Abstract: Este estudio esboza la logica y consecuencias de la teoria clasica de gobernabilidad electoral. Al responsabilizar al poder ejecutivo de la administracion de las elecciones y al poder legislativo de la certificacion de los resultados, esta teoria presupone que los representantes del pueblo generan resultados electorales ampliamente aceptables. Este estudio argumenta que la teoria clasica no funciona cuando el mismo partido controla el poder ejecutivoy el poder legislativo. El desarrollo politico de varios sistemas presidenciales ofrecen apoyo tentativo a estas hipotesis. Solamente cuando los partidos delegan la gobernabilidad electoral a tribunales autonomos es cuando los conflictos en torno a los resultados electorales no provocan inestabilidad politica. Comparaciones entre los sistemas basados en la division de poderes de los Estados Unidos y America Latina tambien sugieren que el desarrollo politico entre el norte y el sur son mas parecidos de lo comunmente aceptado.

Abstract: The COVID-19 pandemic poses major challenges for those charged with overseeing electoral processes, but the innovative ways in which practitioners are addressing these challenges indicate that elections can be safely held even under pandemic conditions. These innovations also represent opportunities for strengthening electoral practices and making them more resilient to a variety of other risks. This briefing draws on existing experience of elections held during the COVID-19 pandemic and previous health crises to address five areas of vulnerability: inclusive and accountable electoral management, poll worker safeguarding, interinstitutional collaboration, feasible and effective election observation, and the risk of electoral violence. The analyses indicate that there are a large number of things that electoral practitioners can do to hold elections safely under pandemic conditions. Most of these are techniques that have been employed previously in some form, and we caution against the introduction of entirely new and untested approaches at the current time. The most useful innovations are those such as widening poll-worker recruitment, inter-institutional coordination and hybrid election observation that build on existing practice. The analyses also highlight the importance of not losing track of the need to bolster the transparency, accountability and security of electoral practices. Far from there being a trade-off between making elections safe in pandemic conditions and achieving these other aims, we argue that efforts to maximise electoral integrity and to preserve electoral peace will also help to ensure that democratic elections can be safeguarded from the risks associated with COVID-19. Our principal recommendations fall into three categories: those targeted at electoral administrators, those aimed at election observation organisations, and general recommendations that are relevant to administrators, observers and electoral assistance providers.

Abstract: The organisation of the electoral counting process is a complex task that, in Germany, is delegated to local authorities. This article presents novel data from a representative survey of local communities in North Rhine-Westphalia, Germany’s most populous state, to describe and to explain the variation of the ways in which the electoral count for major elections is organised. The findings are: (1) local communities differ greatly in the ways they recruit poll workers for election day and in the ways the counting teams are composed; (2) the inclusion of parties in the recruitment of poll workers, the only main prescription in the legal framework, is not heeded by one third of all local communities, and (3) most importantly, actual election results such as the proportion of invalid votes systematically and widely co-vary with the ways in which local authorities organise the counting process – a pattern that should not exist.
