Abstract: Many conservation biologists believe the best ethical basis for conserving natural entities is their claimed intrinsic value, not their instrumental value for humans. But there is significant confusion about what intrinsic value is and how it could govern conservation decision making. After examining what intrinsic value is supposed to be, we argue that it cannot guide the decision making conservation requires. An adequate ethical basis for conservation must do this, and instrumental value does it best.

Abstract: Explicit, quantitative procedures for identifying biodiversity priority areas are replacing the often ad hoc procedures used in the past to design networks of reserves to conserve biodiversity. This change facilitates more informed choices by policy makers, and thereby makes possible greater satisfaction of conservation goals with increased efficiency. A key feature of these procedures is the use of the principle of complementarity, which ensures that areas chosen for inclusion in a reserve network complement those already selected. This paper sketches the historical development of the principle of complementarity and its applications in practical policy decisions. In the first section a brief account is given of the circumstances out of which concerns for more explicit systematic methods for the assessment of the conservation value of different areas arose. The second section details the emergence of the principle of complementarity in four independent contexts. The third section consists of case studies of the use of the principle of complementarity to make practical policy decisions in Australasia, Africa, and America. In the last section, an assessment is made of the extent to which the principle of complementarity transformed the practice of conservation biology by introducing new standards of rigor and explicitness.

Abstract: Rapid biodiversity assessment and conservation planning require the use of easily quantified and estimated surrogates for biodiversity. Using data sets from Quand Queensland, we applied four methods to assess the extent to which environmental surrogates can represent biodiversity components: (1) surrogacy graphs; (2) marginal representation plots; (3) Hamming distance function; and (4) Syrjala statistical test for spatial congruence. For Quwe used 719 faunal and floral species as biodiversity components, and for Queensland we used 2348 plant species. We used four climatic parameter types (annual mean temperature, minimum temperature during the coldest quarter, maximum temperature during the hottest quarter, and annual precipitation), along with slope, elevation, aspect, and soil types, as environmental surrogates. To study the effect of scale, we analyzed the data at seven spatial scales ranging from 0.01 ◦ to 0.10 ◦ longitude and latitude. At targeted representations of 10% for environmental surrogates and biodiversity components, all four methods indicated that using a full set of environmental surrogates systematically provided better results than selecting areas at random, usually ensuring that ≥90% of the biodiversity components achieved the 10% targets at scales coarser than 0.02 ◦ .T he performance of surrogates improved with coarser spatial resolutions. Thus, environmental surrogate sets are useful tools for biodiversity conservation planning. A recommended protocol for the use of such surrogates consists of randomly selecting a set of areas for which distributional data are available, identifying an optimal surrogate set based on these areas, and subsequently prioritizing places for conservation based on the optimal surrogate set.

Abstract: The rise of experimental philosophy (x-phi) has placed metaphilosophical questions, particularly those concerning concepts, at the center of philosophical attention. X-phi offers empirically rigorous methods for identifying conceptual content, but what exactly it contributes towards evaluating conceptual content remains unclear. We show how x-phi complements Rudolf Carnap’s underappreciated methodology for concept determination, explication. This clarifies and extends x-phi’s positive philosophical import, and also exhibits explication’s broad appeal. But there is a potential problem: Carnap’s account of explication was limited to empirical and logical concepts, but many concepts of interest to philosophers (experimental and otherwise) are essentially normative. With formal epistemology as a case study, we show how x-phi assisted explication can apply to normative domains.

Abstract: Species distribution modelling is central to both fundamental and applied research in biogeography. Despite widespread use of models, there are still important conceptual ambiguities as well as biotic and algorithmic uncertainties that need to be investigated in order to increase confidence in model results. We identify and discuss five areas of enquiry that are of high importance for species distribution modelling: (1) clarification of the niche concept; (2) improved designs for sampling data for building models; (3) improved parameterization; (4) improved model selection and predictor contribution; and (5) improved model evaluation. The challenges discussed in this essay do not preclude the need for developments of other areas of research in this field. However, they are critical for allowing the science of species distribution modelling to move forward.

Abstract: Conservation conflicts are increasing and need to be managed to minimise negative impacts on biodiversity, human livelihoods, and human well-being. Here, we explore strategies and case studies that highlight the long-term, dynamic nature of conflicts and the challenges to their management. Conflict management requires parties to recognise problems as shared ones, and engage with clear goals, a transparent evidence base, and an awareness of trade-offs. We hypothesise that conservation outcomes will be less durable when conservationists assert their interests to the detriment of others. Effective conflict management and long-term conservation benefit will be enhanced by better integration of the underpinning social context with the material impacts and evaluation of the efficacy of alternative conflict management approaches.

Abstract: Nothing in biology makes sense except in the light of evolution, quipped Theodosius Dobzhansky. The theory of evolution argues that each biological species was not suddenly and independently created but that all life forms are interrelated by virtue of having descended from common ancestors through the accumulation of modifications. Indeed, nothing we know about living organisms would make any sense if they were not so interrelated. And the theory that biological species are descended from common ancestors provides an indispensable heuristic to understand why living organisms are what they are and do what they do.

Abstract: Over the past few years a new buzzword has entered academic, political and public discourse: the notion of resilience, a term invoked to describe how an entity or system responds to shocks and disturbances. Although the concept has been used for some time in ecology and psychology, it is now invoked in diverse contexts, both as a perceived (and typically positive) attribute of an object, entity or system and, more normatively, as a desired feature that should somehow be promoted or fostered. As part of this development, the notion of resilience is rapidly becoming part of the conceptual and analytical lexicon of regional and local economic studies: there is increasing interest in the resilience of regional, local and urban economies. Further, resilience is rapidly emerging as an idea ‘whose time has come’ in policy debates: a new imperative of ‘constructing’ or ‘building’ regional and urban economic resilience is gaining currency. However, this rush to use the idea of regional and local economic resilience in policy circles has arguably run somewhat ahead of our understanding of the concept. There is still considerable ambiguity about what, precisely, is meant by the notion of regional economic resilience, about how it should be conceptualized and measured, what its determinants are, and how it links to patterns of long-run regional growth. The aim of this article is to address these and related questions on the meaning and explanation of regional economic resilience and thereby to outline the directions of a research agenda.
