Abstract: The article deals with the current state of the labor market, which is characterized by such problems as: the structural imbalance of the labor market; lack of skilled workforce; the aging of workforce; youth unemployment; the low rate of productive jobs; employers’ non-compliance with applicants’ qualification. The education system, prevailing in our country and now passing through a systemic and structural adjustment, does not fully comply with the changes in the economy. The existing and currently applied regulation systems of interaction between the labor market and employers cannot adequately meet the needs of our society. One of the possible methods to regulate the labor market, taking into account employers’ needs, the possibilities of the education system, the interests of the population in the regulatory impact of the state, can be a scientifically substantiated recruitment forecast in the long and medium term, which allows you in a balanced manner calculate recruitment requirements of the economy in the strategic and operational mode. The need for recruitment forecasts is usually based on the assumption that the discrepancy between supply and demand does not lead to a restructuring of the labor market. Regulation of recruitment requirements at the regional level is necessary to meet the requirements of the territory economy for skilled labor on the basis of the regional and federal state order to institutions of vocational education. Since there is no a single federal regulatory model of demand and supply for skilled labor, as well as taking into account the diversity of geographical and economic parameters of economic regions in Russia, it is justified to have and implement various models of human resource forecast in the Russian Federation. Using an example of the Samara area the authors suggest calculating multifunctional dependence control on demand and supply for skilled labor on the basis of deterministic or stochastic factor of economic and mathematical models. Application of economic and mathematical modeling can be useful for better understanding of the required structure of labor potential, quantitative parameters of the aggregated qualified and professional groups. Abstract: The article views rationalization of working time as the most important factor of the labor productivity of personnel. Rationalization of working time is aimed at reducing losses and unproductive costs caused by deficiencies in the system of production support, its management and organization. Improving the use of working time, it is possible to increase productivity of labor very quickly without attracting additional funding. This stipulates the relevance of the study of the issues of efficient use of working time and reducing its losses and unproductive costs. The objectives of the study, the results of which are reflected in this article, were the analysis of the problems connected with inefficient use of working time at Russian enterprises and the search for ways to solve them as well as the development of an algorithm for calculating and evaluating working time efficiency. The authors of the article justified the procedure for evaluating the efficiency of working time, analyzed the structure of work at the preparatory and final stage and the time of workplace maintenance, the composition of losses and unproductive use of working time. Calculating of the possible increase of labor productivity due to better use of working time on the example of one of Samara enterprises is given. A flowchart of the analysis of working time efficiency and the assessment of reserves for labor productivity increase are presented; the main directions of improving the use of working time at enterprises are given, taking into account the reasons of its losses and unproductive costs.

Abstract: The research is relevant due to the necessity to provide a high level of children and youth aesthetic education, continuous comprehensive artistic education can be one of the tools of aesthetic education. This article aims to uncover the polyart education efficiency for children of different categories. The leading approach of the research is the system approach that results in the analysis of the existed scientific works and educational programs oriented to the comprehensive aesthetic education of children of different categories, experience generalization, and problem identification with the aim to design and provide complete continuous polyart educational process. Scientific arguments for the pedagogical efficiency of polyart education of different children including children with special educational needs are given in this article; the arguments are based on the analysis of the existent works on the topic of the research, experience and the author's alternative variant of the continuous artistic development, during which the project-based learning is preferably used. Research materials can be useful for teachers who teach art at preschool educational institutions, general education and special schools, cultural institutions.

Abstract: The paper is devoted to the study of labour productivity growth on the basis of labour hours management as a key resource of any company. Achieving the strategic goals that face the Russian economy requires the formation and implementation of new approaches to solve the problems of labour productivity growth. One of these approaches is effective time resource management. In this regard, the purpose of the study is to develop guidelines to improve productivity, taking into account the digital economy requirements on the basis of time resource management. Data collection monitoring and information study on the use of time resources in the surveyed enterprises, structure of labour hours costs and causes of losses allowed the authors to obtain reliable results of the study and to formulate reasonable conclusions. The authors developed a setup diagram of labour productivity increase due to the effective use of time resource. They determined the sequence of stages, specificated them, and established their relationship. The paper presents example of calculating possible productivity growth due to better use of working hours for one of the Samara enterprises and structures software products to account, analyse and evaluate the company’s time resource with their functionality description.

Abstract: The article is devoted to the study of problems and ways of their solution in the field of remuneration of scientific-pedagogical workers of higher education institutions. In modern pandemic realities the process of education is organized in a new format with the use of information and innovation technologies, which requires from a teacher additional labor inputs for mastering special tools and practices of teaching. That is why development of new approaches to labor remuneration for university teachers that meet modern requirements of economics acquires special significance at the present time. Therefore, the purpose of the study is to analyze the organization of teaching staff labor remuneration on the example of one of the universities in Samara region (Russian Federation) and to develop recommendations for its improvement. The results of the study are based on the study of domestic and foreign scientific literature on the remuneration of higher education teachers, the authors' own materials. The authors of the article systematized the stages of decision making on the problems of increasing the level of higher education institution personnel wages in Russia, performed a comparative analysis of average wages of university lecturers and hired employees of organizations in some subjects of RF in 2014 - 2019, presented an algorithm of building the scale of official salaries of the teaching staff, and proposed and justified specific recommendations for improving the basic part of the wages of the teaching staff.

Abstract: T hus far in Part 3 we have discussed the two-dimensional media of drawing, printmaking, and painting. Now we turn to the last of the two-dimensional media, photography and the other camera arts, which also allow the artist to explore the fourth dimension—time. The images that come from still, motion-picture, and video cameras are, first and foremost, informational. Cameras record the world around us, and the history of the camera is a history of technologies that record our world with ever-increasing sophistication and expertise. Photography began, in about 1838, with still images, but the still image almost immediately generated the thought that it might be possible to capture the object in motion as well. Such a dream seemed even more possible when photographs of a horse trotting were published by Eadweard Muybridge in La Nature in 1878 (Fig. 315). Muybridge had used a trip-wire device in an experiment commissioned by California Governor Leland Stanford to settle a bet about whether there were moments in the stride of a trotting or galloping horse when it was entirely free of the ground. Work such as Muybridge’s soon inspired Thomas Edison and W. K. Laurie Dickson to invent, between 1888 and 1892, the Kinetoscope, the first continuousfilm motion-picture viewing machine, itself made possible by George Eastman’s introduction of celluloid film that came on a roll, produced expressly for his new camera, the Kodak. Dickson devised a sprocket wheel that would advance the regularly perforated roll of film, and Edison decided on a 35 mm width for the strip of film (eventually the industry standard). Abstract: The relevance of the problem under study is due to the lack of elaborated theoretical approaches to addiction and addictive behavior factors among children and adolescents, as well as due to the need and demand for psychological and pedagogical work with Internet addicted children and young people or with those who are potentially prone to Internet addiction, as well as with their parents. The purpose of the article is to study empirically the inclination to Internet addiction in the context of violated child-parent relationships (attitude of teenagers to their parents). The leading method of study is the psychodiagnostic method used to identify the specificities of the attitude of adolescents to their parents in the light of the inclination of adolescents to Internet addiction, the peculiarities of their motivation to use the Internet. The work presents the results of the research of the inclination to Internet addiction among teenagers, as well as the analysis of the factors leading to it. Special attention is paid to violations of child-parent relationships, acting as one of the factors determining Internet addiction in adolescence. The material of the article can be useful for psychologists and educators working in the education system, as well as for parents in the aspect of family upbringing.
