Abstract: Scholars have often remarked that Congress neglects its oversight responsibility. We argue that Congress does no such thing: what appears to be a neglect of oversight really is the rational preference for one form of oversight-which we call fire-alarm oversight-over another form-police-patrol oversight. Our analysis supports a somewhat neglected way of looking at the strategies by which legislators seek to achieve their goals.

Abstract: This book provides an incisive new look at the inner workings of the House of Representatives in the post-World War II era. Reevaluating the role of parties and committees, Gary Cox and Mathew McCubbins view parties in the House - especially majority parties - as a species of 'legislative cartel.' These cartels usurp the power, theoretically resident in the House, to make rules governing the structure and process of legislation. Possession of this rule-making power leads to two main consequences. First, the legislative process in general, and the committee system in particular, is stacked in favor of majority party interests. Second, because the majority party has all the structural advantages, the key players in most legislative deals are members of that party and the majority party's central agreements are facilitated by cartel rules and policed by the cartel's leadership. Debunking prevailing arguments about the weakening of congressional parties, Cox and McCubbins powerfully illuminate the ways in which parties exercise considerable discretion in organizing the House to carry out its work. This work will have an important impact on the study of American politics, and will greatly interest students of Congress, the presidency, and the political party system.

Abstract: Spatial models of electoral competition typically simplify the analysis by ignoring the question of internal constituency politics: constituencies are modeled simply as a distribution of ideal points along a set of issue dimensions. Matters related to the stability of divergent electoral coalitions have rarely been addressed. We explicitly take into account how differential rates of support by various groups in a constituency will influence candidates' campaign promises and the likelihood that stable electoral coalitions will be forged. Viewing campaign platforms as promised redistributions of welfare, we argue that the optimal strategy for risk-averse candidates will be to promise redistributions first and foremost to their reelection constituency and thereby to maintain existing political coalitions. We use evidence from the urban services literature to support our propositions.

Abstract: Norms have never been absent from the study of international politics, but the sweeping “ideational turn” in the 1980s and 1990s brought them back as a central theoretical concern in the field. Much theorizing about norms has focused on how they create social structure, standards of appropriateness, and stability in international politics. Recent empirical research on norms, in contrast, has examined their role in creating political change, but change processes have been less well-theorized. We induce from this research a variety of theoretical arguments and testable hypotheses about the role of norms in political change. We argue that norms evolve in a three-stage “life cycle” of emergence, “norm cascades,” and internalization, and that each stage is governed by different motives, mechanisms, and behavioral logics. We also highlight the rational and strategic nature of many social construction processes and argue that theoretical progress will only be made by placing attention on the connections between norms and rationality rather than by opposing the two.

Abstract: The ‘new institutionalism’ is a term that now appears with growing frequency in political science. However, there is considerable confusion about just what the ‘new institutionalism’ is, how it differs from other approaches, and what sort of promise or problems it displays. The object of this essay is to provide some preliminary answers to these questions by reviewing recent work in a burgeoning literature. Some of the ambiguities surrounding the new institutionalism can be dispelled if we recognize that it does not constitute a unified body of thought. Instead, at least three different analytical approaches, each of which calls itself a ‘new institutionalism’, have appeared over the past fifteen years. We label these three schools of thought: historical institutionalism, rational choice institutionalism, and sociological institutionalism.’ All of these approaches developed in reaction to the behavioural perspectives that were influential during the 1960s and 1970s and all seek to elucidate the role that institutions play in the determination of social and political outcomes. However, they paint quite different pictures of the political world. In the sections that follow, we provide a brief account of the genesis of each school and characterize what is distinctive about its approach to social and political problems. Abstract: In 1974 an article appeared in Science magazine with the dry-sounding title “Judgment Under Uncertainty: Heuristics and Biases” by a pair of psychologists who were not well known outside their discipline of decision theory. In it Amos Tversky and Daniel Kahneman introduced the world to Prospect Theory, which mapped out how humans actually behave when faced with decisions about gains and losses, in contrast to how economists assumed that people behave. Prospect Theory turned Economics on its head by demonstrating through a series of ingenious experiments that people are much more concerned with losses than they are with gains, and that framing a choice from one perspective or the other will result in decisions that are exactly the opposite of each other, even if the outcomes are monetarily the same. Prospect Theory led cognitive psychology in a new direction that began to uncover other human biases in thinking that are probably not learned but are part of our brain’s wiring.
