Abstract: Systems and methodologies are described that facilitate network management and optimization. As described herein, a network and a device communicating with the network can exchange network management information, thereby supporting a Self Organized Network (SON) architecture for improved network management and optimization performance. A Non-Access Stratum (NAS) layer protocol and/or an Internet Protocol (IP) application, in combination with a set of associated network management messages, can be utilized to exchange network management information between a device and a network. As further described herein, various procedures can be utilized to install a SON policy to a device in order to define device behavior for operations such as collecting and reporting information related to network management. Additionally, a set of standardized events can be defined, based on which a device can detect the occurrence of an event and report the occurrence to an associated network.

Abstract: Methods and apparatus for partitioning resources for enhanced inter-cell interference coordination (eICIC) are provided. Certain aspects involve broadcasting a message indicating time-domain resource partitioning information (RPI), where a user equipment (UE) may be operating in idle mode. With the RPI, the UE may be able to identify protected resources with reduced/eliminated interference from neighboring cells. The RPI in this broadcasted message may be encoded as a bitmap as an alternative or in addition to enumeration of the U/N/X subframes. Other aspects entail transmitting a dedicated or unicast message indicating the time-domain RPI, where a UE may be operating in connected mode. With the RPI, the UE may be able to determine channel state information (CSI), make radio resource management (RRM) measurements, or perform radio link monitoring (RLM), based on one or more signals from a serving base station during the protected time-domain resources.

Abstract: Techniques for sending a message for random access by a user equipment (UE) are described. In an aspect, the UE may send the message on a control channel for random access and may send a reserved channel identifier to indicate the message being sent on the control channel. In another aspect, the UE may send the message in a protocol data unit (PDU) and may send additional information (e.g., a buffer status report) in the PDU if it can accommodate the additional information. In yet another aspect, the UE may generate a short message authentication code for integrity protection (MAC-I) for the message. The short MAC-I may have a smaller size and may be used to authenticate the UE. In yet another aspect, the UE may send a UE ID of one of multiple types for random access and may convey the UE ID type via a format field in the message.

Abstract: The present invention is designed to provide a user terminal, a radio base station and a radio communication method of novel structures that can achieve a good communication environment. A radio base station non-orthogonal-multiplexes downlink signals for a plurality of user terminals over a given radio resource, a user terminal having received the downlink signals for the plurality of user terminals decodes downlink signal for another user terminal, judges whether or not the downlink signal for the other user terminal has been successfully received, based on the decoding result of the downlink signal, reports a judgement result as to whether or not the downlink signal for the other user terminal has been successfully received and a judgement result as to whether or not a downlink signal for the user terminal has been successfully received, to the radio base station, and then the radio base station executes retransmission control of downlink signals based on reports from the user terminal.

One or more base stations support a power boost operating mode in which a base station's available transmission power is concentrated in a subset of its available transmission resources to provide enhanced transmission powers as compared to transmission powers on these transmission resources when the base station is not operating in the power boost mode. A base station establishes an extent to which one or more base stations in the wireless telecommunications system support the power boost operating mode conveys an indication of this to a terminal device. The terminal device receives the indication and uses the corresponding information to control its acquisition of a base station of the wireless telecommunication system, for example by taking account of which base stations support power boosting and/or when power boosting is supported during a cell attach procedure.

The policy may give priority to an LTE modem, an ISM modem, or may implement a variable priority scheme. The policy may be communicated to each modem from a host over a software messaging communication line. Modems in the UE may communicate with each other through logical lines providing real time communication. The policy may determine the operation of each modem and the treatment of the logical lines by each modem.
