Abstract: This study provides an insight into the duality of client and vendor relationship (CVR) in information technology (IT) outsourcing by adopting a composite view of a subject in activity theory analysis. Evidence in the literature shows a trend that outsourcing relationships have become strategic assets with clients scouting for not only technical outcomes but for business ideas and innovation from their suppliers. Whilst extant literature demonstrates the critical role of outsourcing relationships in outsourcing success and value, the research on IT outsourcing has largely examined outsourcing relationships in general, focusing on the factors, challenges and a one-sided view of the CVR and providing no insights on the relationship between the client and vendor from a composite perspective. To explore this, our study employed an interpretive qualitative case study method and activity theory as the lens. Drawing on hermeneutics to analyse the data, the findings show the need for activity theory to cater for the duality of subjects in a collaborative way. Implications of the study for practice and policy are then provided.

Abstract: The importance of digital transformation initiatives for contemporary organizations has been demonstrated in research and practice. However, stakeholder viewpoints and responses to such initiatives in the public sector are less understood. We draw on the stakeholder theory to empirically examine how a public sector transformation initiative is shaped by various stakeholders’ viewpoints and responses. This initiative involves an e-procurement platform implementation to transform procurement processes and activities in the developing country context of Ghana. We find that responses from the stakeholder groups influence which viewpoints are realized or not and what factors shape the realizations. The analysis demonstrates that: (1) Failure to realize stakeholder viewpoints is likely to affect benefits derived from public sector digital transformation initiatives; (2) Success of digital transformation initiative pivots around analysis of stakeholders’ responses to the outcomes of such projects; (3) Lack of appropriate technological infrastructure constrains digital transformation initiatives in the public sector.

Abstract: The importance of inter-organizational information systems (IOISs) to contemporary organizations has been demonstrated in research and practice. However, the effects of IOISs use on procurement practices in the public sector are less understood. The practice lens theory is drawn upon in this study to understand IOIS effects on procurement activities in the public sector of Ghana, a developing country context. The findings show the effects as: (1) successful online tendering processes; (2) unsuccessful online procurement execution processes; and (3) continuing use of paper-based document exchanges. The paper discusses how the effects resulted in a partial online procurement system and the failure to realize the desired benefits. It also discusses the constraints of a full-scale e-procurement platform deployment and use in developing country public sector and how they can be addressed.
