Abstract: The article discusses the impasses and alternatives to political representation, taking as starting point the controversy about the concept of power, which occurred in the sixties and seventies in the Anglo-Saxon political science and involved, notably, Robert Dahl, Bachrach & Baratz, and Steven Lukes. According to Lukes, the understanding of power must consider three dimensions: (1) the aptness to take decisions or to veto them; (2) the control over the agenda, that is, the determination of the questions that will be object of decisions; and (3) the aptness to nullify social conflict, by preventing individuals and social groups from taking consciousness of their true interests. Despite its problems, this formula is useful to think political representation. Predominant theories take only the most evident face of political representation into account: the choice of decision-makers. But a representative democracy closer to the ideal of popular sovereignty would have to include a second dimension ­ the formation of agenda, what is strongly influenced by mass media. Hence, it is necessary to understand mass media as also a sphere of political representation. And recognition of the third dimension implies the need of generating spaces where subaltern groups can autonomously formulate their interests, that is, a developed and plural civil society.

Abstract: DOI: 10.12957/dep.2016.25163 Resumo Desde 2014, varios projetos de lei tem sido apresentados, no Congresso Nacional e tambem nos poderes legislativos estaduais, com o objetivo de evitar “doutrinacao ideologica” nas instituicoes de ensino. Eles ecoam as propostas da organizacao “Escola Sem Partido”, que no mesmo periodo adquiriu grande visibilidade no debate publico. O principal alvo e a reflexao critica sobre questoes de genero, estigmatizada como “ideologia de genero”; pelas propostas, qualquer questionamento aos papeis convencionais atribuidos a mulheres e homens estaria vetado. O artigo discute os projetos, suas justificativas e os debates acerca deles, analisando suas implicacoes para a educacao e para a democracia. Palavras-chave : educacao; genero; democracia. Abstract Since 2014, several bills have been introduced in Brazilian Congress and also in state legislatures, in order to prevent “ideological indoctrination” in educational institutions. They echo the proposals of the organization “Escola Sem Partido” (non-partisan school) that, in the same period, gained high visibility in public debate. The main target is the critical reflection on gender issues, stigmatized as “gender ideology”; by the proposals, any questioning of conventional roles assigned to women and men would be vetoed. The article discusses the bills, their justifications and the debates about them, analyzing their implications for education and democracy. Keywords : education; gender; democracy.

Abstract: Um elemento crucial das democracias eleitorais e a accountability, que garantiria o vinculo entre representantes e representados. Mas as esperancas depositadas nela nao encontram mais do que uma palida efetivacao na pratica politica. A capacidade de supervisao dos constituintes sobre seus representantes e reduzida, devido a fatores que incluem a complexidade das questoes publicas, o fraco incentivo a qualificacao politica e o controle sobre a agenda. Diante dessa situacao, surgem propostas de transformacao radical dos mecanismos representativos, que resgatam a ideia de “representacao descritiva” e enfraquecem ou mesmo abolem a accountability. E o caso, notadamente, da representacao de grupos e da substituicao das eleicoes por sorteios. Embora prescindindo de instrumentos formais de responsividade dos governantes em relacao aos governados, as formas propostas gerariam um corpo de representantes mais assemelhado ao conjunto da populacao e ampliariam a rotatividade nos cargos decisorios. O presente artigo analisa as propostas de representacao descritiva sob o ângulo da relacao entre representantes e representados. Embora muitas vezes padecam de serias fragilidades e parecam inviaveis para implementacao efetiva, essas propostas incorporam criticas importantes e que merecem ser levadas em consideracao, a respeito do funcionamento da representacao eleitoral e, em particular, da accountability.

Abstract: O artigo discute a estruturacao da carreira politica no Brasil, com atencao especial para os meios de comunicacao de massa. Na medida em que se tornou uma fonte crucial de producao de capital politico, os meios de comunicacao geram "atalhos" na carreira politica, permitindo que outsiders ganhem posicoes que, numa carreira fechada, so seriam acessiveis a integrantes experientes do campo politico, com ampla vivencia em cargos de menor importância. A luz dessa discussao, e examinada a trajetoria dos deputados federais eleitos em quatro legislaturas, observando a forca - e as limitacoes - da influencia dos meios de comunicacao, analisando-se mais atentamente aqueles deputados eleitos pela primeira vez e sem experiencia eleitoral e administrativa previa. O artigo conclui que, de modo geral, a exposicao nos meios de comunicacao e uma variavel importante, ainda que a atividade profissional originaria dos candidatos tambem seja uma variavel a considerar. Abstract This article looks at the way political careers are structured in Brazil, paying special attention to mass communications. To the extent that they have become a crucial source for the production of political capital, the mass media create "shortcuts" in a political career, enabling outsiders access to positions that, in a more closed race, would only be open to experienced members of the political field who are making their way up from wide experience in minor positions. In light of this discussion, we examine the trajectory of federal representatives elected in four legislatures, observing the strength - and the limitations - of the influence of mass media, paying closest attention to those who have been elected for the first time and without previous electoral and administrative experience. The article concludes that, generally speaking, exposure through mass communications is an important variable, although the candidates' original professional activity is also an important variable to consider. Resume L'article discute la structure de la carriere politique au Bresil et met en relief le role des moyens de communications massives. Comme les medias sont devenus une source cruciale de production de capital politique, ils favorisent des «raccourcis» dans la carriere politique et permettent que outsiders aient des positions qui ne seraient accessibles dans une carriere fermee qu'aux membres avertis du cadre politique et ayant une large experience dans des postes de moindre importance. Cette discussion nous aide a examiner la trajectoire des deputes nationaux elus a quatre reprises: on observe la force - et les limites - de l'influence des moyens de communication et on analyse avec attention les deputes elus pour la premiere fois et sans experience electorale et administrative. L'article conclut que souvent l'exposition aux moyens de communications est une variable importante, bien que l'activite professionnelle d'origine des candidats soit aussi une variable a etre prise en compte.

Abstract: Scholars of culture, humanities and social sciences have increasingly come to an appreciation of the importance of the legal domain in social life, while critically engaged socio-legal scholars around the world have taken up the task of understanding "Law's Empire" in all of its cultural, political, and economic dimensions. The questions arising from these intersections, and addressing imperialisms past and present forms the subject matter of a special symposium issue of Social Identities under the editorship of Griffith University's Rob McQueen, and UBC's Wes Pue and with contributions from McQueen, Ian Duncanson, Renisa Mawani, David Williams, Emma Cunliffe, Chidi Oguamanam, W. Wesley Pue, Fatou Camara, and Dianne Kirkby. This paper introduces the volume, forthcoming in late 2007. The central problematique of this issue has previously been explored through the 2005 Law's Empire conference, an informal but vibrant postcolonial legal studies network.

Abstract: How have changes in media affected our everyday experience, behavior, and sense of identity? Such questions have generated endless arguments and speculations, but no thinker has addressed the issue with such force and originality as Joshua Meyrowitz in No Sense of Place. Advancing a daring and sophisticated theory, Meyrowitz shows how television and other electronic media have created new social situations that are no longer shaped by where we are or who is "with" us. While other media experts have limited the debate to message content, Meyrowitz focuses on the ways in which changes in media rearrange "who knows what about whom" and "who knows what compared to whom," making it impossible for us to behave with each other in traditional ways. No Sense of Place explains how the electronic landscape has encouraged the development of: -More adultlike children and more childlike adults; -More career-oriented women and more family-oriented men; and -Leaders who try to act more like the "person next door" and real neighbors who want to have a greater say in local, national, and international affairs. The dramatic changes fostered by electronic media, notes Meyrowitz, are neither entirely good nor entirely bad. In some ways, we are returning to older, pre-literate forms of social behavior, becoming "hunters and gatherers of an information age." In other ways, we are rushing forward into a new social world. New media have helped to liberate many people from restrictive, place-defined roles, but the resulting heightened expectations have also led to new social tensions and frustrations. Once taken-for-granted behaviors are now subject to constant debate and negotiation. The book richly explicates the quadruple pun in its title: Changes in media transform how we sense information and how we make sense of our physical and social places in the world.
