water quality, sediment and marine biology such as benthic animal, plankton, and fisheries show highly rate of site survey. But, the utilization of those data through site survey is too low, and it is necessary to adopt the QA/QC for the reliability of survey data. The items of marine physics such as tide, tidal current analyzed based on references not a site survey. However, the simulation performed actively without calibration and verification compared to the result of site survey. When the projects of port and fishery harbor perform, it is necessary to monitor the physical parameter such as wave, tide and tidal current especially. Based on the scale and the type of project, we need introduce the system of scoping for prediagnosis the key assessment items and checklists.

Abstract: − This paper analyzed the assessment status of fish and fishery resources items include fish egg and larvae to understand marine environmental impact assessment on the Sea Area Utilization Consultation according to the ocean developmental project, last 2 years. The consequence of damages and impacts from the developmental projects such as public waters reclamation and marine sand mining tend to emerge in the fish farms and fishery resources mainly, but in-situ survey and impact assessment related to these items were insufficient compared to other items such as physical, chemical, pelagic and benthic ecosystem factors. In case of fish, fish egg and larvae, not only the information of basic current situation was insufficient, but also the survey time, sampling and control site, as well as methods were inappropriate. In addition, the predictions and reduction measures after construction were very limited, and postmonitoring for actual verification was unreasonable. In order to improve these problems of marine environmental impact assessment and induce a reasonable assessment in the future, improvement of the statement regulations and establishment of information system related to field data based on fishery resources are necessary.
