Abstract: The growing complexities of energy systems, environmental problems, and technology markets are driving and testing most energy-economy models to their limits. To further advance bottom-up models from a multidisciplinary energy efficiency policy evaluation perspective, we review and critically analyze bottom-up energy-economy models and corresponding evaluation studies on energy efficiency policies to induce technological change. We use the household sector as a case study. Our analysis focuses on decision frameworks for technology choice, type of evaluation being carried out, treatment of market and behavioral failures, evaluated policy instruments, and key determinants used to mimic policy instruments. Although the review confirms criticism related to energy-economy models (e.g., unrealistic representation of decision making by consumers when choosing technologies), they provide valuable guidance for policy evaluation related to energy efficiency. Abstract: The dynamics of air conditioning are of particular interest to energy analysts, both because of the high energy consumption of this product, but also its disproportionate impact on peak load. This paper addresses the special role of this end use as a driver of residential electricity consumption in rapidly developing economies. Recent history has shown that air conditioner ownership can grow grows more rapidly than economic growth in warm-climate countries. In 1990, less than a percent of urban Chinese households owned an air conditioner; by 2003 this number rose to 62 percent. The evidence suggests a similar explosion of air conditioner use in many other countries is not far behind. Room air conditioner purchases in India are currently growing at 20 percent per year, with about half of these purchases attributed to the residential sector. This paper draws on two distinct methodological elements to assess future residential air conditioner 'business as usual' electricity consumption by country/region and to consider specific alternative 'high efficiency' scenarios. The first component is an econometric ownership and use model based on household income, climate and demographic parameters. The second combines ownership forecasts and stock accounting with geographically specific efficiency scenarios within a unique analysis framework (BUENAS) developed by LBNL. The efficiency scenario module considers current efficiency baselines, available technologies, and achievable timelines for development of market transformation programs, such as minimum efficiency performance standards (MEPS) and labeling programs. The result is a detailed set of consumption and emissions scenarios for residential air conditioning.

Abstract: Border Gateway Protocol (BGP) is the protocol backing the core routing decisions on the Internet. It maintains a table of IP networks or 'prefixes' which designate network reachability among autonomous systems (AS). Point of concern in BGP is its lack of effective security measures which makes Internet vulnerable to different forms of attacks. Many solutions have been proposed till date to combat BGP security issues but not a single one is deployable in practical scenario. Any security proposal with optimal solution should offer adequate security functions, performance overhead and deployment cost. This paper critically analyzes the deployment issues of best three proposals considering trade-off between security functions and performance overhead.

Abstract: This chapter discusses leading problems linked to energy that the world is now confronting and to propose some ideas concerning possible solutions. Oil deserves special attention among all energy sources. Since the beginning of 1981, it has merely been continuing and enhancing the downward movement in consumption and prices caused by excessive rises, especially for light crudes such as those from Africa, and the slowing down of worldwide economic growth. Densely-populated oil-producing countries need to produce to live, to pay for their food and their equipment. If the economic growth of the industrialized countries were to be 4%, even if investment in the rational use of energy were pushed to the limit and the development of nonpetroleum energy sources were also pursued actively, it would be extremely difficult to prevent a sharp rise in prices. It is evident that it is absolutely necessary to pursue actively the development of coal, natural gas, and nuclear power if a physical shortage of energy is not to block economic growth.

Abstract: Climate Change 1995 is a scientific assessment that was generated by more than 1 000 contributors from over 50 nations. It was jointly co-ordinated through two international agencies; the World Meteorological Organization and the United Nations Environment Programme. The assessment was completed by the Intergovernmental Panel on Climate Change (IPCC) with a primary aim of reviewing the current state of knowledge concerning the impacts of climate change on physical and ecological systems, human health, and socioeconomic factors. The second aim was to review the available information on the technical and economic feasibility of the potential mitigation and adaptation strategies.

Abstract: Nearly three-quarters of the growth in global carbon emissions from the burning of fossil fuels and cement production between 2010 and 2012 occurred in China. Yet estimates of Chinese emissions remain subject to large uncertainty; inventories of China's total fossil fuel carbon emissions in 2008 differ by 0.3 gigatonnes of carbon, or 15 per cent. The primary sources of this uncertainty are conflicting estimates of energy consumption and emission factors, the latter being uncertain because of very few actual measurements representative of the mix of Chinese fuels. Here we re-evaluate China's carbon emissions using updated and harmonized energy consumption and clinker production data and two new and comprehensive sets of measured emission factors for Chinese coal. We find that total energy consumption in China was 10 per cent higher in 2000-2012 than the value reported by China's national statistics, that emission factors for Chinese coal are on average 40 per cent lower than the default values recommended by the Intergovernmental Panel on Climate Change, and that emissions from China's cement production are 45 per cent less than recent estimates. Altogether, our revised estimate of China's CO2 emissions from fossil fuel combustion and cement production is 2.49 gigatonnes of carbon (2 standard deviations = ±7.3 per cent) in 2013, which is 14 per cent lower than the emissions reported by other prominent inventories. Over the full period 2000 to 2013, our revised estimates are 2.9 gigatonnes of carbon less than previous estimates of China's cumulative carbon emissions. Our findings suggest that overestimation of China's emissions in 2000-2013 may be larger than China's estimated total forest sink in 1990-2007 (2.66 gigatonnes of carbon) or China's land carbon sink in 2000-2009 (2.6 gigatonnes of carbon).
