Abstract: Introduction. The scientific provisions concerning the management and coordination of structural changes, the reformation and restructuring of domestic industrial enterprises are sufficiently substantiated in the scientifi c works of well-known foreign and domestic scientists. In addition to the transformational models that o ffer a specific sequence of restructuring steps aimed at adjusting the enterprise, in the theory and practice of management, in recent years, many approaches have been developed to provide restructuring aimed at the development of the enterprise. However, the theoretical basis for the emergence of the need for industrial restructuring, in particular in the metallurgical industry, ha s certain gaps. To date, the problem of the modernization of production, restructuring of the industrial, organizational, managerial structures of metallurgical enterprises has become extremely acute. The solution of problematic issues requires the introduction of changes to the tools for ensuring priority directions of transformation transformations, construction of models for the development of the metallurgical enterprise. The research focused on the problem of ensuring the industrial restructuring of the metallurgical enterprise from the point of view of determining the organizational efficiency . The purpose of the study is to improve the methodology for determining the effectiveness of industrial restructuring, aimed at the development of metallurgical enterprises. In order to achieve this goal, the scientific works of domestic scientists on the mentioned problem were analyzed. The statistical data of the State Statistics Service of Ukraine served as the basis for analysis. Theoretical and methodological basis of work is a set of principles and methods of scientif ic research: the principle of systematization and theoretical generalization, methods of comparative analysis, structural and functional analysis. Results of the influence of factors hindering the implementation of transformational transformations in metallurgical enterprises are analyzed. The indicators of activity of industrial enterprises, in particular, enterprises of t he metallurgical industry, are investigated and systematized; the indicators of the dynamics of transformation and structural changes of industrial enterprises of Ukraine are determined. The methodical approach to modeling the development of an industrial enterprise based on the provision of restructuring is proposed. Conclusions. The development of the metallurgical industry is the basis for increasing the sustainability of the national economy and the quality of life of the population of the industrial regions of the country. Scientific r esearch shows that one of the main factors in the development of industrial enterprises is the reduction of resistance to changes and the implementation of restructuring mechanisms for industrial enterprises. Accordingly, there are many approaches to implementing transformational changes that involve the use of tools and methods for organizing activities in order to ensure optimization of economic activity. In this study, the degree of activity of metallurgical enterprises in terms of the transformation transformations carried out was analyzed. The analysis show that the share of industrial enterprises, where the processes of reorganization took place, remain low. The implementation of the methodological approach to modeling the development of an industrial enterprise on the basis of the restructuring provided in this study will increase the competitiveness of the steel enterprise.

Abstract: Abstract. Introduction. In modern scientific works on economics and management, the concept of "cognitive" is increasingly common, with the help of which the authors draw attention to the management of the process of continuous learning on the basis of various collective experiences, overcoming organizational resistance, management of corporate knowledge as the most important resource and, accordingly, the key direction of development enterprises. Cognitive management is considered to be the management of the process of cognition, as a result of which knowledge is identified, accumulated, distributed and used for the purpose of developing one or another social system. In this regard, the study of theoretical and methodological aspects of cognitive management is timely and relevant. Purpose. The purpose of the study is to clarify and generalize the theoretical and methodological aspects of cognitive management. The theoretical and methodological basis of the work is a set of principles and methods of scientific research: the principle of systematization and theoretical generalization, graphic methods of information presentation. According to the goal, the task of analyzing scientific approaches to determining the essence of cognitive management and the effectiveness of the use of its tools by enterprises is set. The basis for the analysis was the scientific works of domestic and foreign scientists on the mentioned issues. Results. An analysis of conceptual views on cognitive management has been carried out, which makes it possible to identify characteristics, sources of managerial efficiency, and the basis for influencing the spheres of interests of enterprises. The methodical toolkit of cognitive modeling of managerial decision-making is considered. Cognitive maps of the simulation of possible states of the production system of the enterprise were built in order to form effective management decisions in the form of a formal model. Conclusions. Cognitive management is the basis for influencing the development of enterprises. The use of modeling technologies based on cognitive maps can be useful for the formation of effective management decisions, the analysis of problematic situations in the development of the enterprise, the development of strategic management decisions, etc.

Abstract: Presently, finding priority areas as well as organizational and technological forms of innovation becomes crucial for the development of both high-tech and traditional sectors of the domestic economy. Solving problematic issues requires improved mechanisms of management and intensified interaction between the subjects of innovation processes, as well as the formation of such infrastructure facilities that can become vibrant hubs generating and implementing innovations and new technologies. Relying on the systemic approach, the paper aims to elaborate the theoretical and methodological principles shaping the concept of organizational and economic mechanism of creation and maintenance of technopoles. The following general and special research methods were employed: those of theoretical generalization and deduction, system-structural analysis, and system analysis. The basis for the analysis were statistical data on the state of innovation in Ukraine collected for the period 2017-2020, research on the effectiveness of organizational forms of innovation and scientific work of Ukrainian scientists on this issue. The paper discusses and outlines the essence of organizational and economic mechanism of creation and maintaining the technopolis, determines the structural elements of the mechanism from the systemic standpoint. The research uncovers positive dynamics in relation to the innovative activity of industrial enterprises and reveals a few main factors that inhibit innovative activity. It is argued that in order to improve the efficiency of technopoles and other facilities of innovation infrastructure it is vital to focus on the following priority areas: the introduction of untapped opportunities, intensification of state innovation policy, provision of additional support for regional innovations. Implementation of the developed organizational and economic mechanism of formation and development of technopoles and other facilities of innovation infrastructure can significantly improve the efficiency of their operation and raise the level of innovation.

Abstract: Today, in the management of organizations, the issue of resistance to changes in the environment and management of changes in the organization's activities remains relevant. The article aims to clarify and generalize theoretical provisions regarding the management of organizational changes in the context of increasing the effectiveness of the organization's activities. The theoretical and methodological basis of the work is a set of principles and methods of scientific research: the principle of systematization and theoretical generalization and methods of structural and functional analysis. According to the goal, the task of analyzing scientific approaches to forming a conceptual apparatus for managing organizational changes is set. Based on the study, the concept of "organizational change management" was clarified, which is understood as the process of implementing relevant organizational and management transformations, which involves the use of new technologies, tools, and methods of the organization and the management system, in order to ensure the optimization of the organization's activities. The key approaches to ensuring organizational changes have been studied. The basis for the analysis was the scientific works of domestic and foreign scientists on the mentioned issues, statistical data on the state of activity of enterprises according to the directions of organizational changes in the dynamics for the period 2019–2020, statistical data on the results of the activities of construction industry organizations in the dynamics for the period 2010–2021 year. As a result of the study, positive dynamics regarding the initiation and implementation of organizational changes by industrial enterprises were recorded, the most active spheres (functional areas) of activity were verified, the relevance of the use of organizational change technologies, in particular in construction organizations, was proven, given the lack of mass implementation of organizational changes in their activities. A conceptual model of organizational change management has been built based on a systemic approach to ensuring organizational changes, considering the functional areas of the organization's activity. Application of the developed model can have a beneficial effect on increasing the efficiency of organizations.

Abstract: In current conditions, the issue of reducing the potential negative impacts on project stakeholders, improving efficiency, and increasing satisfaction from participating in project work remains relevant in project communications management. The article aims to study the problems of defining and using the most effective communication channels in project stakeholder management. The theoretical and methodological basis of the work is a set of principles and methods of scientific research: the principle of systematization and theoretical generalization, methods of grouping and ranking. According to the goal, the task was set to substantiate the effectiveness of communication channels depending on the degree of remoteness of the project stakeholders. Based on the study, the concept of a project was clarified, which, according to the PMBOK Project Management Standard, is understood as a temporary activity aimed at creating a unique product, service, or result and is part of the value delivery system. The contextual factors of the internal and external environment of the organization, which influence the project's results, were studied. The basis for the analysis was the scientific works of domestic and foreign scientists on the mentioned issues, materials, and data from the official website of the Ukrainian Project Management Association. The theoretical and methodological basis of the work is a set of principles and methods of scientific research: the principle of systematization and theoretical generalization, methods of grouping and ranking. As a result of the study, the sphere of execution, "Stakeholders," which is one of the eight spheres of project implementation, was considered. The definition of communication as a vital part of the value supply system by the sphere of execution of the "Stakeholders" project was recorded, and the dependence of the effectiveness of communication methods on the used communication channels was determined according to the model of the effectiveness of communication channels by Alistair Cockburn. It has been proven that applying this model can have a beneficial effect on increasing communication effectiveness during project implementation. A matrix of the effectiveness of communication channels was built, which details the consequences of stakeholder communication methods depending on their remoteness.

Abstract: In case of the restructuring of an enterprise there are provisions that deviate from ‘ordinary’ dismissal law. Employers who proceed to collective dismissal, closure of the enterprise or who transfer their enterprise, either completely or partially, must – depending on the case – inform the public authorities and employees’ organisations beforehand. Apart from this, in certain cases employees receive specific compensation. In the case of bankruptcy, too, there is a special arrangement for regulating employees’ rights after the take-over of the healthy parts of the bankrupt company. This arrangement was inspired by Chapter 11 of the US Bankruptcy Code. Because of the specificity this matter will not be discussed further. Abstract: Ice and snow economy is an economy characterized by ice and snow, and its foundation is ice and snow resources. The ice and snow economy covers the tertiary industry of ice and snow activities, and its core power comes from ice and snow tourism, which promotes the common development of manufacturing, transportation, catering, retail, and other industries. This paper studies the low-carbon effect measurement analysis of the structural adjustment of the ice and snow industry based on artificial intelligence, which proves that the economic benefits and carbon emissions of the structural adjustment of the ice and snow industry will be greatly improved after the addition of artificial intelligence technology. For this research, a series of investigation experiments are conducted, and the ice and snow industry in Heilongjiang Province is selected for analysis. First, the important position of artificial intelligence technology in today’s information society and its practicality are fully analyzed, and then its feasibility in combination with the structural adjustment of the ice and snow industry is analyzed. Second, it analyzes the characteristics of the structural adjustment of the ice and snow industry while taking into account its requirements for measuring low-carbon effects. The mathematical model of industrial structure optimization based on low-carbon constraints is adopted in the application model of artificial intelligence technology in the adjustment of the ice and snow industry structure, and the effects of carbon emissions before and after structural adjustments in the ice and snow industry are calculated to achieve a better industrial structure adjustment plan. Experimental data shows that with the help of artificial intelligence in the process of structural adjustment of the ice and snow industry, the average income of residents has increased by nearly 7%, and the transformation of the ice and snow industry’s contribution to the reduction of carbon emissions has rapidly increased to 12.24%.

Abstract: DOI 10.36074/2663-4139.09.09 У статті доведено, що управління потенціалом підприємства в умовах ринку є складним динамічним явищем, яке може призводити до розвитку цього потенціалу або його зниження чи повного зникнення. Розвиток потенціалу слід розуміти як його приріст і реалізацію для досягнення встановлених керівниками цілей. Для того, щоб розвиток потенціалу відбувався і мав таку динаміку, яка необхідна керівникам підприємств, то управлінські рішення щодо формування і використання потенціалу підприємства повинні враховувати фактори внутрішнього і зовнішнього середовища підприємства, зокрема ті, які впливають на раціональність управління. Факторний аналіз необхідно здійснювати перманентно. Його результати мали б допомагати керівникам підприємств обирати раціональні управлінські рішення. Для виконання цього завдання фактори необхідно ідентифікувати, класифікувати і оцінювати. Ідентифікування факторів означає їхнє виявлення і встановлення актуальності цих факторів. Класифікація факторів потрібна для їхнього поділу на постійні і змінні, ті, які пов’язані між собою лінійно або опосередковано, на значущі і малозначущі тощо. Власне кажучи, побудова класифікації факторів є результатом їхнього оцінювання. У виконаному дослідженні проведено кластеризацію факторів, що дозволило виявити фактори, об’єднані в одні групи, а також ідентифікувати характер зв’язків між цими факторами. Практичне застосування запропонованої аналітико-інформаційної моделі урахування факторів під час формування управлінських рішень щодо управління потенціалом підприємства сприятиме підвищенню об’єктивності схвалюваних рішень в управлінні потенціалом підприємства.
