The article focuses on the politicization of international authority as a thus far little understood development in world politics. We first define the concept and show that there is an empirical trend towards politicization of international institutions. We then argue that the increasing authority of international institutions has led to their politicization and we relate this hypothesis to alternative explanations. The validity of the authority–politicization nexus is illustrated by the rise of international authority in parallel to politicization. We go on to distinguish different policy functions such as rule definition, monitoring, interpretation, and enforcement in order to show that especially those international institutions with a high level of authority meet with strong contestation of their competencies. We conclude the article by exploring various avenues for future politicization research.

‘Roundtabling’ sustainability: Lessons from the biofuel industry

Products certified according to their environmental and social sustainability are becoming an important feature of production, trade and consumption in the agro-food sector. 'Sustainability networks' are behind the emergence and growth of these new product forms, often evolving into multi-stakeholder initiatives that establish and manage base codes, standards, certifications and labels. As sustainability moves into the mainstream, understanding the governance of these networks is essential because they partly reshape the structure and characteristics of commodity flows. In this article, we examine the role of expert knowledge and process management in governing two multi-stakeholder initiatives (the Marine Stewardship Council and the Roundtable for Sustainable Palm Oil) and in shaping their distributional effects. We find that the ability of developing countries, especially small-scale actors within them, to shape standard setting and management to their advantage depends not only on overcoming important structural differences in endowments and access to resources, but also on more subtle games. These include promoting the enrolment of one expert group or kind of expert knowledge over another, using specific formats of negotiation, and legitimating particular modes of engagement over others. Voluntary standards, expert knowledge and the governance of sustainability networks

In recent years, the United Nations has taken a lead in advocating public–private partnerships (PPPs), and various UN entities actively seek partnerships and alliances with transnational corporations and other companies. Although there has been a rapid growth of PPPs, relatively little is known about their contribution to basic UN goals associated with inclusive, equitable and sustainable development. In response to this situation, there are increasing calls for impact assessments. This article argues that such assessments need to recognize the range of ideational, institutional, economic and political factors and forces underpinning the turn to PPPs, and the very different logics and agendas involved, some of which seem quite contradictory from the perspective of equitable development and democratic governance. The article examines these different forces and logics, focusing on (a) the institutional turn towards “good governance”, (b) economic contexts that relate to the very mixed “fortunes” of UN agencies and corporations, (c) structural determinants associated with “corporate globalisation” and (d) political drivers that relate to the struggle for hegemony and legitimisation. The article ends by reflecting critically on the tendency within mainstream development institutions and some strands of academic literature to highlight logics associated with good governance and pragmatism, and to disregard those associated with the strengthening of corporate interests and the neoliberal policy regime. It is argued that knowledge networks associated with the UN need to go beyond “best practice learning” and embrace “critical thinking”, which has waned within UN circles since the 1980s.

This article presents the main legal approaches used in constructing the relationships between the TEU, TEC, TEAC and TECSC and the institutions set up by them. It argues that the dominant approaches which separate the European Union from the European Communities run into serious difficulties when explaining the normative framework and the actual practice of the EU institutions. In contrast, the proposed ‘unity thesis’ asserts that de lege lata the European Union can be considered one entity from the point of view of the organisation, its actions and its law, The article develops in detail the legal premises and some of the consequences of this thesis.
