TL;DR: In this paper, the authors deal with the relaxation of the link between harm and remedy brought about by the use of the Article 9 instead of the article 7 procedure and assess whether and to what extent the allegation that recourse to consensual commitments leads to remedies that go beyond what could have been imposed unilaterally is correct.
