Abstract: Water and energy are each recognized as indispensable inputs to modern economies. And, in recent years, driven by the three imperatives of security of supply, sustainability, and economic efficiency, the energy and water sectors have undergone rapid reform. However, it is when water and energy rely on each other that the most complex challenges are posed for policymakers. Despite the links and the urgency in both sectors for security of supply, in existing policy frameworks, energy and water policies are developed largely in isolation from one another—a degree of policy fragmentation that is seeing erroneous developments in both sectors. Examples of the trade-offs between energy and water security include: the proliferation of desalination plants and interbasin transfers to deal with water scarcity; extensive groundwater pumping for water supplies; first- generation biofuels; the proliferation of hydropower plants; decentralized water supply solutions such as rainwater tanks; and even some forms of modern irrigation techniques. Drawing on case studies from Australia, Europe, and the United States, this Special Issue attempts to develop a comprehensive understanding of the links between energy and water, to identify where better-integrated policy and management strategies and solutions are needed or available, and to understand where barriers exist to achieve that integration. In this paper we draw out some of the themes emerging from the Special Issue, and, particularly, where insights might be valuable for policymakers, practitioners, and scientists across the many relevant domains.

Abstract: Proposed dam construction in the Lower Mekong Basin will considerably reduce fish catch and place heightened demands on the resources necessary to replace lost protein and calories. Additional land and water required to replace lost fish protein with livestock products are modelled using land and water footprint methods. Two main scenarios cover projections of these increased demands and enable the specific impact from the main stem dam proposals to be considered in the context of basin-wide hydropower development. Scenario 1 models 11 main stem dams and estimates a 4–7% increase overall in water use for food production, with much higher estimations for countries entirely within the Basin: Cambodia (29–64%) and Laos (12–24%). Land increases run to a 13–27% increase. In scenario 2, covering another 77 dams planned in the Basin by 2030 and reservoir fisheries, projections are much higher: 6–17% for water, and 19–63% for land. These are first estimates of impacts of dam development on fisheries and will be strongly mediated by cultural and economic factors. The results suggest that basic food security is potentially at a high risk of disruption and therefore basin stakeholders should be fully engaged in strategies to offset these impacts.

Abstract: River flows in the Murray–Darling Basin, as in many regions in the world, are vulnerable to climate change, anticipated to exacerbate current, substantial losses of freshwater biodiversity. Additional declines in water quantity and quality will have an adverse impact on existing freshwater ecosystems. We critique current river-management programs, including the proposed 2011 Basin Plan for Australia’s Murray–Darling Basin, focusing primarily on implementing environmental flows. River management programs generally ignore other important conservation and adaptation measures, such as strategically located freshwater-protected areas. Whereas most river-basin restoration techniques help build resilience of freshwater ecosystems to climate change impacts, different measures to enhance resilience and reoperate water infrastructure are also required, depending on the degree of disturbance of particular rivers on a spectrum from free-flowing to highly regulated. A crucial step is the conservation of free-flowing river ecosystems where maintenance of ecological processes enhances their capacity to resist climate change impacts, and where adaptation may be maximised. Systematic alteration of the operation of existing water infrastructure may also counter major climate impacts on regulated rivers.

Abstract: Connectivity conservation is essential for managing healthy ecosystems, conserving biodiversity and adapting to climate change across all biomes and spatial scales. Well-connected ecosystems support a diversity of ecological functions such as migration, hydrology, nutrient cycling, pollination, seed dispersal, food security, climate resilience and disease resistance. These Guidelines are based on the best available science and practice for maintaining, enhancing and restoring ecological connectivity among and between protected areas, other effective areas based conservation measures (OECMs) and other intact ecosystems. For the first time, this publication introduces a common definition and recommends formal recognition of ecological corridors to serve as critical building blocks of ecological networks in conjunction with protected areas and OECMs. Furthermore, these Guidelines also include 25 case studies that demonstrate current approaches to conserving ecological connectivity and ecological networks for different ecosystems and species, and at different spatial and temporal scales.

Abstract: The unconventional fossil fuel industry is expected to expand dramatically in coming decades as conventional reserves wane. Minimizing the environmental impacts of this energy transition requires a contextualized understanding of the unique regional issues that shale gas development poses. This manuscript highlights the variation in regional water issues associated with shale gas development in the U.S. and the approaches of various states in mitigating these impacts. The manuscript also explores opportunities for emerging international shale plays to leverage the diverse experiences of U.S. states in formulating development strategies that minimize water-related impacts within their environmental, cultural, and political ecosystem.
