Abstract: This paper presents a study to determine customer perception in a public institution of the level of performance by the implementation of the Quality Management System. The method used to achieve this report was a case study. For data collection and analysis were used quantitative and qualitative research techniques, by studying researches and documentation, application of questionnaires and by observation. This study intends to identify the perception clients of public institutions on performance officials after the implementation of the Quality Management System. The benefits of implementing a system to improve service quality, are in support of managers, employees and secondly by the customers.

Abstract: This paper presents a study on identifying the type of existing and desired organizational culture, in a state organization. For writing this paper, the strategy adopted was the study case. For data collection and analysis were used qualitative research techniques and specific tools such as: analysis and documents, interviews with company employee, questionnaire and direct observation. Harrison's organizational ideology questionnaire was used to identify the type of organizational culture. The existing culture is the role-type culture and the desired culture is the success-type culture. Between the two types of organizational culture is a large gap.

Abstract: This paper presents an analysis of human resource fluctuation and the level of motivation in a public institution. For writing this paper, the strategy adopted was the study case. For data collection and analysis was used qualitative research techniques and specific tools such as: analysis and documents, interviews with company employee, questionnaires and direct observation.The first three motivating factors in the organization are: knowledge and experience; working conditions and remuneration. The manager belongs to Y Theory and the turnover of staff is small.

Abstract: The study investigates the influence of corporate governance on environmental disclosure of non-financial firms listed in Nigeria Stock Exchange (NSE), anchoring on “trinity theory” (agency, stakeholder and legitimacy theories). 86 firm-year observations across 86 companies listed in Nigeria Stock Exchange (NSE) using content analysis, cross-sectional data, OLS regression techniques were used to analyze the influence of board characteristics on the extent of overall environmental disclosure (OED). The results show that board independence, board meeting and the environmental committee were statistically significant while audit committee independence and board size were insignificant. Among the three company attributes used to mitigate spurious result only Firm size significantly influence the quantity of overall environmental disclosure of the sample companies. Auditor type “big 4” (Ernest Young, Deloitte, KPMG and PWC) and industry membership show insignificant relation to environmental disclosure. The findings indicate that the level of environmental disclosure of nonfinancial companies in Nigeria is quite insufficient at an average of 10.5 %. It is not surprising that environmentally sensitive industry and auditor type had no significant influence on the extent of environmental disclosure. This buttress the point that the environment the companies operate is institutionally and legally weak. Hence it calls for improvement on environmental law and implementation as well as harmonized environmental reporting infrastructure and standard to aid comparison.

Abstract: The purpose of this paper is to ascertain the extent to which knowledge management (KM), customer satisfaction (CS) and organizational image (OI) discriminate quality-certified municipalities from non-certified ones (ISO 9001).,An empirical study was carried out involving 81 Portuguese municipalities (40 certified, 41 non-certified), paired in a random sampling procedure. The Knowledge Management Questionnaire (n=1,372 municipality employees), the Customer Satisfaction Questionnaire and the Organizational Image Questionnaire (n=3,096 residents) were applied. Multiple discriminant analysis was performed.,The results indicate that certified and non-certified municipalities are distinct based on a function that considers KM (competitive orientation and formal KM practices), CS (intangible and tangible factors) and OI (favorable image).,The findings need further validation in other countries. However, the results highlight the importance of quality certification for both employees and residents.,The results encourage local public administration organizations to introduce and maintain quality certification.,This research is the only one, to the authors’ knowledge, that simultaneously explores organizational processes of KM, CS and OI in local public administration. The sampling procedure and the information from diverse data sources are unique contributions. The conclusions may aid practitioners and scholars in understanding these organizational phenomena in the context of quality-certified and quality non-certified municipalities.

Abstract: Purpose The purpose of this paper is to analyze the difficulties observed during implementation of quality management systems (QMSs) in Brazilian manufacturing companies. Design/methodology/approach The methodological strategy used was a literature review, a panel of experts and a survey. Through the literature review, 15 difficulties associated with the implementation of QMS were raised; these were organized into latent variables by specialists in the subject and served as the basis for a survey. In total, 123 professionals working with quality management in manufacturing companies participated in the research and the data collected were analyzed by means of second-order confirmatory factorial analysis. Findings The results allowed the validation of the 15 difficulties observed in the literature, and it was evidenced that these difficulties are structured in four latent variables as follows: difficulties associated with employees; difficulties associated with QMS structuration; difficulties associated with integration; and difficulties resulting from the planning. Research limitations/implications The main limitation of this research is the sample size, because 123 professionals that work with quality management in manufacturing companies participated in the research. It should be noted, however, that all parameters evaluated through the second-order confirmatory factorial analysis were validated. Practical implications The findings have great value for both quality management professionals, who may use those findings to guide the pre-implementation phase of a QMS, and researchers, who may use those findings as a foundation for future studies, in the development of models or tools related to QMS implementation. Originality/value No other paper was found on the scientific basis with the same focus for Brazilian manufacturing companies, thus demonstrating originality. The value of the research lies in the fact that the results presented here, statistically validated, may be used by other researchers and market professionals.

Abstract: Buildings exemplify the social and economic aspects of an environment and provide shelters, space and facilities for human activity. A decent maintenance system is a vital component of all buildings. However, a good maintenance system is not always present in the government buildings of Indonesia. Government buildings require maintenance to extend sustainability, indirectly accomplishing services to the community. Financial planning is issued annually by the government to maintain their buildings, but there is no underlined Quality Management System in this plan. This study aims to develop a Quality Management System in maintenance and monitor the process of repair work in Government Buildings. The methods used in this research are: The Delphi method and risk questionnaire surveys. The risks found in each activity have been analysed descriptively and qualitatively, resulting in responses reflecting the highest of risk. The result was that the risk-based quality management system in maintenance and monitoring process of repair work was successfully applied to improve the performance in the environment of governmental buildings.
