Abstract: A study is made of methods of using traffic detector data to identify congested situations, and a new measure of congestion is proposed. It is demonstrated how this relates to traffic performance. This paper also shows that the new congestion monitoring measure can be valuable for use on-line or off-line either in a fixed-time or in a demand-responsive traffic control system.
