Abstract: The Arab Spring has been described as a youth rebellion driven by grievances about unemployment and dissatisfaction with existing regimes. In this article, we assess these claims by examining the characteristics of the current youth generation in the Arab world in comparison with earlier cohorts. We find that some of the conventional assumptions about this generation—that they are less religious, more likely to be unemployed, and more likely to protest—are true, but others—that they are more supportive of secularization, more interested in politics, and more dissatisfied with their regimes—should be reconsidered. Using the first wave of the Arab Barometer survey, we discuss how patterns of political attitudes and behavior vary across cohorts, and cast doubt upon the claim that the Arab Spring was the result of an angry youth cohort that was especially opposed to the old regimes.

Abstract: Did religion promote or discourage participation in protest against authoritarian regimes during the Arab Spring? Using unique data collected in Tunisia and Egypt soon after the fall of their respective regimes, we examine how various dimensions of religiosity were associated with higher or lower levels of protest during these important events. Using these original new data, we reach a novel conclusion: Qur’an reading, not mosque attendance, is robustly associated with a considerable increase in the likelihood of participating in protest. Furthermore, this relationship is not simply a function of support for political Islam. Evidence suggests that motivation mechanisms rather than political resources are the reason behind this result. Qur’an readers are more sensitive to inequities and more supportive of democracy than are nonreaders. These findings suggest a powerful new set of mechanisms by which religion may, in fact, help to structure political protest more generally.

Abstract: Diverse identities coexisting within the same society are often viewed as problematic for economic and political development. This article argues that different types of social diversity have differential effects on regime type. Specifically, ethno-linguistic diversity increases prospects for democracy while religious diversity decreases prospects for democracy. The article presents a variety of reasons why diversity might have divergent causal effects on regime type. Cross-national regressions in a variety of econometric formats – including instrumental variables – provide corroborating evidence for the argument.

Abstract: Pakistan's 1988 transition to democracy defies most of the conventional wisdom on democratization as well as the bulk of the literature on democratic transitions. This peculiar case can be understood as a case of ‘temporary democracy’, in which democracy emerges as a short-term outcome that is not likely to be sustained. Pakistan's military leaders chose to democratize because of the high short-term costs of repression coupled with the low long-term costs of allowing democracy. The authoritarian elite agreed to allow democratization knowing that the prospects of democratic consolidation were dim. In this sense, the same factors that made the consolidation of Pakistan's democracy unlikely made the transition possible.

Abstract: Why Ethnic Parties Succeed: Patronage and Ethnic Head Counts in India. By Kanchan Chandra. Cambridge: Cambridge University Press, 2004. 368p. $80.00. In the post-9/11 world where the “clash of civilizations” has moved beyond classroom debates to the public realm, it is refreshing, and challenging, to see a study that does not give ethnicity an easy ride. The title of this book is slightly misleading, though, because even while it concedes that appeals for political support on the basis of ethnic categories based on “race, caste, tribe or religion” (p. 2) are frequently made, sometimes with considerable success, it asserts that such tactics do not always succeed. When they do, it is not necessarily because of their putative appeal to sentiments but, instead, because both ethnic candidates and their supporters, rather than being swayed by appeals to their nonrational selves, are actually driven by sophisticated calculations of expected gain. Their utility calculus takes the size of the ultimate prize as well as the probability of winning it into account when they choose to align themselves with one set of politicians as opposed to another. Kanchan Chandra's parsimonious and general model explains why ethic parties in India, riding on Hindu or, for that matter, Tamil nationalism, succeed in some contexts but not in others.
