Building the Government-led pluralized subject, diversification of compensation for the entire industrial chain, compensation mechanisms which covers existing housing, and many realization forms of compensation mechanism that includes Government-led mechanism, market regulation mechanisms, legal constraints mechanism, public participation mechanism, are perfection and improvement to single body Government compensation mechanism.

Abstract: HSE is a system management methodology of reducing and eliminating the possible risks of health, safety and environment in the process of production. This paper analyzed the feature of HSE management system, and discussed on the feasibility and the role of HSE management system applied to construction projects for construction enterprise. Then China’s enterprise status of HSE management was analyzed, the problem for China’s enterprise to implement HSE management system was described, and the development direction for China’s construction enterprise to implement HSE management system was put forward at last.

Abstract: This study aimed to examine the incentive effects of government subsidy policies to promote the development of green buildings. In particular, four different designs of subsidy policy were investigated: a) subsidies paid to developers alone, b) subsidies paid to consumers alone, c) subsidies paid to both, and d) no subsidy. Two-stage models involving developers, consumers, and the government were constructed to examine the effects of the different subsidy policies. In the models, developers supply and sell buildings with different green effort levels; consumers purchase the buildings according to their green preferences. The results of the numerical analysis indicated that the subsidies were a positive incentive for the development of green buildings. Simultaneously subsidizing both developers and consumers resulted in the greatest profits for developers and the highest social welfare. The incentive effect of subsidies on consumers was superior to that of subsidies on developers, revealing the increasingly important role of consumer behavior in the green building market. Furthermore, the incentive effects of the four subsidy policies were significantly enhanced with the improvement of consumers' green preferences and the unit potential benefit for developers.

Abstract: The discovery of crude oil in exportable quantities in Nigeria was greeted with overwhelming ovation and high expectations in terms of the wealth generation possibilities and economic growth for the region. However, 5 decades onwards, the Niger-delta terrain and its people have become disenchanted with the ills and aggravated impacts of crude-oil discovery as a result of unsustainable patterns of its exploitation in Nigeria. The inundation of oil spills, accompanying ecological disasters and human health risks served to undermine the benefits of huge petroleum resource revenues. Nigeria has recorded over 3,324,269.28 million barrels of crude oil spills from 12,854 spills incidents as captured since 1976-2011 and the polluting process persists as a result of exploration, drilling and production activities as well as flagrant disregard for best health, safety, security and Environmental practices (HSSE). Even though these spills have been blamed on various factors, the fact remains that the people and environment of the Niger-delta desperately need state, public and private intervention to stem the menace of environmental pollution engulfing the region. This research therefore proposes urgent rehabilitative measures expedited by the Bio-reporter approach, to enhance rapid detection, toxicity and management of spills impacted sites. The Bio-reporter method and its success is hinged on its advantages over the conventional method entailing rapid detection of genotoxicity, easy operations, inexpensiveness and more importantly it provides information about bioavailability. It is thus a complementary tool to the chemical analysis methods. The novel magnetic bio-reporter device developed with the magnetic nanoparticles (MNPs) functionalization and also the device on Simultaneous and online detection of crude oil contamination via biological- phase micro-extraction and bios-sensing (BPME-BS) in the Niger Delta environment have been applied with significantly positive results. Consequently, the novel magnetic nanoparticle-mediated isolation (MMI) technology was tested on Nigerian soils for the separation and characterization of functional alkane degraders from crude-oil-contaminated sites. Essentially, the new technique’s qualities of cost-effectiveness and zero risk of species invasion on the environment has become more apparent from extensive experimentation.

Abstract: With the gradual implementation of power grid energy conservation and emission reduction policies, the factors affecting the price compensation of green power grid are becoming more and more complex. The green power grid price compensation system is divided into technology research and development subsystem, design subsystem, production subsystem, construction subsystem and operation subsystem. Applying the theory of system dynamics to establish the system dynamics model of green power grid price compensation. Through the analysis of causality diagram, the interaction mechanism between various factors is clearly shown, and the price compensation mechanism of green power grid is established.

Abstract: The development of prefabricated building in China is not smooth, the policy system is not perfect, and the incremental cost is too high. Therefore, the establishment of a scientific and effective incentive mechanism is an important factor to promote the healthy development of prefabricated building. Based on the definition of incremental cost, this paper puts forward the economic compensation mechanism based on the loss of developers’ revenue; By analyzing the source and characteristics of the revenue loss of the developers, the composition of the profit loss of the prefabricated building is summarized; The profit function is constructed by using the C-D production function, and the loss compensation line is discussed; The economic, environmental and social effects of the assembly building are analyzed, and the model of the developer and the government is set up to establish an incentive mechanism for the prefabricated building based on the loss of revenue.
