TL;DR: In this paper, the authors argue that the mixed results in previous work may arise because these studies have missed an important component of the implementation of speed limit laws, namely, they have failed to adequately control for the deterrent effect of enforcement and sanctions.

“Blue Ribbon” Commissions, Interest Groups, and the Formulation of Policy in the American States

TL;DR: In this article, the authors investigate the influence of task forces on the adoption of autism insurance mandates in American states between 2001 and 2010 and find that public and industry groups influence the formation and recommendations of taskforces, but that the latter appears to have a relatively larger impact.
