Abstract: Since 1 May 1997 the Labour government in the United Kingdom has implemented a number of public–private partnerships (PPPs) as a central tool of governance within their wider modernisation agenda. To date, the introduction of PPPs has largely been evaluated through conceptual lenses that emphasise either the administrative, managerial, financial or technical dimensions of this reform strategy. This article seeks to complement this wider literature by arguing that PPPs raise a host of political issues and tensions that have largely been overlooked. Five specific themes are set out in order to provide a framework or organising perspective. These are: efficiency; risk; complexity; accountability; and governance and the future of state projects. The main conclusion of the article is that PPPs represent a Faustian bargain in that forms of PPP may deliver efficiency gains and service improvements in some policy areas but these benefits may involve substantial political and democratic costs.

Abstract: Although the concept of depoliticisation has existed as an important theme in a range of disciplines for some time, in recent years it has become a significant issue for scholars interested in European politics, governance and public policy Within the same period depoliticisation has been championed by government ministers and proposed by think tanks and pressure groups at the national level as a solution to both public policy and constitutional challenges At the global level depoliticisation has been promoted by the World Bank and United Nations as a means through which developing countries can enhance state capacity and market credibility However, the wider literature on depoliticisation has arguably failed to offer any definitional clarity Nor has it sought to tease apart and deconstruct the concept of depoliticisation in order to distinguish between different types of depoliticisation tactics or understand the interplay between them This article gleans insights from a number of disciplines and synthesises the wider literature in order to offer a multi-level analytical framework This framework, it is suggested, facilitates a deeper understanding of contemporary depoliticisation strategies, tools and tactics while also providing an insight into shifts in contemporary modes of governance

Abstract: Human beings are described by many spiritual traditions as ‘blind’ or ‘asleep’ or ‘in a dream.’ These terms refers to the limited attenuated state of consciousness of most human beings caught up in patterns of conditioned thought, feeling and perception, which prevent the development of our latent, higher spiritual possibilities. In the words of Idries Shah: “Man, like a sleepwalker who suddenly ‘comes to’ on some lonely road has in general no correct idea as to his origins or his destiny.” In some religious traditions, such as Christianity and Islam, the myth of the ‘Fall from the Garden of Eden’ symbolizes the loss of the primordial state through the veiling of higher consciousness. Abstract: Governance failures are at the origin of many resource management problems. In particular climate change and the concomitant increase of extreme weather events has exposed the inability of current governance regimes to deal with present and future challenges. Still our knowledge about resource governance regimes and how they change is quite limited. This paper develops a conceptual framework addressing the dynamics and adaptive capacity of resource governance regimes as multi-level learning processes. The influence of formal and informal institutions, the role of state and non-state actors, the nature of multi-level interactions and the relative importance of bureaucratic hierarchies, markets and networks are identified as major structural characteristics of governance regimes. Change is conceptualized as social and societal learning that proceeds in a stepwise fashion moving from single to double to triple loop learning. Informal networks are considered to play a crucial role in such learning processes. The framework supports flexible and context sensitive analysis without being case study specific. First empirical evidence from water governance supports the assumptions made on the dynamics of governance regimes and the usefulness of the chosen approach. More complex and diverse governance regimes have a higher adaptive capacity. However, it is still an open question how to overcome the state of single-loop learning that seem to characterize many attempts to adapt to climate change. Only further development and application of shared conceptual frameworks taking into account the real complexity of governance regimes can generate the knowledge base needed to advance current understanding to a state that allows giving meaningful policy advice.
