Abstract: This article is an overview of historical experiences with military confidence-building both in Europe and in Korea during the past decade with some observations about obstacles and opportunities. Military confidence-building measures have been discussed between official and non-official South and North Koreans for many years. Some of these ideas have been enshrined in the Basic Agreement, signed in 1991. Essentially, none of the confidence-building measures proposed by the South or the North has been put into effect. In Europe, in the meantime, an elaborate program of confidence-building was in place and functioning by the middle 1990s. One potentially useful device would be to embed confidence-building measures in a comprehensive road-map for South-North relations, as the Basic Agreement made a start at doing.
