Vegetation phenological phenomena are closely related to seasonal dynamics of the lower atmosphere and are therefore important elements in global models and vegetation monitoring. Normalized difference vegetation index (NDVI) data derived from the National Oceanic and Atmospheric Administration's Advanced Very High Resolution Radiom- eter (AVHRR) satellite sensor offer a means of efficiently and objectively evaluating phenological characteristics over large areas. Twelve metrics linked to key phenological events were computed based on time-series NDVI data collected from 1989 to 1992 over the conterminous United States. These measures include the onset of greenness, time of peak NDVI, maximum NDVI, rate of greenup, rate of senescence, and integrated NDVI. Measures of central tendency and variabil- ity of the measures were computed and analyzed for various land cover types. Results from the analysis showed strong coincidence between the satellite-derived metrics and pre- dicted phenological characteristics. In particular, the metrics identified interannual variability of spring wheat in North Dakota, characterized the phenology of four types of grasslands, and established the phenological consistency of deciduous and coniferous forests. These results have implications for large- area land cover mapping and monitoring. The utility of re- motely sensed data as input to vegetation mapping is demon- strated by showing the distinct phenology of several land cover types. More stable information contained in ancillary data should be incorporated into the mapping process, particu- larly in areas with high phenological variability. In a regional or global monitoring system, an increase in variability in a region may serve as a signal to perform more detailed land cover analysis with higher resolution imagery.

Novel algorithms for remote estimation of vegetation fraction

The Great Plains Corridor rangeland project utilizes natural vegetation systems as phenological indicators of seasonal development and climatic effects upon regional growth conditions. A method has been developed for quantitative measurement of vegetation conditions over broad regions using ERTS-1 MSS data. Radiance values recorded in ERTS-1 spectral bands 5 and 7, corrected for sun angle, are used to compute a band ratio parameter which is shown to be correlated with aboveground green biomass on rangelands.

The author has identified the following significant results. Emphasis has been given to an inventory of land resource types and land use at the ten Great Plains Corridor test sites. A resource and land use classification system was developed which uses available soil survey information and interpretations from NASA obtained high flight aerial photography to locate discrete areas of similar rangeland vegetation. Existing classification systems, even those developed for use with remote sensor data, were found to be inadequate for this project. This system is expected to be of general use for remote sensing related to land use and management. It has specific applicability to any effort aimed at regional use of ERTS-1 MSS digital data products. A preliminary assessment of the relative importance of rangelands in the Great Plains Corridor states indicates that the value of the livestock industry supported by this resource exceeds 23 billion dollars. The development of a Rangeland Feed Conditions index for this region could be used by more than 400,000 farm and ranch operators involved in the production of more than 40% of the nation's beef and much of the country's grain.

A summary of the LANDSAT Great Plains Corridor projects and the principal results are presented. Emphasis is given to the use of satellite acquired phenological data for range management and agri-business activities. A convenient method of reducing LANDSAT MSS data to provide quantitative estimates of green biomass on rangelands in the Great Plains is explained. Suggestions for the use of this approach for evaluating range feed conditions are presented. A LANDSAT Follow-on project has been initiated which will employ the green biomass estimation method in a quasi-operational monitoring of range readiness and range feed conditions on a regional scale.
